There are also some speakers of Welsh in England , the US and Australia
Status
The 2001 census gives a figure of 20.5% of the population of Wales as Welsh speakers (up from 18.5% in 1991), out of a population of about 3 million, however it appears that about a third of the population of Wales has immigrated within the last 30 years. Even among the Welsh-speakers, few, if any, residents of Wales are monolingual in Welsh.

Gwarnant has the texts of poems by the famous (and the obscure) from the earliest surviving works up to the fifteenth century. Mostly in the original Welsh with notes on the manuscript sources, but with many translations as well. Gwarnant has already won a Culture Choice Award at its old website and has been redesigned for its new home. Besides the poetry, there are sections on Welsh history and Arthur.   • Janet Davies, The Welsh Language (1993), now republished as The Welsh Language: A Pocket Guide `Gododdin' , preceded by a reproduction of the poignant memorial to a family of four on the eighth(?)-century inscribed stone at Tywyn, Meirionydd - tricet nitanam (elsewhere interpreted by Ifor Williams as `grief and loss remain', see The Beginnings of Welsh Poetry .). The many maps, plates and reproductions of pages from early printed books, the inset quotations exemplifying categories of borrowed words, together with excerpts from famous poems, are further attractive features of the book. Bibliographical references are unfortunately minimal. Henry Lewis, Datblygiad yr Iaith Gymraeg Yr Elfen Ladin yn yr Iaith Gymraeg T.J. Morgan, Y Treigladau a'u Cystrawen (The Mutations and their Syntax) (1952, 1989). An unprecedented attempt, in nearly five hundred pages, to demonstrate hard and fast grammatical rules as governing the syntax of the initial consonantal mutations, both in the spoken language and in written Welsh of all periods. Although it has been shown that no such comprehensive rules are warranted by the facts, TJM's overall survey constitutes an indispensable work of reference, and an essential point of departure for any future studies of the subject. There are inevitably gaps in the literary sources which have been consulted, and little distinction has been made between dialectal differences in the spoken language; nor is there any reference to the corresponding mutations in the other Celtic languages, or to the instances in `canu caeth' in which the mutations have been manipulated to suit the demands of `cynghanedd'. OVERVIEW OF THE LANGUAGE
A ccording to the census of 1991, some 510,920 people (18.7 per cent) speak Welsh in Wales. There are no figures available for speakers in other parts of the UK.
The Welsh Language Act of 1967 gave a very limited status to the Welsh language in the public sector. At the end of 1992 the British Government presented proposals to Parliament for a new Welsh Language Act which was passed in October, 1993. Following this Act a Board was established to promote the use of the Welsh language within public bodies and giving equal status to the English and Welsh languages in the public sector in Wales.
The use of Welsh as a medium of instruction in schools has greatly increased since the 1970s.
Welsh is an Indo-European language, belonging to the same Brittonic branch of the Celtic languages as Cornish and Breton.
OVERVIEW OF THE MEDIA Media marked with an asterisk are described in further detail in the media database Welsh is comparatively strong in the field of radio and television - there is a complete Welsh-language service on Sianel Pedwar Cymru (S4C)* and BBC Radio Cymru*, as well as a certain amount of Welsh on the commercial radio stations, notably Radio Ceredigion*. There is English-language coverage for the whole of Wales on BBC1*, ITV1 (HTV Wales)* and BBC Radio Wales*, as well as on local stations.

The Audit Commission's Welsh Language Scheme was developed to comply with the Welsh Language Act 1993 and received the approval of the Welsh Language Board on 21 May 1999. We are currently engaged in our three yearly review of the scheme to encompass the changes that are taking place within the organisation and in the field of public services in Wales. The Audit Commission adopts the principle that in the conduct of public business in Wales, it will treat the Welsh and English languages on the basis of equality, with both languages enjoying the same status and validity.

Welsh Language
Welsh is a Celtic language. It is by far the oldest living language in the U.K. and amongst the oldest in Europe. It is currently spoken by approximately 18% of the population and this figure is rising.
To a large extent the distinct cultural heritage of Wales is a direct result of the Welsh language. From this has flowed many of our great traditions such as the Eisteddfodd, a national festival of Welsh poetry, art and music.
The language has adapted to the changing needs of the people and times and is now thriving. This has included the launch of the Welsh language broadcaster S4C and has helped secure the continued evolution and growth of Welsh as a living language.

S4C (Sianel Pedwar Cymru-Channel Four Wales) was launched in 1982 as a Welsh language commissioning broadcaster and has fuelled a growth in Welsh language media. In pop culture and entertainment Wales is competing on the international stage, particularly in the fields of pop, rock and classical music as well as acting, theatre and the opera. This is increasing the attraction of the language for young people and helping to secure its future
The Welsh language also plays a major part in the economy of Wales. Throughout Wales and in every area of the economy employers and employees are becoming more aware of the benefits of using the language. In the workplace, the ability to speak or write in Welsh and in English is a valuable skill.
Over the next decade in Wales, this situation will continue to develop. Already there are jobs at all levels for which an ability to work bilingually is desirable, if not essential. This is one of the major factors which continues to drive the demand for Welsh-medium education and vocational training, as young people and their parents recognise the economic value of the Welsh language.

The Quality Assurance Agency has prepared a Welsh Language Scheme which sets out how it proposes to deliver services to the public in Welsh.  It invites comments from members of the public who may be affected by the scheme in accordance with Section 13 of the Act. Comments should be sent to Rachel Curtin by 10 March 2003.
