NORTHERN KENYA BARINGO by Melissa Dice Restless after a year in London, where I had been working perhaps somewhat misguidedly in fashion photography, I came to my senses and flew to Africa on a Raleigh International expedition. After 2 months spent taking groups up Mount Kenya and 1 month leading a conservation project up at Murchison Falls National Park in Uganda I was determined to stay. After the expedition I spent an extra few weeks up at Murchison Falls doing aerial photography and game-counting – and realising how much the animal population was decimated during the Amin era. It was still a wonderful experience to fly over the Falls where the whole force of the Nile is channelled through a 12 ft gap; seeing elephants bathing in the river below. There were also hundreds of black buffalo whose backs were superimposed with the white of cattle egrets (it’s a healthy symbiotic relationship – they feed off the ticks on the buffalo’s backs). As we flew over the buffalo stampeded dislodging all but the most tenacious egrets. I then returned to Kenya and started work with RAE – the Rehabilitation of Arid Environments Charitable Trust in Baringo in Northern Kenya. Baringo District has become a semi-arid wasteland. This unproductive, eroded land can no longer support its diverse peoples and wildlife. RAE works with local communities to transform drylands into sustainable rangelands where livestock can graze. For over a decade RAE and the agropastoralists of the Rift Valley have developed land reclamation techniques and community–based strategies for the long-term management of drylands.

The First Twenty-Five Years
For 60 years Killeshandra has been home to one of the world's greatest missionary endeavors. For 60 years young women left Killeshandra to bring education, health care and, most important of all, the Christian message to the African peoples. Through their courage, their total commitment, their dedication, they have made an enormous contribution to the development of many third world countries. The full extent of this contribution may never be fully appreciated or recognized. For these brave women, their journey began in Killeshandra. They were members of the Missionary Sisters of Our Lady of the Holy Rosary, and their convent, the mother house of the order, was situated a few miles outside of the town. At its peak the order was the largest missionary congregation for women in Ireland. Throughout the length and breadth of Ireland the sisters were simply and affectionately known as the ' Killeshandra nuns '. To tell their story is to tell the story of some of the bravest and most dedicated women ever to leave these shores.

REGIONAL ISSUES Sixth African Regional Conference on Women opens in Addis: Inter-Governmental Authority on Development summit in Djibouti: Commonwealth urges WTO to give fairer deal to poor: Commonwealth leaders have met in Durban South Africa for the 50th heads of government Commonwealth Summit. Queen Elizabeth II of Great Britain opened the Summit. The Commonwealth leaders called for a fairer deal for developing nations at the World Trade Organisation (WTO) talks scheduled to be held in Seattle in early December, promising better government and less corruption. Leaders of the 54 nations of the Commonwealth urged that the next round of global negotiations on trade incorporate a pronounced developmental dimension. The leaders' declaration, read out at a news conference by Commonwealth Secretary General Emeka Anyaoku, said the body acknowledged the importance of democracy and clean government. " Recognising that good governance and economic progress are directly linked, we affirm our commitment to the pursuit of greater transparency, accountability, the rule of law and the elimination of corruption in all spheres. " E gypt and Libya sign accord on Sudan: Co-operation agreement on the Nile: ETHIOPIA New railway project: A team of senior South African professionals have started a feasibility study on the construction of a 600 kms long railway from Djibouti to Awash-Mille in Afar Region. The railway project would cost an estimated US $400 million, according to the team leader. The feasibility study is being conducted in accordance with an agreement signed between the governments of Ethiopia and South Africa. The construction work is scheduled to be completed in a period of three years. The team will also carry out a study on the possibility of repairing the 700 km long existing Ethiopia-Djibouti railway according to Tesfaye Habiso, management and training head at the Ministry of Transport and Communications. Summer 1988 RDFN 6b Trees and Pastoralists: The Case of the Pokot and Turkana Edmund Barrow This paper argued that the traditional values and practices of the semi-nomadic Pokot and Turkana peoples of Kenya provided an excellent basis for institutional efforts to sustain the pastoralists' semi-arid environments. Both groups managed pasture lands adaptively and co-operatively, under the leadership of elders. Trees along water courses were under individual tenure, highly valued and rarely cut, though people did not plant trees and failed to see the connection between seedlings and productive mature trees. The author argued that the many inappropriate and damaging interventions in the area, for instance intensification of land use, could be usefully replaced by developments that start with what people know, build on indigenous strategies and strengthen local rights of tenure.

La création du Groupe de travail sur les populations autochtones a été proposée par la Sous-Commission de la lutte contre les mesures discriminatoires et de la protection des minorités dans sa résolution 2 (XXXIV) du 8 septembre 1981, que la Commission des droits de l'homme a approuvée par sa résolution 1982/19 du 10 mars 1982 et que le Conseil économique et social a entérinée par sa résolution 1982/34 du 7 mai 1982. Par cette résolution, le Conseil a habilité la Sous-Commission à constituer chaque année un groupe de travail qui se réunirait: a) Pour examiner les faits nouveaux concernant la promotion et la protection des droits de l'homme et des libertés fondamentales des populations autochtones, y compris les renseignements que le Secrétaire général demande chaque année aux gouvernements, aux institutions spécialisées, aux organisations intergouvernementales régionales et aux organisations non gouvernementales dotées du statut consultatif auprès du Conseil économique et social, notamment aux organisations de peuples autochtones, pour analyser cette documentation et pour présenter ses conclusions et recommandations à la Sous-Commission, en ayant présentes à l'esprit en particulier les conclusions et recommandations formulées dans le rapport du Rapporteur spécial de la Sous-Commission, M.
