VIRGINIA BOARD OF EDUCATION RECEIVES PASSING SCORE RECOMMENDATIONS FOR SOL TESTS Richmond
The Standard Setting committees worked through the summer to develop recommendations in the form of ranges of scores within which the Board will establish a "Proficient," or passing score and an "Advanced" score for each of the twenty-seven SOL tests. The Board of Education, having received reports from the SSAC and each of the Standard Setting committees, will conduct four simultaneous public hearings throughout the state on October 22 nd th and 29 th In June, the Board established the two-tiered committee structure. The Standard Setting Committees consisted of a diverse group of teachers, curriculum experts, and educators from throughout Virginia. The membership reflected a balance of geographic distribution, ethnicity and race, and knowledge of the grades and content areas to be tested. Each committee had approximately 20 members, appointed from nominations from school division superintendents, educational organizations, institutions of higher learning, and the business community. Superintendents representing each of the eight Superintendent Regions of the State chaired the Standard Setting Committees. The superintendents who headed the Standard Setting Committees also served on the Standard Setting Advisory Committee for SOL Assessments, and the remaining members of the SSAC were selected from constituent groups with a significant stake in the improvement of student academic achievement. These included the Parent Teachers Association, Virginia Education Association, and the Virginia School Boards Association. The SSAC monitored the process, from the selection of members of the Standard Setting Committees through the observation of their meetings.

As consensus grows that the current educational system is largely unable to keep pace with the nation's changing needs, more attention is being devoted to reform. Areas touched by reform efforts include school choice, school-based management, teacher effectiveness, national goals, and student assessment, to name a few. Recently, school governance has also come under scrutiny.     MISSION Created by the Legislature in 1985, the Grievance Board's mission is to equitably, consistently and expeditiously resolve employment problems between employees and county boards of education, higher education institutions and state agencies so that good morale may be maintained, effective job performance may be enhanced and the citizens of this state may be better served. A grievance procedure is available to higher education employees, county board of education employees, and most state employees. These employees may file a grievance challenging a broad range of personnel actions, including disciplinary actions and other actions relating to hiring, promotion, compensation, hours, terms, and conditions of employment. The Board administers the fourth and final administrative level of the grievance procedure. The Board also has jurisdiction over procedural matters at Levels Two and Three of the grievance procedure for both education and state employees.
