The new state, to be called Serbia and Montenegro, is a compromise between the aspiration among many Montenegrins for independence and an edict from international officials that there can be no further redrawing of borders in the Balkans. It is a solution that satisfies few people, as Tuesday's heated parliamentary debate illustrated, despite the adoption of the constitutional charter by overwhelming majorities in both chambers. If anything, this latest incarnation of a troubled country has only increased nostalgia for the peace and relative prosperity that Serbs and Montenegrins shared with their Croatian, Bosnian, Macedonian and Slovenian neighbours before wars ripped apart the socialist Yugoslavia created by Josip Broz Tito in 1945. By Misha Savic Associated Press BELGRADE, Serbia-Montenegro - Erasing Yugoslavia from the map of Europe, lawmakers all but dissolved the troubled Balkan federation yesterday and gave birth to a new country with a new name: Serbia and Montenegro. Under a European Union-brokered accord approved by parliament, the two republics will stick together in a loose union that gives each greater autonomy and the trappings of statehood. The final breakup of the former Yugoslavia - outright independence for both Serbia and Montenegro - could come as soon as 2006. Widely seen as a compromise solution amid conflicting demands within both republics that Serbia and Montenegro be either firmly linked or completely separated, the accord preserves the alliance but allows each member state to hold an independence referendum after three years. The deal offers the republics almost total sovereignty, although they will remain linked by a small joint administration in charge of defense and foreign affairs. Yugoslavia, the federation's name for nearly three-quarters of a century, is relegated to the history books.

Last week, as Yugoslavia became history, Serbia announced it would auction off 13 luxury cars that once served in the motorcade of the late dictator Josip Broz Tito. Many believe that Tito kept a cauldron of Serbs, Croats, Slovenians, Macedonians, Bosnians, Montenegrins and ethnic Albanians from killing each other during the several decades after he took power in 1945. Peace lasted for maybe a decade after Tito's death in 1980. But in the '90s, the smaller Yugoslav republics parted ways with Serbia, the largest republic and the bully of the bunch. Slovenia and Macedonia managed to get away peacefully. Croatia and Bosnia-Herzegovina were less fortunate. Kosovo, technically part of Serbia, enjoys de facto independence after the 1999 NATO war on Serbia. Last week, Yugoslavia's federal Parliament ended the fiction of a union of the southern Slavs by ratifying an accord brokered by the European Union. The name Yugoslavia is consigned to history and replaced with a looser union called Serbia and Montenegro. As a carrot for the reluctant Montenegrins, member republics will be able to hold independence referendums in three years. Post-Milosevic Serbia, at least, has shed its status as a pariah state.
