This week the Senate General Government Committee considered four additional amendments to HB 2004A. OEA was neutral on an amendment directing the PERS Board to study police and firefighter life expectancies, but opposed amendments numbered ("dash") 18, 19 and 20. These amendments were drafted at the request of the employer attorney, Bill Gary and sponsored by Senator John Minnis (R-Wood Village). Amendment 18 would cap the look-back benefit at 100 percent of final average salary; amendment 19 would stop the look-back if the Eugene litigation is upheld by the courts; and amendment 20 would grant exclusive jurisdiction of a legal challenge to the mortality tables to the Oregon Supreme Court, where the Oregon Constitution allows a trial by jury for a contract dispute.

$7.8 Million in Special Education General Supervision Enhancement Grants Awarded to 24 States, Territories and Outlying Areas
More than $7.8 million in grants have been awarded by the U.S. Department of Education to 24 states, territories and outlying areas for special education improvement efforts as part of a competitive process to help reform and improve services for children with disabilities. A total of 42 states, Puerto Rico and outlying territories competed for the awards, known as General Supervision Enhancement Grants. The grants are intended to complement and support the accountability system developed by the department’s Office of Special Education Programs by assisting states and lead agencies to develop and improve their infrastructure for holding states, districts and schools accountable for improving student achievement. "Accountability for improved performance rests at the heart of our efforts to improve American education," said U.S. Secretary of Education Rod Paige. "These awards will help move us toward assuring that our special education programs are offering quality educational services to all students with disabilities so that no child is left behind." Activities supported by the grants include:
  • developing data-driven, evidence-based state monitoring systems that focus on areas that have the greatest impact on better outcomes for children with disabilities;

General Career Awareness Activities
Many middle and high schools offer career awareness activities. These activities can range from "Go To Work With A Parent Day" to Career fairs and career days where professionals from various fields provide workshops about their professions and are available to answer questions. Personnel planning these activities need to be encouraged to include special education as a career field. Keeping in mind that discussing the possibility of "becoming a teacher" with their teachers was one of the most influential factors in determining a career choice, the inclusion of special education teachers in career awareness activities could have significant impact.

Higher Education Efficiency Act (LC 970)
Higher education in Oregon is at a crossroads. Public universities are in a precarious position following a decade of disinvestment, lacking the resources or ability to continue to succeed in the ways they have in the past. Our universities are being pulled in two directions by rising enrollments and declining state support. Without the tools to implement more efficient practices, access and quality will deteriorate. Our universities have achieved significant success in the past in capturing efficiencies in business practices, helping support Oregon students for whom no state funds were appropriated. With our public universities presently challenged with severe budget constraints at a time of growing demand by Oregonians, further management efficiencies as contained in this Act could be captured by the Oregon University System (OUS) if approved by the Legislature. LC 970 modifies provisions relating to the OUS providing greater flexibility and autonomy, leading to efficiencies in the following areas: SECTION 1.
