Legal Assistance Fund
What is the Legal Assistance Fund? Legal Assistance Fund (LAF) is a trust fund established to benefit Ohio school districts. Member districts contribute a small sum annually. The collective power of the small contributions becomes quite significant. What is its purpose? The LAF operates much like OSBA's legislative lobbying efforts, but in the courts instead of the General Assembly. While our lobbyists try to get favorable laws enacted, the LAF tries to achieve favorable interpretations of those laws from the courts. What are the benefits to my district?
  • The most important benefit is favorable judicial decisions. Even if the lawsuit involves another school district, that favorable judicial precedent can have a great positive impact in your district;
  • The LAF will offer direct assistance to your district if it is involved in a lawsuit of statewide significance; and
  • Your school district will receive quarterly reports of recent Ohio school law developments.
How does it work? Three trustees of the LAF review applications from individual participants and decide which cases are worthy of assistance. They use two criteria:

hen politicians vie for elected office, one of the biggest themes is often "fixing public education," says Robin Reinbold, a spokeswoman for the Rocky River City Schools in suburban Cleveland. Three years ago, during national and state election campaigns, "people were pointing a lot of fingers at public education, saying we have to 'fix' it, which implies that public education is 'broken' somehow," she says. Administrators at eight neighboring school districts in the Cleveland suburbs approached their community relations staffs and asked if something could be done to counteract the negative image of public education. The result was a joint effort among the districts that included a public relations program with the theme "Public Education. It Works!" It culminated in a daylong celebration of public schools at a regional mall in November 2000 that drew thousands of visitors. The collaboration was not a difficult task for these districts, all of which have similar demographics and have been working together informally for years.

Special-purpose governments may be divided into two classes - school districts and all others. The school districts that provide primary and secondary education have both directly elected governing boards and taxing authority. Other special-purpose districts do not have both of those. There are three types of school districts providing primary and secondary education. They are the city district, the exempted village district and the local district. School district law may be found in ORC The city school district consists of the territory within the city, plus the territory attached to it for school purposes and minus the territory detached from it for school purposes. The city school district is exempt from the supervision of the county board of education. The exempted village school district's boundaries contain the entire village plus any territory attached to it for school district purposes. The use of the term "exempted" refers to their exemption from the supervision of the county board of education. According to law, no exempted village school district shall be created after June 1, 1954. School districts providing primary and secondary education, other than city school districts and exempted village school districts, are local school districts, and are under the supervision of the county board of education.
