Today, such practices would be called ethnic cleansing and genocide. What seems even more appalling for contemporary minds is that the subjugation of the native peoples of the New World was legally sanctioned. "Laws" of "discovery", "conquest" and " terra nullius " made up the "doctrines of dispossession", according to Erica Irene Daes, chairperson/rapporteur of the United Nations Working Group on Indigenous Populations, in a study on indigenous peoples and their relationship to land. Specifically, in the fifteenth century, two Papal Bulls set the stage for European domination of the New World and Africa.

IV . Alternatives to Intellectual Property Rights The Convention on Biological Diversity adopted in Rio de Janeiro in June 1992 at the UN Conference on the Environment and Development encourages countries to pursue bilateral contractual agreements by withholding their ex situ (gene bank) collections and/or by bartering access to in site materials still in their fields, forests, and estuaries. Yet genetic material today is an international I commodity, and interdependence is growing constantly.
Genetic Interdependence
Two thirds of gene bank collections are held, or controlled by, developed countries, as is over four fifths of livestock and microbial material. Such already stored material is of most immediate commercial use. By and large, companies will only look to the fields and forests after they have rummaged through the gene banks and cell libraries.
Genetic interdependence characterises both food crops and export crops. Even the most genetically abundant regions of the world look beyond their own borders for half the germplasm they need for their staple foods. Wheat, for example, originated in the Near East, but the specific genes that inspired semidwarf wheats and propelled the Green Revolution came from Japan via Mexico, and disease-resistant genes found recently in Brazil may support crop yields as far away as India. Tomatoes originated in Latin America, but some of their most useful processing qualities have come from the Philippines; and when corn blight struck the southern United States, resistant genes were found as far away as West Africa even though the crop's genetic "home" lies in MesoAmerica.

An analysis of the social environment is required because humans are an integral part of the environment and in order to improve the quality of life for all, social development and environmental issues must be considered together. Also we are different from other living organisms in that we are more capable of modifying the environment. As thinking beings, humans are capable of taking the consequences of our actions into consideration, and of adjusting them to minimise detrimental effects and enhance positive effects. An assessment of the interaction between individual and collective human actions and the environment is essential to any analysis of the state of the environment. A Memorandum of Understanding was signed between Ramsar and the World Heritage Convention.

Sara Diof (Senegal), SC Representative for Africa, presented the draft resolution on the Strategic Framework and guidelines for the future development of the List of Wetlands of International Importance. He said the proposed strategic approach for designating these wetlands aims to establish an international network of wetlands, with a target of 2000 sites by COP9. David Stroud, Joint Nature Conservation Committee (UK), reported on the deliberations of a focus group on the Strategic Framework and guidelines for identifying and designating karst and other subterranean hydrological systems. The group stressed the importance of the resolution on enhancing conservation and wise use of intertidal wetlands and recommended strengthened links between these resolutions. They concluded that the guidelines for designation of karst systems should eventually be merged with the Strategic Framework.

    by Chipo Muvezwa The San people were the original inhabitants of southern Africa but today they have been reduced to a minority group of about 100,000, mainly in the Kalahari Desert and other parts of Botswana, Namibia, South Africa and Zimbabwe. The San were hunter-gatherers and have inhabited the region for about 30,000 years but their modern social development has been constrained by lack of formal education. Beautiful rock paintings and other artefacts found in the region’s caves and mountains, illustrate their historic lifestyle. Recent studies have shown that San populations have special problems with formal education and are in need of a specific, focused curriculum that would consider their identity, language and culture. Policy-makers, educationists, academics and NGO representatives met in May for the first ever Regional San Education Conference held in Okahandja, Namibia to address these problems by increased communication among those involved in San education initiatives, and to design a regional plan of action.
