Introduction to Skywarn:
    Hurricane Awareness Week May 18-24,2003 Lightning Awareness Week June 22-28,2003 Skywarn is a National Weather Service (NWS) program of trained volunteer severe weather spotters. Skywarn volunteers support their local community and government by providing the NWS with timely and accurate severe weather reports. These reports, when integrated with modern NWS technology, are used to inform communities of the proper actions to take as severe weather threatens. The key focus of the Skywarn program is to save lives and property through the use of the observations and reports of trained volunteers. Accurate and reliable information from the general public is difficult to obtain. The NWS has found that only regular training of weather spotters improves the quality of information. The National Weather Service (NWS) collaborates with Amateur Radio organizations and others to put together training programs. The NWS brings its weather knowledge, the Amateur Radio Service brings its expertise in emergency communications, and together they work with local government and the Red Cross.

Polygonum cuspidatum NATIVE RANGE: Eastern Asia DESCRIPTION: Japanese knotweed, a member of the buckwheat family (Polygonaceae), is an upright, shrublike, herbaceous perennial that can grow to over 10 feet in height. As with all members of this family, the base of the stem above each joint is surrounded by a membranous sheath. Stems of Japanese knotweed are smooth, stout and swollen at joints where the leaf meets the stem. Although leaf size may vary, they are normally about 6 inches long by 3 to 4 inches wide, broadly oval to somewhat triangular and pointed at the tip. The minute greenish-white flowers occur in attractive, branched sprays in summer and are followed soon after by small winged fruits. Seeds are triangular, shiny, and very small, about 1/10 inch long. Japanese knotweed is designated a noxious weed in the State of Washington. ECOLOGICAL THREAT: Japanese knotweed spreads quickly to form dense thickets that exclude native vegetation and greatly alter natural ecosystems. It poses a significant threat to riparian areas, where it can survive severe floods and is able to rapidly colonize scoured shores and islands. Once established, populations are extremely persistent. DISTRIBUTION IN THE UNITED STATES: Current distribution of Japanese knotweed includes 36 states in the lower 48 from Maine to Wisconsin south to Louisiana, and scattered midwest and western states. It is not currently known to occur in Hawaii. Click

The National Weather Service (NWS) has been tasked with the issuance of severe weather watches and warnings designed to protect life and property. To this end, the collection of timely and accurate surface weather data is vital. In addition to the protection of life and property, the Department of Commerces' National Oceanic and Atmospheric Administration (of which the NWS is a part) has been given the job of maintaining a database of climatic weather information. This too is used by the NWS in preparing medium and long range forecasts. These two jobs have the Cooperative Observer Program - Co-Op Program in short- in common. The Co-Op Program is the backbone of the United States Climatological database. Co-Op observers frequently act as both as severe storm spotters, phoning in reports of hazardous weather in the winter and summer. What is the job of a Co-Op observer? Being an NWS Co-Operative observer can be a demanding job. To provide accurate and complete weather data, observations are required seven days a week 365 days a year. This does not mean that someone has to be monitoring the "weather" all the time; instruments are provided to monitor temperature and precipitation. Yet someone should be available to record the daily maximum and minimum temperature, the precipitation, and snowfall. This generally is done around 7a.m., but observation times can be shifted to fit the observers schedule.
