Licensing INTRODUCTION The Office of Licensing and Credentials receives many requests for information. Most requests are for the following:
  • information on how to apply for educational licenses; and general information on requirements for specific licenses.
The four major sections to follow contain information about our most frequently asked questions. The first section, "General Information" gives basic information on how to apply for licenses. The next three sections give general information on requirements for specific licenses which are meant as a guide to allow you to determine your current qualifications for licensure. It must be noted that only an examiner from the Office of Licensing and Academic Credentials can make the final decision as to qualifications for licensure in any particular case. If you feel that you meet the qualifications for a license, or if you would like to know specifically what you need to qualify for a license, you should submit an Application for Licensure with the appropriate fee to the Office of Licensing and Academic Credentials. The same Application for Licensure is used for both licensure application and credential review. The application can be obtained from any

The following homeschooling questions and answers are intended to assist parent(s)/guardian(s)and public school districts in dealing with issues that frequently arise in this context.

    • N.J.S.A. 18A:38-25 requires compulsory education in New Jersey: "Every parent, guardian or other person having custody and control of a child between six and 16 shall cause such child regularly to attend the public schools of the district or a day school in which there is given instruction equivalent to that provided in the public schools for children of similar grades and attainments or to receive equivalent instruction elsewhere than at school."     About the Program
    Situating students in a critical context is paramount if they are to grasp the complex nature of social, political and psychological issues in the twenty-first century. Without adequate grounding in the liberal arts, students cannot develop the abstract thinking skills to grapple with issues like the problematic nature of economic growth and development, cultural studies and the arts, the contemporary nature of the nation-state, the relevance of the human genome project for the development of drug therapies, the impact of laboratory information systems in chemistry, and the changing hegemony of psychological theories.
    Both the College and the larger social context have been altered during the past two decades. The nature of technology, the organization of the economy (locally, nationally and globally) and academic discourse (to name just a few examples) have been transformed during this period. These changes are reflected in the general education curriculum.

    $7.8 Million in Special Education General Supervision Enhancement Grants Awarded to 24 States, Territories and Outlying Areas
    More than $7.8 million in grants have been awarded by the U.S. Department of Education to 24 states, territories and outlying areas for special education improvement efforts as part of a competitive process to help reform and improve services for children with disabilities. A total of 42 states, Puerto Rico and outlying territories competed for the awards, known as General Supervision Enhancement Grants. The grants are intended to complement and support the accountability system developed by the department’s Office of Special Education Programs by assisting states and lead agencies to develop and improve their infrastructure for holding states, districts and schools accountable for improving student achievement. "Accountability for improved performance rests at the heart of our efforts to improve American education," said U.S. Secretary of Education Rod Paige. "These awards will help move us toward assuring that our special education programs are offering quality educational services to all students with disabilities so that no child is left behind." Activities supported by the grants include:
    • developing data-driven, evidence-based state monitoring systems that focus on areas that have the greatest impact on better outcomes for children with disabilities;

    ABBOTT SUPERINTENDENTS OPPOSE DOE'S PROPOSED CHANGES TO ABBOTT In a March 27, 2003, letter to Commissioner Librera the Abbott Superintendents stated their opposition to the Department of Education's proposed changes to the Abbott V program and funding mandates. The letter urges the DOE to withdraw the proposal and recommitt to working with the districts and ELC to improve implementation of programs and reforms. (View letter as PDF file.) PROPOSED 03-04 BUDGET MEANS DRASTIC CUTBACKS IN ABBOTT PROGRAMS ELC's analysis of the proposed 03-04 budget shows that there is no overall increase in state aid to the Abbott districts. Instead, there will be substantial loss in existing funding, resulting in dramatic cutbacks in programs, staff and services in almost every Abbott district. Click here for Summary and District by District Analysis. The McGreevy Administration is proposing drastic cutbacks in the Abbott programs, reforms and funding effective 2003-04. These proposals will severely eliminate, undermine and weaken implementation of the Abbott rulings. ELC has announced it will not support these proposals. ELC urges parents, teachers, SMIT members and other "Abbott Advocates" to make sure your district joins in opposition to the Administration's proposed cutbacks.     On July 18, 2000 the New Jersey Educational Facilities Construction and Financing Act (the "Act") was signed into law. It will result in the State’s investment of $8.6 billion in public school construction in New Jersey over the next decade, including full funding by the State of all school renovation and construction projects in 30 special needs school districts, known as the Abbott school districts . Full facilities funding for the eligible costs in the 30 Abbott school districts was ordered by the New Jersey Supreme Court so that students in these school districts could receive a thorough and efficient education, an explicit requirement of the New Jersey Constitution. School buildings with inadequate heat; leaking roofs; drafty windows; and other problems are a barrier to education. Under the Act the New Jersey Economic Development Authority (EDA) is entrusted with the responsibility for financing, designing and constructing all of the school facilities projects in the Abbott school districts, in school districts which receive 55% or more in State funding for education and in school districts that are in Level II State monitoring. In addition, the EDA is responsible for providing grants to fund the State share of school facilities projects in school districts that receive less than 55% in state education funding.
