From 1 July 2002, Australian States and Territories will become responsible for monitoring marine radio distress services currently provided through the Telstra Coast Radio Station Network.
From this date, the Telstra Coast Radio Station Network will close. Voice monitoring of MF, HF and VHF Channel 16 'distress and calling' frequencies from these stations will end and the broadcast of Safety Information (MSI) via HF voice will also be discontinued.
The Queensland Government will provide services that will be available to all commercial and recreational vessels that operate in Queensland waters. The following information details the replacement services for HF and VHF radio and how it will affect those in the Queensland boating community.
Replacement Services
These replacement services apply to all commercial and recreational vessels operating in offshore, inshore or enclosed waters within Queensland. It should be noted that VHF replacement services apply ONLY to the areas which were previously covered by the Telstra Coast Stations, not coastal areas outside that coverage.
Coastal areas outside this coverage will remain serviced by Limited Coast Stations operated by volunteer marine rescue groups monitoring frequencies on VHF, 27 Mhz and in some cases HF marine radio. These are not 24 hour manned stations nor do they monitor distress frequencies 24 hours.

This on-line version of WTB Fact Sheet #14, "SHIP RADIO STATIONS," contains information on radios that may be used aboard a ship, which ship radio stations must be licensed by the FCC, and how to use your marine VHF radio.

GENERAL INFORMATION
A shipboard radio station includes all the transmitting and receiving equipment installed aboard a ship for communications afloat. Depending on the size, purpose, or destination of a ship, its radio station must meet certain requirements established by law or treaty. For example, large passenger or cargo ships that travel on the open sea are required by the Communications Act and by international agreements to be equipped with a radio station for long distance radio communications. Passenger ships that travel along the coast must be able to communicate at shorter range with coast stations. These are examples of "compulsory ships" because they are required by treaty or statute to be equipped with specified telecommunications equipment. Smaller ships used for recreation (e.g., sailing, diving, fishing, water skiing) are not required to have radio stations installed but they may be so equipped by choice. These ships are known as "voluntary ships" because they are not required by treaty or statute to carry a radio.

It is not a trip reqirement, for you to have your own radio.
I will be able to loan out two handheld radios with additional magnet mount antennas. One of the recipients will have to drive as last vehicle in the convoy as "sweep" - reliable feedback from the rear is always important. If you decide to get your own radio I recommend a handheld 2 meter radio with business or MURS frequencies. An external antenna is not necessary but will extend the covered area dramatically. I have experimented over the years with different radio systems. Here is why I decided for 2 meter VHF/UHF:
CB radios and the new Talkabout radios are really inexpensive but CB has such poor audio quality and bad reach (you can hear a trucker in Alabama but not the car 2 miles in front of you) and Talkabout has only a maximum reach of 3/4 mile at best (even though advertising promises you about 3 miles). Advantage of CB and Talkabout is that you don't need a license to operate those radios. High power Talkabouts are on the market but they require a license. Other systems with better sound quality and much better coverage (up to 50 miles) require a license as well - like Ham radio (below 148 MHz) and business band radios (above 148 MHz). - but who would want to get a license (including passing a test) for occasional use of a radio for safety and convenience reasons?

The radio installed in Los Alpes is part of a communication system, financed by USAID, that will provide a vital life-saving link between distant, outlying, health posts and municipal hospitals and ambulances. USAID, through the PROSALUD project, purchased 218 stationary and mobile radios, six repeaters and 40 solar panels at a cost of $300,000. This system, when fully operational, will permit rapid, reliable and permanent communication between all of the health centers, hospitals and ambulances in three departments that were heavily affected by Hurricane Mitch. The system will also link into the larger Ministry of Health communication network providing coverage to 77 percent of the country.

Many forms of information transmission today are based on radio i.e. the use of electromagnetic waves. The preceding history since the middle of 18 th century comprises the observations by a great number of physicists investigating the phenomena of electricity and magnetism and their search for a fitting theoretical explanation. Based on this work Maxwell in 1864 postulated the relation between electric and magnetic field expressed in a new mathematical form. He introduced the subsequently much debated concept of "displacement current" for a non closed circuit and derived a wave equation in free space with light-like properties. Herz proved from 1888 the validity of Maxwell’s theory and discovered the advantage of tuning reception to transmission frequency. Marconi was the experimenter who foresaw the practical application for message transmission, in particular for ships at sea. He started experiments from 1895 onwards over increasing distances until in 1901 he successfully bridged the Atlantic from England. It is astonishing to realise this happened barely one century ago. Executive Summary
The Communications Act of 1934 subjected the telecommu-
nications industry to a degree of central planning unprece-
dented in the United States. The recent trend toward deregu-
lation reflects an almost universal belief that this experi-
ment in central planning was a failure. Nevertheless, all attempts at reform, even those promulgated in the name of deregulation, have left the backbone of federal regulation untouched: centralized allocation of the frequency spectrum. The Communications Act, like the Federal Radio Act that preceded it, claims the "airwaves" as the property of "the public," forbidding private ownership and market exchanges of radio frequencies. This claim of public ownership has given rise to a centralized system of licensing, which provides the legal and technical basis for many of the FCC's other rules and regulations.

The New Brunswick government operates a private mobile radio system. This two-way radio system provides voice communications between field workers around the province. They serve 4500 emergency and administrative employees tasked with providing emergency service, snow clearing, forest fire fighting, power restoration and the provision of public services outside of the office environment. The existing radio communications system has been in service for approximately 15 years. This network is under review and options for modernization are being discussed. Technical Details
  • User equipment is comprised of a radio transmitter, a receiver, a microphone, a speaker and an antenna. The three configurations are: a base set for the office, a mobile unit for the vehicle, or a portable, battery operated unit for handheld use. The radios can access high power, radio repeater equipment located in elevated tower sites around the province, extending the area of coverage.
