State and Local Tax Revenue Losses from E-Commerce ABOUT THE STUDY
  • Using forecasts of e-commerce sales for 2001 through 2011 provided by Forrester Research, the University of Tennessee’s Center for Business and Economic Research has estimated the amount of sales tax revenue state and local governments will lose because the tax is not collected on remote online purchases. The September 2001 study was commissioned by the Institute for State Studies, a nonprofit center for public policy research focused on the viability of the states in the 21st century. The Institute is based at Western Governors University in Salt Lake City. State and local revenue losses from e-commerce sales are measured by estimating the reductions in the sales tax base and then multiplying the lost tax base by the state-specific effective state and local sales tax rate. Key inputs to estimating the tax base loss for e-commerce transactions are forecasts of e-commerce sales, identification of the sales taxable components of these sales, assumptions about what share of taxable sales could be collected in the absence of e-commerce and estimates of the share of taxes due that can be collected.
OVERALL FINDINGS
  • In 2001, state and local governments are estimated to lose $13.3 billion in sales tax revenue due to the inability to collect taxes from remote online purchases. This is 41 percent higher than the $9.4 billion projected for 2001 in an April 2000 study from the same researchers.

GOALS OF THE MIT COMMITTEE The primary goals of the M.I.T. Committee are to create and support information technology training for town officers and to seek coordination between the state's many I.T. training providers. The committee is also interested in developing and maintaining a list of recommended software for municipal government and coordinating activity among I.T. service providers including cost-sharing opportunities, outreach services, and other collaborative activities. Guide to Records The purpose of this guide is to provide a summary of the holdings at the Vermont State Archives. It is a work in process; new links to descriptions of our records will be added.
    Agencies and Departments:
    While most agency and department records are deposited with the Public Records Division, the Archives has some agency/department records, most notably records from Tourism and Marketing and its predecessors and photograph collections from several agencies and departments. The Governors' records at the Archives contain interactions between the Governor's office and state agencies and departments. Attorney General:

  • Founded in 1954, Saint Michael's School of International Studies offers one of the oldest English language programs in the United States. For the 11th consecutive year, Saint Michael's is ranked in the top 15 northern U.S. universities by U.S. News and World Report Saint Michael's is also ranked 9th for Best Values among northern U.S. universities, up from 13th last year.
English Language Programs Intensive English Program: "Language In Practice" — The IEP was first established in 1954 when a small group of international students arrived at Saint Michael's College from Puerto Rico, Quebec, Canada and Colombia. The reputation of the program grew, and over time the School of International Studies has opened its doors to more than 15,000 students. Case Study Summary from Original Proposal:
The Florida effort will be carried out on a cooperative effort by the Florida Growth Management Data Network Coordinating Council and the Department of Environmental Protection, Division of State Lands. The Metadata Standard will be applied to one of four components of a Land Records Modernization Project. This particular component provides for the data collection of the land parcels that affect the inventory of ownership. The parcels are identified by parcel number and document number and attribute data relates these parcels to additional land records information for the State's cadastral layer state-wide for the division of State Lands. The parcels will be entered using coordinate geometry methodology.

Introduction
The Florida Department of Environmental Protection (DEP) and the Florida Geographic Information Board documented DEP's State Lands Information System for the purpose of assessing the utility of the Federal Geographic Data Committee's Content Standard for Digital Geospatial Metadata (CSDGM). No tools were used to facilitate the creation of the metadata, requiring that the participants read and understand the Federal Geographic Data Committee's publication of the CSDGM and then convert it into metadata that followed the format provided in the publication. Although formatting of the report was discussed, it was agreed that the product would follow the structure of the standard.

Europe They Speak French
Vermont [ Connecticut Maine Massachusetts New Hampshire ... Rhode Island Pristine mountaintops covered with snow. Quaint farmhouses tucked in green valleys. Black and white cows munching on sweet grass. A tin bucket hanging from a sugar maple, collecting precious syrup. Images of Vermont... IN A PIG'S EYE! But hold the presses. For all this, Vermont is a very different place than you'd imagine. It does have beautiful mountains, green valleys, and cows. It's economy does have a lot to do with syrup, gourmet foods, and ice cream. The Grateful Dead almost got elected to the Senate before Jerry died. But Vermont is also a place where a lot of poor people live in trailer parks. It's a place where rich people who call themselves environmentalists go and tear up mountains to make private palaces and ski slopes. It's a place where skiing is king and anyone who lives more than an hour out of Burlington is out of the loop. Vermont is also very liberal socially. Vermont's representative to the U.S. House, Bernie Sanders is a Socialist. Vermont has more pro-gay (or more correctly, anti-discrimination-against-gays) legislation than any other state in the nation. Does that rock or what? Bet you didn't know that ! Vermont has a facade that's gone national, but it's a real place with real problems.
