Marat Mamadshoyev: 6/15/00 Tajikistan basked in the international spotlight this week as host of the Central Asian Economic Association. But it had had to work to polish its image, which had been tarnished recently by the arrest of its ambassador to Kazakhstan on drug-related charges and by allegations of widespread Tajikistan government involvement in drug smuggling. The facts and timing of the case suggest, however, that Kazakhstan one of the four governments attending the meeting – may have moved deliberately to discredit the Tajikistan government.

    By Bruce Pannier The Tajik government appears to be taking seriously concerns of its neighbors that Uzbek terrorist Juma Namangani is hiding on Tajik territory. Last week the government sent a fact-finding team to the area where Namangani is believed to be hiding and this week followed that up with another delegation. RFE/RL's Bruce Pannier reports Namangani's whereabouts are unknown but the Tajiks appear anxious to appease the concerns of neighboring states. Prague, 10 January 2001 (RFE/RL) The Tajik government sent another delegation to the central part of the country yesterday (9 January) to verify or dispel rumors that known terrorist Juma Namangani is in hiding in the country. Namangani is wanted by Uzbek authorities and last September received the dubious distinction of making the U.S. government's list of top terrorists. Rumors that Namangani and his armed group are in Tajikistan have circulated for a year, but they received renewed publicity recently when the head of Tajikistan's Islamic Renaissance Party, Said Abdullo Nuri, told RFE/RL's Tajik Service just before the New Year that Namangani is staying near the Tajik village of Tavil Dara. "Concerning Juma Namangani, who is now somewhere on our territory, I will probably not be able to meet or speak with him. I want to send a message to him through your radio that we [the Tajik opposition] achieved peace successfully."

    By Abbas Djavadi Prague, 5 September 1997 (RFE/RL) - Tajikistan's government and its Islamic Tajik opposition have embarked on an unprecedented experiment. Two previously hostile groups are joining to form a government and a unified army. One group, the Moscow-backed national administration, consists of former communists and apparatchiks. The other group is driven by an Islamic ideology. A startling symbolic event took place today. About two-hundred armed fighters of the Islamic Tajik opposition entered the Tajik capital, Dushanbe, and were welcomed by the Moscow-backed government of President Imomali Rakhmonov. Soon, more than 200 additional troops will arrive from Afghanistan, where they have been based since 1992. These formerly rebel fighters will take responsibility for the security of the joint government-opposition Reconciliation Commission, set to arrive in Dushanbe on September 8. A day later, Tajikistan will celebrate the sixth anniversary of its independence from the Soviet Union. The commission is to form a coalition government and prepare new parliamentary elections for next year. In tired and troubled Tajikistan, peace may have overcome war at last.

    The emergence of President Emomali Rakhmonov's government in late 1992 marked a turning point in the Tajik civil war. At first, intensified fighting consolidated Rakhmonov's position as head of state, but then the peace process slowly took hold and led to the June 1997 General Agreement. Some might argue that this success was due to domestic and foreign players' need for a way out of a stalemate. Yet favourable conditions for reaching an agreement and sustaining it into post-war reconciliation are of little use if the country's leadership lacks the political will to build peace. Rakhmonov's government realized that continued war would only deepen inter-regional strife, lead to bankruptcy, and undermine the country's future. These internal incentives combined with pressure from international partners. Almost all the CIS governments wanted the government to make peace with the opposition. Russian and Iranian geopolitical interests converged in promoting an end to the civil war and the efficacy of the UN-sponsored process secured the success of the inter-Tajik negotiations. A ceasefire was agreed comparatively swiftly through the participation of delegates who controlled armed forces and possessed the political power needed to stop the fighting. It was more difficult, however, to reach a political arrangement settling the underlying conflict. Disputes about power-sharing principles dominated the agenda. For the government, the problem was not how many positions the United Tajik Opposition (UTO) would have in a transitional government but about the fundamental problem of constitutional consistency. Could the government sacrifice the principle of secularism favoured by most Tajikistanis to accommodate Islamicist demands for a share of state power? Although the UTO did not openly question the constitutional principle of secularism, the ghost of an Islamic state hovered over the negotiations.
