link link link The State of Wisconsin-Educational Communications Board is now offering contractual engineering and other services related to the construction or operation of telecommunications facilities at Wisconsin schools. This service is offered in response to requests from schools without access to other service organizations able to perform systems maintenance. There are two types of service curently available:
  • ROUTINE MAINTENANCE - this agreement covers an annual inspection and operational check of the system, and phone consultations as needed. The annual fee depends on the location and type of system. It does not cover needed parts. Please call for a quote for your system and location. EMERGENCY SERVICE - this is a "time-and-materials" type service. Response time is within 48 hours of acknowledgement. Fees will depend on location, parts needed and time necessary to complete service.
  • WHERE TO CALL
    ROUTINE MAINTENANCE
    (needed parts are extra)
  • Satellite receive systems - Annually inspect, adjust and retune the system, if necessary, to ensure that the system is fully operational, especially prior to the beginning of the school year.

    Wisconsin's Public School Buildings
    Over the past decade, there have been numerous studies which have concluded that a significant proportion of the nation's school buildings have problems related to inadequate maintenance, obsolescence, environmental hazards, overcrowding, and unsound structure. Buildings with these characteristics are most likely to be found in urban and rural school districts. Because not much was known about Wisconsin's school buildings, the Association of Wisconsin School Administrators (AWSA) and the Wisconsin Education Association Council (WEAC) jointly participated to gather information in three areas:
  • Building Characteristics, Student Programs and Services, and Working Conditions.
  • Questionnaires were developed and sent to all building principals during the spring and fall of 1994. The final data set included questionnaires from at least one principal in 345 of the state's 427 districts (a "district return rate" of 81%). As for the buildings themselves, information was collected for slightly fewer than 60% (1,127) of the total number of buildings in the state.
    The Bottom Eight and One-Half Percent
    In general, principals report that most school buildings in Wisconsin are in reasonably good shape. However, slightly more than ten percent of the buildings (10.2%) were identified by the principals as being in poor physical condition. Statewide, this represents about 206 buildings. Likewise, about one-fourth of all buildings (27.3% or 552 throughout the state) were judged as not meeting student and program needs.

    Team planning time occurs for one period each day in the large urban district of Milwaukee, encouraging communication, coordination, and cooperation among teachers as they design the instructional program. Team planning time in the Milwaukee middle schools should be viewed in the context of the problems associated with large urban school systems and the promise of high goals for an effectve educational process. The team planning time process has already been implemented in the middle schools and is being expanded to the high schools during this school year. Two of the key components of the program are shared decisionmaking and cooperative planning. The team planning period, which is part of the school schedule, encourages communication, coordination, and cooperation among teachers as they design the instructional program to maximize learning for students. All unit teachers are assigned to a team, and these teams meet on a daily basis for a full period. The learning coordinator is available to assist the teams in planning for the meetings. In addition, teachers with assignments such as fine arts, vocational education, and exceptional education may meet with teams as appropriate. Many team planning activities are suggested, including the following: identify, implement, and evaluate program/ instructional goals; share individual teacher expertise in areas of common interest; plan for flexible grouping of students; plan opportunities to use community resources; develop interdisciplinary units; and participate in meetings with other teams for staff development and schoolwide planning.
