August 1, 2002 MAKING TEACHERS A TOP PRIORITY, ROCKEFELLER AIMS TO SUPPORT TEACHER CERTIFICATION AND COMMITMENT TO RURAL AND LOW-INCOME SCHOOLS "This bill promotes and rewards high quality standards among a profession that is often overlooked and taken for granted." Rockefeller said, adding, "American educators are unsung heroes. They work diligently to prepare our kids for the future and often do not receive the compensation and rewards they deserve." Throughout America and West Virginia, rural and low-income schools are finding themselves in a critical situation. West Virginia has rural schools scattered throughout 36 of its 55 counties, and of the 798 schools in the state, approximately 100 are low-income. These institutions are having difficulty, particularly finding and keeping qualified teachers, and the I TEACH Act will tremendously help them in their efforts. "Improving education must be one of our top national priorities," added Rockefeller. "We need to do much more to address teacher recruitment and retention, over-crowding, and crumbling schools."

    AGRICULTURAL AND ENVIRONMENTAL EDUCATION
    This program is designed to prepare students for entry into agricultural teaching, extension, environmental technology, or other professional employment in government, industry, training, entrepreneurship and/or development. Flexibility is a feature of the program since majors are able to develop programs emphasizing teacher preparation, environmental technology, or communications and leadership. Agriculture Teacher Education:
    Assists in the economic and social development of a community, while helping students become involved and established in production agriculture and off-farm occupations which require agricultural knowledge and skills. Students completing this program will meet requirements for certification by the West Virginia Department of Education and would be qualified to teach production and management, agricultural mechanics, conservation and forestry, and horticulture.
    Communication and Leadership:
    Emphasizes human resources management and the development of leadership Capabilities. Persons who wish to work for the Extension Service as agricultural or 4-H agents, or to be employed in government, business or industry where agricultural and environmental training coupled with communications and leadership skills is valuable, may find this emphasis beneficial.

    I am a graduate of West Virginia University with both a BS and MS degree in Animal Science. After working two years at Pennsylvania State University as a research and teaching assistant in Physiology, I decided to switch careers to focus on teaching at the high school level. For the next few years, I tried to expose myself to a wide variety of teaching experiences including tutoring, camp counselor, substitute teaching, and Director of Sylvan Learning Center. In January 2002 I was finally able to return to school at California University of PA to complete the requirements for certification in secondary biology. I have recently completed a wonderful student teaching experience at Thomas Jefferson High School teaching biology in grades 9-11, and I look forward to having a classroom of my own very soon.

    05/18/2001 - Updated 03:47 AM ET Census shows West Virginia losing workers Although the state's overall population increased slightly to 1.8 million during the 1990s, the only age groups to show an increase were those between 45 and 59 and those older than 75. "The future ain't going to be worth a whole lot if the young people ain't here. When the old ones are gone, who's left?" said Brian Thornton, 44, an employee at Teays Valley Nursing Center. The numbers suggest a looming fiscal crisis, said Julia Fox, an assistant professor of sociology at Marshall University. With fewer workers there is a declining tax base, which means the state will have trouble maintaining a viable school system and providing health care to its aging population, Fox said. During the past decade, the number of West Virginians under age 34 decreased by 9.2%. There was an 11% drop in the school-age population, those between 5 and 19. The state median age increased from 35.4 in 1990 to 38.9 last year, higher than the national median age of 35.3, according the census figures being released Friday.
