WHAT'S NEW Welfare Reform and Children
Fifty leading U.S. scholars, including Dr. Lawrence Aber, sent a statement to members of Congress on the effects of welfare reform on low-income children. The approach embodied in the recently passed House plan proposes new work participation requirements but provides no significant increase in the work or child care supports needed. Such an approach is more likely to harm children than to help them. Research has identified successful approaches that not only reduce welfare dependency, but also increase employment, improve family incomes and enhance children's development. April 4 - July 12, 2003 press release From the beautiful, spacious pastures of Dalarna and southern Sweden come over twenty-five paintings from The Florence Dibell Bartlett Collection. The 18th and 19th century works, called bonader in Swedish, were created by untrained folk artists using paints made from natural dyes. Each displays the lovely stylized floral and figural designs typical of Swedish folk art. There is brilliance to their simplicity and a depth to their flatness that opens a psychological and cultural door to the peasants' world. Originally in the collection of the Art Institute of Chicago, this unique collection of priceless artifacts of Swedish history was transferred to the Swedish-American Museum in 2000. The Heilbrunn Department of Population and Family Health addresses the reproductive, adolescent, and child health conditions that confront communities throughout the world, both settled communities and communities that have been displaced as a result of political or environmental emergencies. The Department also has a commitment to addressing the health needs of the communities in northern Manhattan which the Department is located. It contributes to the improvement of community health by supporting programs that (1) educate future generations of public health workers; (2) provide direct services to populations in need; and (3) promote research and policy analyses that increase knowledge and that contribute to the effectiveness and quality of service delivery programs. The Department's goal of improving community health will be achieved when teaching, service, and research contribute, in a coordinated way, to identifying and implementing strategies to improve health. The work of the Department is multidisciplinary. Department faculty and staff have diverse training and backgrounds; and represent such fields as clinical nursing and medicine, epidemiology, demography, sociology, psychology, psychiatry, social work, program administration, and public health. Health, as defined by the Department, encompasses physical and mental health. Furthermore, the Department recognizes the interdependency of different aspects of health and deals with the totality of health needs of individuals and communities.

Overview
By being flexible, creative, and sensitive to the changing needs of New York City, as well as to empirical evidence, MHA is changing the way mental health services are delivered to children and adolescents, their families and adults. MHA has long recognized that to successfully help emotionally ill children and adolescents, their families must be helped too. MHA runs Family Support Programs and Parent Resource Centers in Manhattan and the Bronx. At these centers, parents of emotionally ill youngsters can attend parent training and support groups, and easily obtain up-to-date information and referrals. Armed with these tools, parents are better able to help their children. And, parents learn that they are not alone. Finally, parenting emotionally ill children and adolescents is often draining. Sometimes parents just need a break. For this, they can turn to MHA Respite Care Service , which provides in-home care for children, creating much-needed, planned, free time for parents to take care of essential tasks, socialize, or just relax.

JUSTICE DEPARTMENT AWARDS MORE THAN $15 MILLION TO HELP VICTIMS OF SEPTEMBER 11 TERRORIST ATTACKS
WASHINGTON, D.C. The Justice Department announced today that it has awarded more than $15 million to New York, Pennsylvania and Virginia to help victims of the September 11 terrorist attacks and their families. These new grants include funds to compensate victims and to support state and local programs that offer various forms of assistance. The awards were made through the Office for Victims of Crime (OVC), a component of the Department's Office of Justice Programs (OJP). "Although no amount of assistance can restore the lives of the victims and their families, we can use the resources available to help repair the physical and emotional damage caused by this tragedy," said Attorney General John Ashcroft. "These grants will help New York, Pennsylvania and Virginia continue their exemplary work to aid and care for the victims of these horrific attacks." OVC awarded a total of six grants one victim compensation award and one victim assistance award to each of the three states. All grants were awarded to an agency designated by the state. The states will use the victim compensation awards to supplement their own compensation efforts, which reimburse victims for expenses such as medical and mental health treatment, funeral costs or lost wages. Victim assistance funds will be used to support organizations that provide critical victim services, which include information and referrals, emergency shelter and emergency transportation.
