Asia-Pacific Regional Press Freedom Seminar Country Report - Samoa Having to make materials (such as correspondence and photos) available to someone suing a newspaper for defamation before the case goes to court, is one of the restrictive elements of the 1995 Defamation Act which is in place in Samoa's media laws. This is also well before a determination if there is a case or no case to answer. We in the media see this as mainly a ploy by the government at the time to discourage members of the public from writing revealing letters to the editor under non-de-plumes, often about mismanagement and corruption in high places. Samoa also has a Criminal Libel Law still in place, a legislation recently used by the late Prime Minister against the Samoa Observer newspaper. The case was dropped after the passing of the plaintiff. Such legislation is seen as archaic and must be scrapped. There are also the Printers and Publishers Act; and the Indecent Publications Act. Samoa's media today, enjoy unrestricted freedoms within the confines of the principles and ethics of the trade, compared to say seven to ten years ago when three pieces of legislations were rushed through parliament mainly to curb media and information freedom. The laws are still in place although we have been told by our political masters that they serve a purpose synonymous to 'Big Brother' - watching over you. Samoa's media exploded over that time especially privately ownership media outlets. Today with a population of 171,000, there are seven radio stations - 1 state owned assuming the role of the public broadcaster, three fully commercial stations owned by a single company and two owned (separately) and operated by the Pentecostal churches.

WHO Lists Candidate Countries for Free and Low-Cost Journals The World Health Organization (WHO) has published on its web site a list of countries that are candidates to receive free or discounted subscriptions to electronic versions of science journals. Details of the WHO initiative have already appeared on the IBRO web site Countries with GNP per capita of less than US $1000 are candidates for free access from five publishers (the majority of the offered journals) and minimal prices from one publisher. New Zealand's mandate for Western Samoa coincided with the professionalization of colonial administration elsewhere. The first four administrators of Western Samoa urged similarly cultural training within a cadetship programme to raise the standard of the vitally important Native Administration. Altruistic lobbyists urged similar arguments, while academic critics attributed the Mau protest to New Zealand's lack of anthropologically educated staff. In response, New Zealand made a belated and short-lived attempt, which was defeated by the small scale of New Zealand's colonial responsibilities. Thereafter New Zealand relied on 'in-house' training as being both effective and the only practicable option.
Caroline Daley Selling Sandow: Modernity and Leisure in Early Twentieth-Century New Zealand Abstract
In the summer of 1902-1903 international strongman and physical culture advocate Eugen Sandow toured New Zealand. This article explores the way Sandow was packaged and sold to the New Zealand public during his only tour here. It begins by examining the ways Sandow's on-stage performances were read by the public, before looking at his marketing machine and the commercialization of leisure. It then examines Sandow's quest for respectability and links this to his wider aim: he claimed to use the Sandow Season (his tour) to gain support for the Sandow System (his theory and practice of physical culture). The Sandow Season paved the way for the Sandow System but they were two aspects of the same phenomenon: modern leisure.

A well drilled Auckland Marist team capably led by skipper Bobby Barsdell took out the 2000 DB Draught North Island Marist Sevens title at Tremain Field, Napier on Saturday 30th September. Although the 31-0 scoreline against Napier Old Boys Marist was convincing it took Auckland's solid defence screen to hold their line intact and snuff out many determined attacks from the host team.
Tournament winners Auckland received the DB Draught Cup and a $1000 winners stake, while runners-up Napier were awarded with a $500 consolation. Following section play the results of the Cup section knockout were as follows:
In the Plate section Adrian Maney's Hutt Old Boys Marist (2) side recorded a 21 to 12 win over finalists Dale Guthrie's Wanganui Marist lineup. Hutt OBM received $500 for their efforts while Wanganui picked up $300.
