Ross Perot's 1992 presidential campaign, held its fifth national convention at the Hyatt Regency Hotel in Dearborn, Michigan, July 23-25. Attended by more than 350 delegates and at least an equal number of alternates and guests, the convention provided further evidence that this organization is no alternative for working people to the big business-controlled two-party system in the United States. Reform has some of the outward trappings of a third-party movement. It has ballot status in 19 states, and will likely gain ballot status in most of the remaining 31 states and the District of Columbia in time for the 2000 elections, as it did in 1996. It has activists and local organizations in many parts of the country, and it won statewide office for the first time last November, when Jesse Ventura, a former professional wrestler, was elected governor of Minnesota. They are going to have to debate about patriotism and whether the PUP can be truly patriotic. Studies, informal studies, by observation and conversations with elected officials, from all organizations, whether Village Councils, Town Councils, Cooperatives, Associations and National Elected Representatives have shown that elected political burnout occurs at the one year mark. Real burnout seems to occur at the 18 month mark and after that, an elected representative of any body is basically going through the exhausted motions after that. Due to the benefits at the national level of paid salaries, travel perks, cars and that sort of thing, the decision at the national level to go to a shorter more effective elected cycle is going to meet with tough resistance. The UDP failed miserably at this three years ago and even after repeated demonstrations in District Towns for political reform were unable to shake themselves of the corruption of self interest and Power. It cost them the election.

The site served a variety of functions for the party, from organization of state petition drives to providing press information to allowing for on-line interaction between party and voters. In the broader view, however, the site existed to provide voters with information about the Reform Party and its candidates. As with most web pages, the Reform Party site's primary goal was to communicate a body of information to an interested audience. Unlike television and newspaper advertising, web sites must be sought out. Thus, the builders of such a site can begin with the assumption that those who visit are both interested in the information they will find there and well-educated enough about the subject that they will expect detailed, factual and accurate information. Thus the Reform Party site, like most others, was designed under the assumption that its visitors had at the very least a rudimentary knowledge of the subjects covered by the site. On January 29, 2003, Chrétien introduced a political financing bill aimed at drastically reducing the amount of money that business and labour interests can give to political parties. Although the prime minister says corporate and union donations don't lead to corruption within the political system, he says many Canadians aren't convinced of that. Chrétien's bill calls for corporate and union donations to be capped at $1,000. That's a big drop compared with donations of $20,000 the Liberal party has received in the past. Private donations would be capped at $10,000 under the proposed bill, and a new system of public funding would be introduced, to be based on the number of votes each party receives.

There are no elections except for minor local officials. And any challenge to Party authority is immediately and ruthlessly snuffed out. Few analysts expect this to change quickly (unless some sudden crisis brought about the overthrow of the whole system). And since the Tiananmen Square crackdown on pro-democracy protesters in 1989, even talking about change has been taboo. But the retirement of the leaders who came to power as a result of that crackdown – and who therefore had most to fear from re-examining its causes – will raise hopes that political reform could soon be back under discussion. Power play Most reformists inside the Party want change in order to improve the way the Party governs and to protect it from challenge, not because they have an ideological commitment to democracy or Western-style rights. They still see China as effectively a one-party state and have no interest in giving up power.

S INGAPORE'S ruling People's Action Party (PAP) has poured scorn on suggestions that the country should reform its political system by making it more transparent and incorporating best-practices from other democracies. The denunciation suggests that the call for change - which came last week in an independent report commissioned by a government ministry - will make little or no headway. Ho Peng Kee, the PAP's second organising secretary, said: "The idea of adopting a set of `best-practices' for Singapore's political system, cherry-picked from other systems, is naive and simplistic." In a letter in yesterday's (Sept 27) Straits Times, Mr Ho said: "Our system may not be perfect, but it has delivered a better life for our people, not just materially, but in terms of freedoms which our citizens enjoy." He dismissed the proposal that Singapore should have an independent electoral commission, to oversee the running of national polls. "Elections are honest, voting is secret," he wrote. The PAP has ruled Singapore since self-government was granted in 1959. In national elections since independence in 1965 it has frequently won every seat up for grabs.
