USA National Science Foundation Director visits
A key event in 1999 for the science community engaged in collaboration with the USA was the visit by the Director of the NSF, Dr Rita Colwell, who addressed a full house at the CSIRO Discovery Centre in Canberra on 23 August. She spoke of the NSF budget of $US 4b out of a national budget of $1.7 trillion, and its priority areas of Biocomplexity, IT, and the 21st Century Workforce. The NSF web site makes clear that foreign organisations like CSIRO are not normally eligible for NSF funding ( http://www.nsf.gov) , although Dr Colwell pointed out out that the NSF funds 30 new joint US-Australia projects per year. She mentioned the possibility of future collaboration in biocomplexity, for instance, and NSF's links with DISR, the Australian Research Council (ARC) and DETYA. In the meantime CSIRO and the ARC have commissioned CHI International to examine the extent to which patents lodged in the USA cite Australian scientific publications. Overview of CSIRO links with the USA The field in which CSIRO has the most collaborative activities with the USA (10% of CSIRO activities with the USA) remains radio-astronomy, reflecting both CSIRO's expertise in this field and Australia's position as a leader amongst its Southern Hemisphere partners. A further 9% of joint activities are in atmospheric research, including climate change modelling. Crop sciences, entomology, marine research, and molecular science and technology are the other major areas of collaboration and exchange. In addition, 38% of projects with the USA are commercial-in-confidence, reflecting a substantial engagement with the private sector.

Lesson Plans and Activities
Academy Curriculum Exchange (K-5). Academy Curriculum Exchange (K-5) provides 130 mini-lesson plans for the elementary school covering a variety of science topics. Among these are microscope use, mapping constellations, water pollution, studying owl pellets and caterpillars to butterflies.
Academy Curriculum Exchange (6-8). Academy Curriculum Exchange (6-8) features 60 mini-lesson plans for many science topics covered in the middle school. Among these are weather forcasting, photosynthesis, building a psychrometer and "ph" and solvent activities.
Academy Curriculum Exchange (9-12). Academy Curriculum Exchange (9-12) offers 22 mini-Lessons plans suitable for the high school science. Among these are chemistry magic, a parallax experiment with candles, and a magnetic fields activity.
Access Excellence Activities Exchange. Access Excellence Activities Exchange contains an archive of hundreds of lessons and activities submitted by high school biology and life sciences teachers participating in the Access Excellence program. High school teachers will find the activities from the 1996 collection , the 1994-1995 collection , the 1996 Share-A-Thon collection , the partners collection , and the classic collection . Teachers can also search for individual activities from the Access Excellence archive. A new collection, "The Mystery Spot", will added in 1997.

    3.1 Overview The database on CSIRO's international activities shows that the links with the USA, at 192, continue to outnumber and outgrow links with other countries, up from 143 last year. Similarly, Japan continues to be CSIRO's second most intensive collaborator, with 90 activities (up from 76 last year). Indonesia with 72 interactions, and China with 58, have approximately the same number of interactions as in recent years. The table at Appendix 1 shows the number of interactions with CSIRO's primary collaborator countries. It is worth noting that six out of the first nine collaborator countries are from Asia. If India is included, then ten of the 20 listed are Asian. Partly as a result of ACIAR's key role as a funder of CSIRO overseas work, this pattern broadly follows the Government's preferences for aid to the poorest regions in the developing countries of the Asia-Pacific. The small amount of CSIRO work done in Laos and Cambodia is perhaps less than might be expected given the Government's priorities, but reflects the limited scope CSIRO has to engage in scientific collaboration in the least developed areas of SE Asia. It is anticipated that this situation will change, although perhaps not rapidly. Nevertheless, the number of interactions with European countries continues to grow. There has been an increase of over 60% since 1996 reported by Divisions in the number of links with the UK, France and Germany. The Netherlands and South Africa also significantly increased links.

