If we are serious about change in the political process in this country, there must be reform, which creates a more equitable electoral process free of hindrance, which may be perceived as giving any political party an unfair advantage over another in winning the elections. In order to do this, electoral reform which encompasses the following objectives are suggested:
1. To implement a more progressive 21st century view of electoral processes. 2. To eliminate undemocratic, dishonest and corrupt practices in the conduct of public elections. 3. To maximize the voter turnout through fixed dates giving the electorate ample time to plan well in advance of known election date. 4. To remove the possibility of gerrymandering as it relates to boundary definitions and ensure that constituents get full attention due to tenure of constituency without interruption via unnecessary boundary changes. 5. To discourage the manipulation of election district lines to give one political party an advantage over the others 6. To encourage citizens to participate in the electoral process.
It seems to me that General Elections should be held on a specific day of the fifth year of the term of office of a government. In this way, the electorate along with political entities will know that a fixed date is in place for elections and that no unfair advantage would be given to any political party for the purposes of winning elections.

Gerald R. Ford and the Political Reform Movement in Grand Rapids
During and after World War II, a political reform movement arose in Grand Rapids which eventually wrestled control of the Republican Party and municipal government from the political machine controlled by Republican National Committeeman Frank McKay and City Manager and Mayor George Welsh. The leadership of the movement came heavily from University of Michigan alumni and friends who were prominent in Grand Rapids business and civic endeavors. In 1948, as part of the reform effort, a former Michigan football star and returning war veteran, Gerald R. Ford, successfully challenged a long-time incumbent congressman in the Republican primary. This challenge launched Ford's career which eventually culminated in his rising to the presidency of the United States. Though later considered a party "loyalist" and a "conservative," Gerald Ford began his political career as a reform candidate against an entrenched party leadership. What motivated the formation of the reform movement in Grand Rapids? What were its goals? Who were its leaders? What were its tactics? Who were its opponents, and how did they respond? Why did the reformers turn to Gerald Ford, a political novice, in their bid to unseat an incumbent congressman in the primary? What role did Grand Rapids native U.S. Senator Arthur Vandenberg, who was elected under the old regime, play in the campaign and in Gerald Ford's subsequent political career? Why did Vandenberg, a dark-horse candidate for the presidency in 1948, assume this role?

Political conservatism today stands at a crossroads. While conservatives control the White House and the two branches of Congress, traditional conservative themes increasingly lack political salience. The ideas that once guided the movement the crusade for a balanced budget, the drive for sweeping tax reform and scaling back the federal government have proven themselves incapable of providing the basis for an effective governing majority. Moreover, the partisanship and closed ranks that characterize much of the conservative movement seem out of place in the era of the "dot com" economy. As party loyalties and political identities continue to decline, the most dynamic force in American politics seems to be the huge number of voters who refuse to identify with either political party. This bloc of independent voters is extremely volatile. They range from the apolitical to the anti-political, from apathetic to openly hostile toward government and public service. The various Clinton scandals have, indeed, fueled their animus toward politics; however, much of this antipathy is directed toward both political parties, which seem to place more emphasis on raising soft money than on principle. A key challenge for conservative statesmanship in the coming decades will be to bring such independent voters into the political process and to convince them that their beliefs can have a place within our constitutional order. If political conservatism is to have a secure future, it will be necessary for conservatives to learn to build coalitions with this growing bloc of independent voters. To do so, conservatives will need to outline a realistic reform agenda in key issue areas such as tax policy, government excess, social security, education, national service and defense.

This article originally appeared in The Weekly Standard Who is John McCain, and what is his magic? Traditional terms don't explain the stampede. He does not fit neatly in the right-to-left spectrum, but is de facto head of the Patriot party-a dominant force in American politics, though one that is not easy to explain. It is an idea, but not an ideology; a principle, but not a program; a concept adaptable to various creeds. It is not even precisely a party, but a force that moves from one party to the other. Through the centuries, it has passed back and forth between the two parties, making the one it inhabits the governing force in the country. Few presidents have reached historic stature without being in it; without it, no party can govern too well or for too long. It has no health-care plan, no tax proposal, no 10-point programs. But it does have a platform, and these are its planks: America is not merely a country; it is also a cause and a principle.

