T he goal of the Bureau of Radiological Health is to improve the quality of life by protecting the public and radiation workers from unnecessary exposure to ionizing radiation from machine sources and reducing medical misdiagnosis caused by faulty x-ray equipment and operator error. We strive to accomplish our goal by registering and inspecting all machine sources of ionizing radiation and administering a technologist licensure program which ensures that competent technologists are available to operate x-ray equipment and to administer nuclear medicine.

Design Control Guidance for Medical Device Manufacturers

FOREWORD
This guidance is a primer on design controls. It is intended to provide readers with an understanding of what is meant by "control" in the context of the requirements. Medical device companies vary considerably in size and structure, the types of devices produced, methods of design and development, and methods of management. By providing readers with an understanding of what constitutes control of a design process, readers can determine how to apply the concepts in a way that is both consistent with the requirements and best suited for their particular situation. For example, the scale of operation of a manufacturer can have considerable impact on the manner in which design controls are implemented. However, in order for the guidance to be complete, topics indirectly related to the regulations such as product life cycle and concurrent engineering are included. The following paragraphs describe additional concepts that should be kept in mind while reading this guidance. First, three underlying concepts served as a foundation for development of this guidance:

INTRODUCTION
The purpose of this primer is to improve the safety of medical devices by minimizing the likelihood of user error by systematic, careful design of the user interface , the hardware and software features that define the interaction between users and equipment . To this end, the document contains background information about human factors as a discipline; descriptions and illustrations of device problems; and a discussion of human factors methods. Recommendations for manufacturers and health facilities are also included. Because many designers, engineers, scientists, and health professionals may be unfamiliar with human factors, the primer is written as a basic educational tool and assumes little background knowledge in the subject matter. At the same time, much of the content may serve as a resource for those individuals who have had experience with human factors issues. The primer is directed to the following audiences: Manufacturers

Welcome to the Bureau of Radiological Health The Bureau of Radiological Health is responsible to assess, control and prevent exposure to radiation from both natural and man-made radioactive materials in NH. BRH functions to protect public health and safety, occupationally exposed persons, and the environment from unnecessary exposure to sources of radiation. BRH has three primary focus areas:
  • the regulation of radioactive materials and X-ray machines;
  • radiological emergency response; and
  • the Radon Program.
Under an Agreement with the federal Nuclear Regulatory Commission, BRH licenses all uses of radioactive material in NH. BRH also registers all radiation producing machines (x-ray) being used in NH. These licensees and registrants are inspected for compliance under the NH Rules for Control of Radiation. BRH responds to accidents and incidents involving radiation sources. A Radiological Emergency Response Team is available to respond to any accident situation having to do with Vermont Yankee Nuclear Power Plant, Seabrook Station or Portsmouth Naval Shipyard, and will assist with any transportation accident or local incident involving radiation. In addition, BRH performs continuous environmental monitoring around Vermont Yankee and Seabrook Station nuclear power plants and provides an ambient surveillance program for evaluation of local environmental radiation levels. BRH's radiochemistry laboratory collects environmental and regulatory samples for analyses and reporting.

Potassium Iodide Tablet Distribution Program The federal Nuclear Regulatory Commission arranged for each individual who lives or works in the 10-mile radius area surrounding either Seabrook Station or Vermont Yankee nuclear power plants to receive one 130-mg tablet of potassium iodide to use in the event of a radiological emergency. The 10-mile radius area is known as an EPZ – or Emergency Planning Zone. The potassium iodide (KI) tablets will be distributed by the Bureau of Radiological Health within the DHHS Office of Community and Public Health (OCPH). A multi-agency workgroup developed extensive plans to distribute the tablets and educate the public about the limitation of KI tablets. Many people misunderstand what KI tablets can and cannot do.
  • KI is NOT an anti-radiation pill. It protects only the thyroid gland in a person's throat from only one form of radiation identified as I-131. Individuals are still susceptible to possible exposure to other forms of radiation.
  • KI is NOT a substitute for evacuation.

    The Environmental Quality Board (Board) by this order amends Chapters 216, 218, 221, 223, 227 and 228. The amendments update the standards for the safe use of radiation-producing machines. A. Effective Date These amendments will be effective immediately upon publication in the Pennsylvania Bulletin as final rulemaking. B. Contact Persons C. Statutory Authority The final rulemaking is being made under the authority of the following statutes: Sections 301 and 302 of the Radiation Protection Act (act) (35 P. S. §§7110.301 and 7110.302), which, respectively, direct the Department to develop and conduct comprehensive programs for the registration, licensing, control, management, regulation and inspection of radiation sources and radiation source users, and delegates to the Board the power to adopt the regulations of the Department of Environmental Protection (Department) to implement the act. Section 1920-A of The Administrative Code of 1929 (71 P. S. §510-20), which authorizes and directs the Board to adopt regulations necessary for the proper performance of the work of the Department.
