Licensure/Certification Licensure/Certification requirements vary from state to state. Additionally, some states offer alternative or provisional licensure. In general, it is best to complete a licensure program at one of the institutions in the state where you intend to teach. This typically reduces the bureaucratic overhead involved in getting the state teaching license you seek. Additionally, not all states offer clear reciprocity for licenses earned in other states, so additional requirements may need to be addressed when an individual chooses to teach in a state other than the one they were licensed in. Something else to consider when choosing a licensure/certification program is that each institution has their own requirements designed to address the state requirements. In other words, licensure programs may differ in length based on the school you wish to attend. Some steps to get you going include: 1. The grant will support the development of a compressed, distance delivered (Web and site-based) teacher-training program that will lead to teacher certification in Montana, South Dakota and Wyoming. By providing the program via distance delivery, NPTT teacher candidates may work toward their teacher certification without leaving their current positions. During the first year of the project, the NPTT expects to place 68 teachers in schools in the three-state area and anticipates larger numbers in following years. Candidates who are admitted to the NPTT program will receive up to a $5,000 credit to offset the cost of the training. Successful completion of three "qualification" courses, delivered via the Web, will earn participants a provisional license and allow them to be hired as teachers of record. Upon completion of a year-long paid and mentored internship, the candidates will receive full teacher certification. Participants who successfully complete the graduate level certification program will have the option of completing an additional six credits of graduate level work to earn a master's degree in education.

If you are planning to move to another state, you should contact that state's certification office, as listed below. The number code following each entry indicates the types of testing which the state required at the time this information was published in the 1999 Job Search Hanbook. The key to the codes follows the state listing.
When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state. Another source of information about certification requirements will be the actual districts to which you apply.

(all revenue sources) fter receiving criticism last year from national groups that rate standards and within the state for not having a strong system of academic standards in place, South Dakota education officials worked to come up with more specific content standards. Many said the state's existing content standards were too general. The original plan had been to provide districts with a broad structure for standards from which they could then develop specific standards to fit their local needs. But, without much direction from the state, few bothered to adopt standards. South Dakota rises to the challenge and rewrites standards in four subject areas. Republican Gov. William J. Janklow challenged the state education department in 1997 to rewrite the standards so that they were clearer, specific, more demanding, measurable, and comprehensive. The department responded last year, and now content standards are available in four core curriculum areas: language arts, mathematics, science, and social studies. Districts must adopt and implement course guidelines for language arts and math that meet the state's academic-content standards by July of this year. Course guidelines for social studies and science must be adopted by July 2000.

    Alternative Certification Anita Shearer, SEKota SDEA Board of Director and member of The Preserving Public Education Task Force. The movement for alternative teacher certification comes from the need for more and better teachers. Concerned about teacher shortages and the quality of the teaching force, many states have developed non-traditional programs that allow people to enter the education profession. These alternative routes to certification enable people from assorted educational backgrounds and careers to become teachers. By 1997, 41 states, plus the District of Columbia had some type of alternative certification for teachers. Goal II: PROFESSIONAL EXCELLENCE of the SDEA/NEA Resolutions states in part: The South Dakota Education Association/NEA advocates rigorous state standards for entry into the teaching profession. These standards, as established by professional standards boards, shall include high academic performance, clinical practice experiences, and passage of appropriate pedagogical and subject matter tests... The Association asserts that a teaching certificate should signify that an individual entering the teaching profession is competent to teach.

Elaine Roberts, president of the South Dakota Education Association, says that SDEA contacted education departments and placement bureaus at South Dakota colleges and universities to determine where young teachers are going for their first job. "What we found doesn’t surprise us," said Roberts. "South Dakota experienced a teacher shortage this fall and the inability to attract new teachers to jobs in South Dakota is one of the reasons." Roberts cited Laura (Dvorak) Livermore and Dave Livermore, recent graduates of Augustana College as typical of the young teachers South Dakota is losing. As a student at Augustana, Laura (Dvorak) Livermore was the president of the South Dakota Education Association Student Program. Her mother is a veteran teacher in South Dakota. Laura (Dvorak) Livermore and Dave Livermore teach in Forest Lake, Minnesota.

  • Transfer Students must take EDU 201 Foundations of Education or its equivalent as a necessary part of the Education Department application process. The Chair of the Education Department will audit a transfer students' transcript to plan a course of study. An application form must be completed.