Political parties Japan's first political party, the Public Party of Patriots (Aikoku Koto), was formed in 1874 and immediately presented the Government with a paper calling for the establishment of a representative legislature. The country's first general election was held 16 years later, on July 1, l890, and the first session of the Diet was opened on November 29 of the same year. Japan's Diet was the first national legislature to be established in Asia.
The role of political parties in national affairs grew in the following decades, but the ascent of militarism in the period leading up to World War II forced a decline in the influence of the parties and ultimately their temporary dissolution.
The five major political parties in Japan now are the Liberal Democratic Party, the New Frontier Party, the Social Democratic Party (formerly the Japan Socialist Party), New Party Sakigake, and the Japanese Communist Party.
After monopolizing power for 38 years, the LDP, weakened by defections, lost its parliamentary majority in the summer of 1993 and was subsequently replaced by a coalition government backed by all of the former opposition parties (excluding the JCP) and led by Prime Minister Hosokawa Morihiro. Although the Hosokawa Government managed to secure passage of legislation to reform Japan's political system, the subject of a long-running national debate, it resigned after only eight months in office. Following a two-month stint by a minority coalition headed by Hata Tsutomu, a tripartite coalition formed by the LDP, SDP and Sakigake elected SDP Chairman Murayama Tomiichi to the premiership. In January 1996 the ruling coalition chose LDP President Hashimoto Ryutaro as prime minister to replace Murayama after his resignation.

The move followed KMT and PFP complaints of double standards in the government's media policy after Chen declared on Tuesday that he would rid the media of political and military influence. "President Chen has decided to donate his 4,000 shares in a private terrestrial TV station, plus NT$100,000 in cash, to the Eden Social Welfare Foundation," Presidential Office spokesman Huang Chih-fang said. According to a property report released by the Control Yuan on Wednesday, Chen holds 4,000 shares in Formosa Television Co (FTV), whose chairman is DPP Legislator Trong Chai.

Americans of all backgrounds are sick and tired of the growing problem of political corruption and abuse. Every day more and more examples of the abuse of power by elected and appointed officials hit the newsstands. These problems are epidemic in both the Democratic and the Republican parties. The House Bank set up with bipartisan support was supposed to be a convenient way for busy congressmen to cash their paychecks. What it turned out to be was a scam for many congressmen a way to write bad checks often totalling more than a congressman's pay. If you or I did this at our local bank, we would be subject to criminal prosecution and fines in most states. Why should congressmen allow themselves to do something wrong? Should we be surprised that a group of people who cannot balance their own checkbooks cannot balance our national budget? Both parties in Congress have voted to give themselves dozens of special privileges everything from free airport parking to health clubs to cheap haircuts to passing laws that do not apply to them. How different is this from the way that kings, queens, and dictators make demands of their citizens while they do what they please?

These last few weeks have provided some of the most exciting moments in American electoral politics for quite some time. With the exception of the three ringed circus instigated by Ross Perot in 1992, most presidential elections in the last twenty years have been routine affairs. The campaigns were hard fought to be sure and provided some memorable moments ("Senator, you’re no Jack Kennedy!"). But when it came time to cast votes, most races weren’t that close at all, and the network news anchors could, without embarrassing either themselves or their profession, declare the winners relatively early on Tuesday evening. Add to this the basic consensus between Republicans and Democrats, an ideological wet blanket that puts a decided damper on heated public debate about political principles in this country, and you have a formula for less-than-spellbinding electoral politics. Not so this time around. Since the roller coaster of election day, we have been treated to one new crucial development after another, as the campaigns have maneuvered for position, the people have protested and shouted, and the pundits, as they usually do, have talked too much. If only politics were like this all of the time. TV news would finally be worthwhile.
