Ongoing Challenges to Employer Participation
Overview Wyoming is in its second year of School-to-Careers implementation. Its overall approach is to support local autonomy and community-based decision making. The State Department of Employment, Office of Workforce Development, which serves as the administrative agent, views its role as providing broad policy guidelines and technical assistance to the local School-to-Careers partnerships. During the first year of implementation the basic infrastructure for School-to-Careers was put into place. Now local partnerships are focused on issues of marketing, employer involvement and ensuring linkages between school-based and work-based learning. The employer base is almost exclusively small employers in relatively isolated communities. Context Located in the west central United States, Wyoming is among the least densely populated states and primarily rural in character. Vast stretches of highway connect small towns across the state's 98,000 square miles. The Rocky Mountain range borders the western half of the state. Cheyenne, the state capital and largest city, is in the southeast corner of Wyoming just over the Colorado border north of Denver. Agri-business, mining, tourism and a growing high-technology sector drive Wyoming's regional-based economy and labor markets. The employer base is almost exclusively small business, with the majority of establishments employing fewer than 20 workers. To date many employers in Wyoming have not experienced a significant skilled worker shortage. Many workers commute across state lines, and several large employers have located facilities in southeastern Wyoming to have ready access to a larger workforce and the new Denver Airport.

    Mary Daley, Interim President, called the meeting to order at 1:20. A copy of the Highlights of the October 12, 2000 Executive Committee Meeting was presented and reviewed. A copy as amended is attached. Item 1: It was agreed that the Evaluation Project would aid in establishing a more visible national presence of Governor's Schools and will tie us to educational reform. It was agreed that Governor's Schools were not immune from the current trend of accountability and that anecdotal data is not enough for many in this age of accountability. It was noted that the final product would be helpful in establishing new schools such as in Montana and Wyoming, where an interest has been expressed. Additional discussions and clarifications of the Evaluation Project and the Highlights were held. The following individuals accepted these tasks:

    The College of Health Sciences consists of the following units: The School of Pharmacy, The School of Nursing and The School of Interdisciplinary and Professional Programs. The School of Interdisciplinary and Professional Programs consists of: The Division of Medical Education and Public Health; The Division of Communication Disorders; The Division of Kinesiology and Health; The Division of Social Work; and The Division of Allied Health Professions. The School of Interdisciplinary and Professional Programs administers the Bachelor of Science in health sciences program. The Division of Medical Education and Public Health administers the WWAMI Program in medical education, the Family Practice Residency programs in Casper and Cheyenne, and the Area Health Education Center.     Cheyenne and Wyoming
    The city of Cheyenne is home to over 65,000 people in southeastern Wyoming. Cheyenne is the state capitol of Wyoming and is located nine miles north of Colorado at the junction of Interstate Highways 25 and 80. Cheyenne enjoys a four season climate. It offers the nation's purest air and sunshine 320 days a year. The low humidity makes hot and cold extremes easy to bear. Mean daily maximum temperatures vary from 37.2 o F in January to 85.2 o F in July. Cheyenne offers many cultural attractions. The community supports a symphony orchestra and Community Concert series. The Civic Center hosts entertainment ranging from Broadway and touring productions to major symphonies and top-name entertainers. Additionally, the Community Little Theater, the College Playhouse, museums, libraries, and many clubs and organizations are available. Many beautiful recreational opportunities are in and around Cheyenne. The community prides itself on its Greenway and many parks covering over 1,400 acres and 18% of the total city area. The parks feature lakes for fishing, ice skating, picnic areas, bike paths, athletic fields, golf courses, children's playgrounds and indoor swimming pool. Cheyenne is also home to the “Daddy of ‘em All”the Cheyenne Frontier Days rodeo , the nation’s largest outdoor professional rodeo.
