who have been fishing in New Jersey the past few years know that the fishing's never been better. Over the past decade many new species have been established in state waters, providing for angling action previously found only out-of-state. ( more No American Shad Yet, But… Now that Spring has actually arrived many anglers are dusting off their gear and readying equipment for fishing. The annual spawning run of American shad up the Delaware usually provides superb angling and the first major fishing excitement of the year. Office of Special Education The office implements state and federal laws and regulations governing special education to ensure that pupils with disabilities in New Jersey receive full educational opportunities. It provides statewide leadership through the development of policy and implementation documents and provides guidance to school districts and parents regarding the implementation of special education programs and services. The office is responsible for administering all federal funds received by the state for educating pupils with disabilities ages 3 through 21. It also monitors the delivery of special education programs operated under state authority, provides mediation services to parents and school districts, processes hearings with the Office of Administrative Law, and conducts complaint investigations requested by the public. In addition, the office funds four learning resource centers ( LRCs ) that provide schools and parents with information services, materials circulation, technical assistance, consultation services and production services. The office also plans and implements program and personnel development activities in areas such as implementing the least restrictive environment provision, planning the transition of students with disabilities from school to adulthood, planning programs and services for preschool children with disabilities, developing Individualized Education Programs (IEPs) and accessing individual rights and entitlements.

New Jersey requires the parent to provide their children with an education, either in a private school, the public schools or elsewhere. You should maintain records or documentation that shows you are providing your homeschooled children with equivalent instruction as in the public schools. However, New Jersey homeschoolers do not have to notify the school of their curriculm or to present it for approval even if asked. There is no requirement in the law that states that the parents have to initiate notification to the school district of their intent to homeschool.

SUBCHAPTER 14.
REQUIREMENTS FOR MENTORING NOVICE TEACHERS
6:11-14.1 General provisions
  • (a) The purpose of this subchapter is to govern the implementation of a required two-year mentoring program for novice teachers.
    (b) These rules apply to district boards of education whose staff hold positions that require the possession of instructional certificates. These rules, with the exception of N.J.A.C. 6:11-14.8, also apply to approved nonpublic schools that participate in the Provisional Teacher Program.
    (c) Definitions of words and terms used in this subchapter are set forth at NJAC 6:11-5.6.
6:11-14.2 Novice teacher responsibilities
  • These rules affect all novice teachers employed as of September 2001 whose positions require possession of instructional certificates in accordance with N.J.S.A. 18A:26-2 and N.J.A.C. 6:11- 3.1(a). The requirements of these rules shall take effect beginning September 1, 2001.

Who Determines the Rules
Legally, the ultimate authority in certification (subject, of course, to the power of the State Legislature to revise the Statutes) is the State Board of Education, which is authorized to make and enforce rules and regulations for the granting of appropriate certificates or licenses to teach or to administer, direct or supervise the teaching, instruction and educational guidance of pupils in public schools operated by boards of education. The specific detailed requirements for certificates are set by the State Board of Education within the framework of any pertinent state laws.
State Board of Examiners
The State Board of Examiners has the power to issue and to revoke certificates under the rules and regulations prescribed by the State Board of Education. It makes recommendations to the State Board of Education on both certification requirements and procedures.
The Commissioner of Education is authorized to suspend your certificate for a year without the consent of your local board of education if you fail to fulfill your teaching contract.
The State Board of Examiners can revoke your certificate for inefficiency, incapacity, conduct unbecoming a teacher, or other just cause, but only after you have had an opportunity to be heard.

Registration/Licensing/Accreditation: New Jersey law places registration requirements on a limited category of private schools that are not operated by charitable institutions or religious denominations, i.e. for-profit nonsectarian private boarding schools established after 1920 and private schools charging tuition for certain vocational education. This limited category of schools must obtain a certificate of approval from the Commissioner of Education to legally operate within the state. N.J. Rev. Stat. 18A:69-1 et seq Recordkeeping/Reports: Length of School Year/Day: Curriculum: Special Education: et seq Health: Safety: Transportation: The New Jersey Constitution declares that the state legislature may, within reasonable limitations as to distance, provide student transportation (ages 5-18) to and from any school. New Jersey Const. Art. 8, 4, par. 3. Home Schooling: New Jersey does not have a code that addresses the area of home schooling. New Jersey’s compulsory education law states that every child between the ages of six and 16 must attend a public or private school, or receive "equivalent instruction elsewhere than at school". N.J. Rev. Stat. § 18A: 38-25. Responsibility for enforcing the compulsory education law rests with the local board of education. When a school board has reason to believe that a parent or guardian is not complying with the compulsory education law, the local board of education can initiate truancy proceedings in municipal court, requiring parents or legal guardians to document their activities in providing "equivalent instruction". N.J. Rev. Stat. §§ 18A: 38-27 through 18A: 38-31.
