12:49 PM +1000, Dec 28 2002 Via Unknown News , the president of the "Seattle/Cuba Friendship Committee" has reportedly been threatened with fines by the US Treasury Department for posting information about a Cuban conference on his web site. Treasury Department officials, saying that Warner lacked a "specific license" to promote the conference, are threatening to fine him up to $55,000 if he doesn't tell them everything he knows about the conference and the organizations involved. Treasury officials also contacted King County Councilman Dwight Pelz, D-South Seattle, and Alice Woldt, head of the Church Council of Greater Seattle, who unlike Warner actually attended the conference. Warner's attorney, Lynne Wilson, wrote in response that Treasury "has no authority under the U.S. Constitution (or federal regulations) to interfere with someone's rights to post information on the Internet about a conference in Cuba." Treasury Department spokesman Rob Nichols declined to comment specifically on the Warner case. But when department officials are presented with information of possible violations of the 40-year-old embargo, he said, "we have to follow up on it."

U.S. Aid Increases
Date March 20, 2002 The U.S. Treasury Department has released numbers demonstrating how much U.S. foreign aid spending would increase annually under President Bush's proposed initiative.
Just ahead of Bush's appearance at the International Conference on Financing for Development, a Treasury press release added a few details to the proposal: It would increase foreign aid over spending already planned by $1,660 million in the fiscal year beginning October 2003 (FY2004), by $3,330 million the following year and by $5,000 million a year in later years.
Bush announced his proposal, called "A New Compact for Development," in a March 14 speech to the Inter-American Development Bank. Congress would have to pass legislation implementing it. The money would go into a "New Millennium Fund" aimed at helping certain developing countries that embrace good government, health, education and economic policies.

Date September 12, 2002 The United States welcomes the addition of the Eastern Turkistan Islamic Movement (ETIM) to the United Nations list of terrorist organizations and supporters, calling it an "important step toward greater cooperation in Central Asia against common terrorist threats and the instability and horror that they sow," according to a September 12 U.S. Treasury Department press statement.
The designation was requested by the governments of Afghanistan, Kyrgyzstan, the United States and China, and brings to 162 the number of individuals and organizations on the UN list.
"This organization is also among the 236 individuals and entities designated under President Bush's Executive Order 13224 aimed at freezing the assets and prohibiting financial transactions with terrorists and their supporters," the Treasury Department said.

On the 15th of June the IFCO/ Pastors for Peace caravan converged it's fifteen routes in the border town of McAllen, Texas. The 18 colorful buses, trucks, ambulances and cars, loaded with tons of humanitarian aid, medicines, medical equipment, raw pharmaceutical materials and eighty-three participants crossed the Mexican border. Even though there were threats from U.S. Treasury officials of fines of up to $55,000 per person, the Caravanistas had voted unanimously to cross into Mexico with their 200 tons of humanitarian aid and take it on to Cuba. Reverend Lucius Walker, IFCO's Executive Director, said, "The U.S. Government just doesn't understand the power of people committed to doing justice." The eighty-three participants from across the U.S., Canada, Mexico, Europe and Africa traveled to Tampico, Mexico. There the humanitarian aid and the donated vehicles were loaded onto a ship by longshoremen who donated their labor as they had in previous years. The Caravanistas, joined by the longshoremen, flew to Havana to spend a week in Cuba, visiting medical facilities, several cities, and many other areas of interest to all. The U.S. economic blockade of the nation of Cuba has existed for nearly 40 years and has resulted in the suffering and hunger of the children and elderly of this small island neighbor. The world has spoken out against this embargo through the United Nations resolutions to end it and has voted overwhelmingly against the U.S. in eight consecutive years. In 1998 there were 2 countries voting for the U.S. and 157 countries voting to end the U.S. embargo of Cuba.

It is charged with advising the president on fiscal policy, acting as fiscal agent for the federal government, and performing certain law enforcement tasks through the Secret Service . Under the Articles of Confederation the limited financial administration of the United States was taken care of by a superintendent of finance, who was replaced in 1784 by a treasury board. One of the first necessities, after the new government was set up in 1789 under the Constitution of the United States, was machinery for the collection of taxes, the custody of federal funds, and the keeping of accounts. To this end the Dept. of the Treasury was created and its head, the secretary of the treasury, became the second-ranking cabinet member (after the secretary of state). Alexander Hamilton was the first secretary. The office of U.S. Treasurer was also created in 1789 to receive and pay out money for the federal government. Divisions that were added over the years include the U.S. Mint (1792), the U.S. Secret Service (1860), the Internal Revenue Service (1862), the Office of the Comptroller of the Currency (1863), the Bureau of Engraving and Printing (1877), the U.S. Customs Service (1927), the Bureau of the Public Debt (1940), the U.S. Savings Bonds Division (1945, transferred to the Bureau of the Public Debt in 1994), the Federal Law Enforcement Training Center (1970), the Bureau of Alcohol, Tobacco and Firearms (1972), the Financial Management Service (formerly the Bureau of Government Financial Operations, 1974), and the Office of Thrift Supervision (1989). Until 1829 the department supervised the U.S. Postal Service and until 1849 the General Land Office; before 1903 the department was also charged with many duties pertaining to commerce.

The engraving is noted in the bottom margin as being engraved from a photograph by A. Gardner. A part of text below the image says that the work continued on the building even during the civil war, and that "When Washington was first occupied by the National troops, the Treasury building, in common with some others, was barricaded and defended by cannon placed upon the steps under the facade." Released April 99 Sen. Strom Thurmond claims that he has the Treasury Department's support of his bill to prohibit health statements on wine labels. Excerpts from a letter from U.S. Treasury Secretary Robert Rubin to Sen. Thurmond indicate Treasury's position: "I regret that we did not consult with you more closely prior to the approval of two wine labels containing health-related statements…. Initiating the legislative process with regard to the concerns addressed in [your bill] is in the public interest and would be supported by the Treasury Department. Furthermore, Treasury's Bureau of Alcohol, Tobacco and Firearms will issue a notice of proposed rulemaking that will address health-related statements on alcohol beverage labels. The notice will ask for public comment on ATF's existing policy relating to health-related statements on alcohol beverage labels. The notice will also ask whether the negataive health consequences of alcohol consumption or abuse disqualify these products entirely from entitlement to any health-related statements…" Wine Institute President John De Luca told the Wine Business Insider: "I believe my colleagues will concur that the forums contemplated by Secretary Rubin and Senator Thurmond, if cleared of politics and polemics, may provide a terrific opportunity to further educate the public, the press and government officials about scientific research findings relating to wine consumption. Anything that will overcome scientific, legal and cultural ignorance, I will embrace."
