OF POLITICAL PARTIES IN ALASKA

DEFINITIONS
Limited Political Party:
AS 15.30.025 and 15.60.012(12) - A Limited Political Party is a political group which organizes for the purpose of selecting candidates for electors for President and Vice President of the United States. To qualify for this status, a Limited Political Party petition is submitted to the Division of Elections and must be signed by 2,878 registered voters to qualify for the presidential election in 2004. A Limited Political Party ceases to be recognized in the State of Alaska if its presidential candidate fails to receive at least 3% of the votes cast for President.
Recognized Political Party: AS 15.60.010(20) - A Recognized Political Party is an organized group of voters that represents a political program and either nominated a candidate for Governor who received at least three percent of the total votes cast for Governor at the preceding General Election or has registered voters equal to at least 3% of the votes cast for Governor in the last election. Until it qualifies as a political party under this definition, an independent political group may field candidates for statewide and district-wide offices only by filing nominating petitions as required by AS 15.25.140 - 15.25.205.

    BEIJING - Real political reform appears to be coming to China, and coming fast. In recent months, the communist leadership has been publicizing new proposals indicating its strong drive toward substantial political reforms. The ultimate goal of these proposals is to convert the People's Republic of China from its socialist roots to a capital-oriented country with an economy based on private ownership.
    Some of the more significant proposals:

    The People of New York State have a reputation. We're opinionated. And we don't like being taken for a ride.
    New Yorkers like to think for themselves. We want lots of choices and we want to make our own decisions. For instance, in New York City's five boroughs alone there are more than 766 Chinese restaurants. Every New Yorker might like Chinese food, but everyone has to pick the particular spareribs or lo mein they want.
    Politically speaking, New Yorkers are independent. And we're becoming more so everyday. We have more permanent political parties (8) than any other state in the country. Two million of us are registered to vote without any party affiliation. Close to another 200,000 are registered in the Independence Party, the state's third largest and fastest growing electoral party.
    New Yorkers have supported term limits at the municipal level time and again usually over the heads of elected officials of both major parties and the editorial pages of most major newspapers. Statewide polls show that 78% of us favor limiting the terms of all elected officials. We'd put term limits on our state legislators if we had the right to statewide initiative and referendum like 24 other states do.
    A million of us voted for Ross Perot in 1992. A half million in 1996. The voters created four new ballot status parties (50,000 votes are required in a governor's race) in the last six years the Independence Party, the Green Party, the Working Families Party, and the Tax Cuts Now Party. Over 119,000 New York Republicans voted for political reformer John McCain in the recent presidential primary the highest vote for McCain among states without crossover voting. And even though he won 37% of the popular vote in New York, he only received 11 delegates 4 fewer than runner-up Bush, who received 33% of the popular vote.

The goal of the Party of Reform is to develop, support and promote the elaboration of the reform strategy so as Republic of Moldova could join the community of civilized nations. On September 5, 1993 the founding conference of the Party of Reform was held and the party statute and program were adopted. The party took part in the 1994 and 1999 parliamentary elections. The Conference of the Party of Reform was held on January 24, 1999.

    I. General provisions
    Establishment of the Party of Reform
    Given the following global tendencies:
    • Cooperation of the states and nations in resolving global problems;
    • Cultural revival, environmentally clean existence of people, humanization of social relations;
    • Rapid development of communication on all the meridians;
    • Prevalence of economic problems over the political and ideological ones;
    • Incontestable success of the free marked and democracy;
    • Openness to free market and free flow of values;
    and being aware of the current and future situation of the Republic of Moldova and of the fact that Moldova has a chance to benefit of the changes in the contemporary world only by promoting cardinal reforms in the entire society, in compliance with the right to free association and political and civic activity we establish the Party of Reform as a response to the existing needs. Party of Reform established in September 1993, focuses on positive changes in all the spheres of life, and intends to elaborate, support and to promote a reform strategy so as the Republic of Moldova could join the community of civilized nations.
