New push for EU tax harmonisation?
France and Germany have agreed to push to harmonise EU tax policies, despite resistance from Britain, the Financial Times reported this morning. The paper said a joint Franco-German paper would be presented to the Convention on the Future of Europe proposing moves to harmonise corporate taxes and VAT within the EU. It said they hoped to unveil the paper by Christmas. France and Germany believe that the single European market is being distorted by 'unfair tax competition', with countries such as Ireland setting very low corporate tax levels, according to the FT. But Britain supports the idea of 'tax competition', and has fought up till now to maintain the right of veto on EU fiscal policy.

The UK Treasury may need to raise an additional £20bn in tax revenue by 2006, a leading economic think-tank has warned. The National Institute of Economic and Social Research (NIESR) said a weak global economy and tumbling equity markets meant the Treasury was heading for a revenue shortfall in the near future.
The outlook for growth has darkened
NIESR The NIESR has cut its economic growth forecasts for the next two years and predicts interest rates will stay on hold, unless a deeper slide in global markets sparks another cut. "The long-term fiscal outlook is gloomy," NIESR analysts said. 'Outlook has darkened' The NIESR uses its own economic model to publish forecasts for the UK economy every three months. It has cut its economic growth forecast for 2002 to 1.4%, against the Treasury's official forecast of 2.0-2.5%.

GENEVA (AP) Big increases in taxes on tobacco products could save millions of lives, above all in developing countries, the World Health Organization said Tuesday. "There is an expression that death and taxes are unavoidable. We argue that this is the one tax that can help you avoid death," said Prabhat Jha, co-author of the Tobacco Control in Developing Countries study.
