At this time there are no County General Funds allocated for these services. VICTIM SERVICES NORTH DAKOTA PAROLE AND PROBATION HISTORY By Sharon Bachmeier, Community Corrections Agent, ND Division of Field Services The concept of parole was first discussed in 1888 in a report generated by the ND State Penitentiary directed to the governor of the Dakota Territory. A few years later, the ND State Penitentiary initiated an early release program for short-time prisoners to the custody of an employer, typically a farmer. The local sheriff returned parole violators to the prison when the employer tired of them, usually after harvest. The ND Pardon Board assumed the duties of paroling authority in 1939. At that time, the Legislature authorized the Executive Branch to hire a staff of one person to manage parolees. Art Vandal was appointed Chief Parole Officer. Mr. Vandal was responsible for the development of the ND parole and probation laws, the supervision of parolees, and the duties of clerk to the ND Pardon Board. In the mid 1950’s, the ND Pardon Board appointed Irv Riedman as a Parole Officer to help with the increasing workload. Parole Officer Riedman became Warden of the ND State Penitentiary in 1957. The Warden he replaced, Oscar Nygaard, then assumed the duties of a Parole Officer. Don Seibert was appointed to the Parole Office in 1958. Parole Officer Seibert supervised parolees from around the State of ND while Parole Officer Nygaard worked the growing caseload in Fargo from his home in Bismarck. Parole Officer Nygaard relied on the train as his means of transportation to manage his caseload in Fargo, ND.

The First Judicial District of Pennsylvania oversees APPD operations. Co-Chief Probation Officers Robert J. Malvestuto and Frank M. Snyder serve as the principal administrators for the department. APPD serves as the community corrections agency within the Philadelphia Criminal Justice System. APPD staff supervises all probation and/or paroled offenders who receive a county or probationary sentence. Staff improves and maintains public safety providing services to the courts, protecting the community, providing opportunities to offenders to improve their lives, and assisting victims. Staff also supervises offenders who were convicted in other jurisdictions but live in Philadelphia. Overall, APPD supervises approximately 51,800 offenders and 59,900 cases on an ongoing basis.

ADULT SERVICES DIVISION
The Adult Services Division protects and serves the community by providing sentencing recommendations to the court based on risk assessments in accordance with sentencing laws, monitoring offenders on behalf of the Superior Court, providing services to the victims, and providing offenders with the opportunity to maintain law abiding behavior while on probation.
The Adult Services Division has Court Services Units which provides both civil and criminal investigation services to the Superior Courts, and Neighborhood Supervision Units, which employ principles of community supervision in the management of criminal offenders who are placed on probation or committed to one of the specialty court programs (i.e. Substance Abuse Treatment Court and Mental Health Treatment Court).

Proposition 36, also known as the Substance Abuse Crime Prevention Act (SACPA), was passed by voters in November, 2000 and mandated probation and drug treatment in lieu of incarceration for drug users charged with certain narcotic offenses. Following the passage of Proposition 36, the Santa Barbara County SACPA Implementation Planning Group, which is a multi-agency collaborative involving the Superior Courts, District Attorney's Office, Public Defender, State Parole, Alcohol, Drug and Mental Health Services, local treatment contractors, and the Probation Department, met to prepare a plan to integrate Proposition 36 into the local court, supervision, and treatment system.

Lt. Governor M. Jodi Rell join ed the State of Connecticut Judicial Branch and the Board of Parole, Tuesday, July 25 th The Lt. Governor will present the State’s Official Proclamation and speak at the special ceremony, which will feature welcoming remarks by the Honorable Robert C. Leuba, Chief Court Administrator of the Judicial Branch. Michael L. Mullen, Chairman of the Board of Parole, will speak on "The Role of Parole Officers in the Criminal Justice System," while William H. Carbone, Executive Director of the Court Support Services Division of the Judicial Branch, will speak on "New Developments in Adult and Juvenile Probation." Following the remarks, probation and parole officers will be introduced and will answer questions regarding their functions and duties. "The Judicial Branch continues to dedicate itself to developing and improving a system that will assure judges and the public that probation provides meaningful supervision for clients and remains a responsible, viable sanction," said Judge Leuba. "Probation and parole officers play an important role in our law enforcement and judicial systems," said Lt. Governor Rell. "They are on the front lines, handling heavy case loads and ensuring that court sanctions are followed. Their work is important, but too often goes unrecognized."

The mission of this office is to provide public safety and protection through active community supervision and surveillance of adult offenders and to reintegrate a criminal offender into society without further relapse into criminal behavior. This department has achieved a 99.4% compliance rating with the Standards promulgated by the Pennsylvania Board of Probation and Parole. Work Load Statistics As of Dec 31st, 2000, the average active caseload for each Probation Officer was over 126 cases. These officers also handle and monitor administrative cases, such as those placed on nominal probation cases transferred to other jurisdictions for courtesy supervision and incarcerated violators awaiting Court action. This brings the 2000 overall average caseload to 151 and the total number of offenders supervised to 133.

Probation / Parole Officer Exempt: No Department: Adult Probation and Parole Update: Job Code: Union: Summary:
The primary responsibility of the Bucks County Adult Probation/Parole Officers is the community supervision of adult offenders released by the Court on either county probation or parole. The term "supervision" primarily means that PO's attempt to ensure that clients adhere to the rules and regulations of probation or parole and/or the special conditions, such as treatment or restitution, which the Court may impose. To achieve proper supervision, PO's make the vast majority of client contacts "in the field", meaning they meet with clients at their homes or sometimes at their work. Appropriate referrals for treatment, employment, etc. are made at those meetings and other issues are dealt with, as well, through a case planning process. Adult Probation/Parole officers conduct pre-sentence investigations for the Courts as an aid in sentencing. They also complete pre-parole investigations following which they make recommendations re: the appropriateness of parole for Bucks County Correctional Facility inmates. Officers are also required to keep detailed records of client contacts and their progress under supervision. Frequent review of all cases with a Supervisor is required.
