Quebec's Culture W hen people ask me to talk about my province's culture, I'm always anxious. What's culture first? And then, what does my province has that people from outside don't? I tried to put here some aspects I believe that are particular to my province.
TRADITIONAL MEALS
The poutine
A poutine is a meal. It's made with french fries on which we put cheese curds and some brown gravy on the top. It doesn't seem so, but it's delicious! It's not officially our national meal, but it could be because it can hardly be found in other Canadian provinces. Some fellow Canadian tell me that poutine is available in their provinces though so it's not totaly inexistant in B.C. and Ontario for example. I'm sure their poutine is not as good as ours though! (Hey, just kidding here!) I couldn't tell when poutine was first invented, but I can tell you that according to some researchers, poutine was invented in a restaurant called "Le lutin qui rit" in a small village called Warwick. The restaurant still exists today but it is now named "Aux Bons Amis". Poutine is now available throughout the province of Quebec, but the best poutines still can be found in Warwick-Victoriaville surroundings. Poutine can now be found in many varieties : burger poutine (with beef), dog poutine (with hot dog sausages), italian poutine (with spaghetti sauce), and so on.

Is Quebec Culture Doomed
to Become American?

The fear of American cultural colonization is a recurring theme in Quebecois and Canadian discourses on culture. This apprehension explains the importance accorded to the defense and the promotion of cultural identity in all policy statements concerning culture and communications. After demonstrating the salience of this theme in policy discourses, I will provide the first elements of an answer to the question posed in the title of my paper by way of certain data concerning television supply and demand. These data permit one to conclude that American cultural productions represent a potentially important but relative influence. I will continue with an attempt to explain, by reference to the constraints of the Quebecois cultural market, there remains a real threat of cultural invasion. I will conclude with a discussion of the foreseeable consequences of an eventual integration of the cultural industries sector within the Canadian-American Free Trade Agreement.
The Promotion of Identity: A Priority Policy Objective
In Canada, broadcasting is considered an instrument of production and diffusion that must contribute to the maintenance and development of Canadian culture and its various components. The 1968 Broadcasting Act was quite explicit on this matter. The recent Broadcasting Act, adopted by Parliament in February 1991, is even more explicit. Article 3, which defines Canadian broadcasting policy, has several paragraphs pertaining to this subject. It begins by defining the maintenance and the enhancement of national identity and cultural sovereignty as fundamental objectives:

It was off to Quebec, Canada over the Martin Luther King weekend for 15 Winslow High School Ski Club members and chaperones. Mont-Sainte-Anne Ski Resort and Quebec City was the destination for a four day ski and sight-seeing holiday. Ski Tracks Dan Cassidy ADVERTISEMENT Led by Jerry Lemieux, a senior high school French/Latin teacher, and Patricia Vashon, a junior high school French/Spanish teacher, and ski club advisors, students not only enjoyed skiing and snowboarding, but also lessons in French ambiance, culture and history. This writer accompanied the group as bus driver, marking my 40th year transporting the Winslow Junior and Senior High Ski Clubs to area resorts. "For the third straight year, accommodations at Chateau Mont-Sainte-Anne and the ski resort were fantastic, as were the ski conditions," Lemieux said. "We have a great bunch of kids in the club, which makes it a pleasure to organize any of our ski trips." From ordering lunch from a French menu at a fast-food restaurant, this was a first time experience for some students who enjoyed poutine (french fries with gravy and cheese) and found interest in passing through customs at the Jackman border crossing and learning to handle foreign currency.

But none go into culture as a focus itself.
I started learning French when I was nine and I loved it for many decades thereafter. What fascinated me though was that real people spoke the language and I wanted to know not just how to say' Pass me the pencil' but also how to talk about the latest movies, hairdos, musicians.
I wanted to find out what the hotels were like, what people ate, what the driving laws were, how the taxis operated, what the trains were like. After a few months living in a French -speaking area, in Quebec, I realized my school French was woefully inadequate for me to fit into the culture. I was clearly an outsider, even by my speech. I wanted to know what the slang of the language was. I wanted to know the abbreviations, the street talk.
And over the course of twenty years I researched this information and put it together into one vast series of 3 volumes. It is in English and French. It is material adaptable to any level of French and to any course instructing French. It is about real life in French.

The culture of any society is comprised of many factors which include the history of the culture, the struggles and hardships preceding generations endured, their religious devotion, the levels of education people attained, the art and literature which they produced and to which they were exposed. These factors will contribute to the values the society or culture embraces as well as how individuals in the particular culture perceive themselves. Do the individual members of the society seek to play the role of followers, uncritically obeying the culture's leaders, or do the individual members view themselves as autonomous people with a right to their own lives as well as a right to their own minds? If they choose the latter, then there would exist in the culture, members who seek to explore, to solve problems and to create opportunities.
People in history
A great impetus has existed in Quebec to seek to preserve the French culture as well as the French language, including through political independence or secession from Canada. The culture of Quebec is ultimately based on the history of the people whose families have lived in Quebec through several generations. This history has to reflect people living under severe hardship and successfully dealing with the setbacks and challenges they confronted. The history needs to reflect how people helped each other struggle through the severity of the hardships which previous generations lived through. The success of the earlier generations at dealing with the severe hardships they faced assured the survival of the generations which followed. The success does more than just assure physical survival, it is a deep spiritual gift and legacy that the earlier generation of Quebeckers have bestowed to later generations.

The Canadian Stage Com- pany’s latest offering is a riotous production of Les Belles-soeurs, Michel Tremblay’s most popular play. Riding the wave of the Quiet Revolution, this 60’s satire on Canadian values was credited with aptly expressing the distinctive “voice” of the Quebecois. It has stood the test of time. Outrageous and sometimes sad, the play has become one of the best-loved works in Canadian theatre. When it premiered in Montreal in the late 60’s, audiences were shocked by the play’s bold portrayal of a group of disenchanted working-class women openly discussing every taboo subject under the sun. Tremblay’s groundbreaking use of “joual” or Quebec street language also generated controversy. Yet despite scandalizing the traditionalists, Les Belles-soeurs was wildly successful, and went on to be translated into several foreign languages. This latest production is testament to the play’s lasting power. Under the direction of Denise Filiatrault, an actor/director whose popularity helped validate the Montreal opening 30 years ago, the gritty vitality of the script is brought to life. The story centres around Germaine Lauzon, an east Montreal housewife who has just won a million trading stamps. Eager to show off her prize, she recruits everyone she can think of for a rollicking night of stamp-pasting and gossip. What follows is a rowdy session of bickering, revelry, and revelations as the 15 women gather to talk about everything from their marital problems to their complaints about the church.

French Immersion in Chicoutimi offers a five-week program of total immersion in French language and Quebec culture. Capital of the beautiful Saguenay-Lac Saint Jean region of Quebec, Chicoutimi is a modern, safe, urban community of 70,000 French speaking inhabitants. Located on the banks of the majestic Saguenay River, Chicoutimi offers a superb atmosphere for learning French while enjoying outdoor activities and the beauty of the region. The academic program features intensive language courses at the intermediate and advanced level that emphasize oral communication.
