PHYSICAL CHARACTERISTICS RAILROADS AND BANKS There are in operation within the State 4387 miles of railroads, besides 911 miles of sidings, with a total valuation of $86,347,553, but capitalized for a much larger amount. The state has 321 banks organized under the state law; with an aggregate capital stock of $7,692,767; and 69 national banks with a capital of $6,760,000. The entire recognized state debt is $6,880,950, the greater part of which could be paid by the sale of certain railroad stock held by the state. HISTORY North Carolina was originally inhabited by various tribes of Indians, the three principal ones being the Tuscaroras in the east, the Catawbas in the centre, and the Cherokees in the west. A small body of Cherokees is still located in the mountain section. In 1584 Queen Elizabeth granted to Sir Walter Raleigh the right to discover and hold any lands not inhabited by Christian The Constitution of 1776 had some remarkable provisions. It allowed free negroes to vote because they were "freemen", all slaves, of course, being disfranchised because in law they were considered chattels. Any freeman could vote for the members of the House of Commons; but must own fifty acres of land to vote for a senator, who must himself own at least three hundred acres, and a member at least one hundred acres. The governor must own a freehold of five thousand dollars in value. The borough towns of Edenton, New Bern, Wilmington, Salisbury, Hillsboro, and Halifax were each allowed a separate member in the House of Commons apart from the counties. Goldsboro is located near the center of Wayne County in Eastern North Carolina. It is located 52 miles southeast of Raleigh, the state's capital. The ports of Morehead City and Wilmington are within two hours' distance. Goldsboro is located in the region known as the Global TransPark of North Carolina. The County consists of six other municipalities: Mount Olive, Fremont, Pikeville, Village of Walnut Creek, Seven Springs and Eureka.
Our major manufacturing and distributing base of almost 60 companies includes automotive, electronics, food and beverage manufacturing/distribution, plastics, as well as research and development. We are fortunate that no one industry dominates the manufacturing base. Seymour Johnson Air Force Base supplies our labor pool with separatees and retires who have had some of the best training available.
Wayne Community College, part of a statewide, nationally acclaimed system, provides technical skills such as machining, electronics and aviation technology to hundreds of students every year. In addition, they offer specialized training to industry and businesses before or during employment. Mount Olive College, a four-year liberal arts college, gives our businesses the advantage of selecting young professionals close to home.
As of January 1, 1992, the Goldsboro City Schools and the Wayne County Schools merged to form the Wayne County Public School System. This system employs over 2,400 personnel to provide educational experiences for 18,886 students, and had a spending rate of $641.38 per student for fiscal year 1997-98. The Wayne County Public School System has 30 schools, which include twelve elementary, eight middle and six high schools. Programs such as DARE (Drug Abuse Resistance Education), Peer Helper Program and special education programs for gifted, learning disabled and mentally handicapped students are provided.

Piney Grove Elementary School

opened its doors in July, 1998. Kernersville offers both public and private education, as well as home schooling
Five elementary schools, three middle schools and two high schools serve the Kernersville and surrounding area. Some students whose parents work in Guilford County make arrangements to attend schools in the Guilford school system.
Two private schools, Kerwin Baptist Christian and Gospel Light Baptist Christian, are also located in the Kernersville area. To the northeast in Guilford County is Oak Ridge Military Academy, a nationally-ranked prep school. Several other highly-ranked private and parochial schools in the greater Triad area receive students from the Kernersville area, including Westchester Academy (High Point) and Salem Academy and Forsyth Country Day School (Winston-Salem).
The Winston-Salem/Forsyth County school system provides special education services for students with special needs, such as academically-gifted (AG) programs; mentally, visually, physically and emotionally handicapped curricula, hearing and speech/language impaired services, and programs designed to meet the needs of autistic, homebound, pregnant and learned disabled students.
The Piedmont School in High Point also offers private, highly-specialized instruction to learning disabled students.

One of the early, secret jewels of the northeastern North Carolina coastal area is found at mile 136 of the Atlantic Intercoastal Waterway just off the Pungo River. The "jewel" is the lovely fishing, farming, tourist, and retirement community of Belhaven, NC. It's waterfront lies on the lush banks of the Pungo River and also on the picturesque shores of Belhaven Harbor, which is marked on the charts as "Pantego Creek."
We have a protected basin to provide you with better defense against the weather. Our marina personnel (wharfingers) will greet you, assist you with tying your boat, hook you up to shore electricity, water and cable TV, and get you checked in at the admittance desk in the well-stocked chandlery. After furnishing you with mementos, premiums, and a map of the town they'll offer you the free use of a highway licensed electric golf cart to aid you with your sightseeing or shopping needs. They will also be able to take care of your fuel needs with competitively priced diesel or gasoline that is always fresh, filtered, and water free.
Belhaven has a population of about 2500 and growing. Our government consists of an elected volunteer board, a Mayor, and a paid full-time City Manager. New elementary and middle schools are being built and the high school is less than ten years old. There are also two parochial schools serving the community. Eleven town doctors in various types of practice medically support the 49-bed Pungo District Hospital in downtown Belhaven. An expansion to the hospital has now been completed and provides the latest in health care services to the town and the surrounding areas of Beaufort and Hyde Counties. In addition to the EMT-manned ambulances in the community, there is a helicopter pad at the hospital to help meet all emergency needs.

What You Need to Know about Vouchers
What are Vouchers?
Vouchers are certificates given to individuals that, when redeemed, transfer public tax dollars from local, state and federal governments to private schools. Vouchers will cover only a portion of tuition costs and fees at private or parochial schools. Parents are expected to pay the remaining cost of tuition.
The North Carolina PTA opposes education voucher proposals for public and nonpublic preschool, elementary and secondary school students.
The North Carolina PTA also opposes tax credits and deductions for elementary and secondary school tuition and other education-related expenses for public and nonpublic school students.
The North Carolina PTA believes that these funding methods would have a detrimental effect on the public schools in our state. Such funding would promote division without diversity, create division and separation within the community and negate the long struggle to desegregate our schools and our society. It is the opinion of the North Carolina PTA that vouchers and similar systems would violate the constitutionally mandated separation of church and state.
The North Carolina PTA recognizes that changes must be made within the public schools to provide an equitable and excellent educational opportunity for every child. Vouchers, tax credits, deductions and other such funding sources do not provide the means for bringing about improvements in our public schools.