    The invasion of the comb jellies - a collaborative research project employing physical oceanography lessons learned from the Maury Project. Barbara K. Walton-Faria , Thompson Middle School, Thompson Middle School, Newport, RI 02840 An eighth grade science class in Newport, Rhode Island is collaborating with Dr. Barbara Sullivan-Watts, a Marine Research Scientist at the Graduate School of Oceanography, University of Rhode Island to help determine the extent of the comb jelly, Mnemiopsis leidyi. M. leidyi is predatory on local fish larvae and may be having an impact on local fisheries. Students are monitoring a site on Narragansett Bay by collecting and counting the comb jellies as well as tracking local meterological and oceanographic data. M.leidyi are temperature sensitive and have been found in the Bay earlier in warmer years.     The campus of San Francisco State University (SFSU) lies within the city of San Francisco, on the San Francisco Peninsula in a spectacular setting overlooking the Pacific Ocean. SFSU's Department of Geosciences, part of the College of Science and Engineering and an affiliate of the University Corporation for Atmospheric Research, is housed on the 5th and 6th floors of Thornton Hall. The undergraduate program in oceanography at SFSU is administered by the Department of Geosciences. As of Fall Semester 2002, the BS in Atmospheric and Oceanic Sciences with Concentrations in Meteorology and Oceanography will be available to students. This degree is the only one of its kind to be offered in either the California State University or University of California systems. The new degree is distinguished by its interdisciplinary core in meteorology and oceanography completed by all students regardless of concentration. The new degree will offer oceanography students several options or emphases that will be chosen with the help of a faculty advisor. These emphases are designed to prepare students for professional careers in physical oceanography or in applied oceanography. In addtion, all of the emphases are designed to give students the undergraduate background required for entry into graduate programs at leading institutions around the country. Finally, a unique interdisciplinary emphasis will prepare students to tackle the meteorologic and oceanographic aspects of climate change.

Saint Mary's University has a long established tradition of excellence in Atlantic Canada Studies and maintains the Gorsebrook Research Institute as the focus of such research. The Atlantic Canada Studies program involves more than 33 professors from 14 departments and the University offers Nova Scotia's only undergraduate degree program in Atlantic Canada Studies and the Masters program, established in 1983, remains unique in the field. It combines social scientific, ecological, and cultural-historical perspectives, and is highly research oriented. The internal strength of the program is illustrated by the fact that graduates of the program have won the Governor General's Gold Medal for the best postgraduate student for the past five successive years.

    BACKGROUND
    I accompanied David Jupp (Science Coordinator, CSIRO Earth Observation Centre) to the 3 rd We arrived in Beijing very late on the night of the 12 October to find the city covered in a smog of gritty dust which restricted visibility down to a couple of blocks. The morning of the first day was spent listening to speeches from the dignitaries including the Australian Ambassador Richard Smith and Russell Reichelt who talked of the work at AIMS and CSIRO DMR. Overall I sensed a keen willingness on both sides towards collaborative projects and was staggered by the scale of scientific effort in China. Figures such as 19 million science and technology personnel and over 5800 research institutes are difficult to comprehend! The central government in China (Social Council) maintains a keen interest in science, technology and education. It plays an active role by initiating national policies in this area. One of these is the so-called 863 Program announced in March 1986 (hence 863). Under the Marine Technology component of this program are subcomponents dealing with:
    • Coastal environment automatic monitoring system technology
    • High-frequency ground-wave radar for marine environment monitoring
    • Marine remote sensing for environment monitoring
    • High accuracy CTD profiler
    • Sea-surface and in-water optical system

Background The Indus River is one of the world's great rivers. It rises in the Himalayas, and flows throughout the whole of Pakistan before entering the Arabian Sea via the Indus delta east of the city of Karachi. The river and its impact on the surrounding countryside via its dams, barrages, and unique canal systems, affects the working conditions and living standards of virtually the entire population of Pakistan. This is particularly true of the coastal zone near Karachi, where the mangrove swamps of the Indus Delta are subjected to huge population pressures and massive pollution problems. The Indus Delta and related coastal zone constitutes one of the most globally important coastal environments for mangrove swamps and related habitats. It has extremely high levels of biodiversity, and is of great economic importance for fisheries, aquaculture and mineral resources. However it is also becoming progressively polluted by man's activities and impact, and is likely to be further endangered by the effects of global warming and sea level rise in the 21st century.
