    Certification
    Teacher education programs at Stout meet state teacher certification requirements in Wisconsin. Programs will meet certification requirements in many, if not all, other states. However, teacher certification varies by state (some require state history, etc.) and requirements change periodically. Therefore, a student contemplating teaching in another state may wish to clarify the acceptance of their program at Stout with the state in which they plan to teach. The certifying officer at Stout is in the Office of Teacher Education, Room 267 Home Economics. Wisconsin license forms and information concerning the certification process are available in the Office of Teacher Education. Requirements that must be met before certification can be recommended in an undergraduate certification program include:
  • Successful completion of Benchmark I Benchmark II and Benchmark III
    Completion of a portfolio with evidence to illustrate a basic to proficient level of competency as a teacher in a particular major.
  • Please see Appendix H (of the Undergraduate Teacher Education Student Handbook ) for the Stout policy regarding exceptions to the established minimum requirements to recommend students for licensure.

If you are planning to move to another state, you should contact that state's certification office, as listed below. The number code following each entry indicates the types of testing which the state required at the time this information was published in the 1999 Job Search Hanbook. The key to the codes follows the state listing.
    When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state. Another source of information about certification requirements will be the actual districts to which you apply.

    Out-of-State applicants applying for a Professional Educator License may receive a non-renewable Professional Educator License valid for 1 year if all requirements are not met. A Professional Educator License is valid for 5 years. Six (6) credits of coursework are required to renew this License. If this renewal procedure is not completed within the 5 years then an Emergency License that is valid for 1 year may be issued.     Kreidler, Carol J. English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.
