Author/s: Catherine Locke Migration's Social and Environmental Consequences Migration has the potential to enhance social resilience by providing new opportunities and experiences. It also has the ability to diminish resilience by weakening social structures and access to natural resources. Much migration across the resource-dependent economies of the developing world is not associated with frontier agriculture. In Vietnam, the majority of migration involves circular migration (which is often seasonal) of individuals and households between established agricultural areas and to towns and cities. In the past decade, many workers have moved to Hanoi, Ho Chi Minh City, and other urban centersthe major growth poles of Vietnam's liberalized economy. Yet they return to rural areas at harvest time or send back remittances that are often invested in agricultural intensification and capital investments (ranging from children's education to social commitments, such as weddings). This type of migration can potentially have positive benefits for resource use in both sending and receiving areas. A narrow view of migration-environment linkages in developing countries relies on the frontier migration story and portrays the relationship as primarily negative, drawing upon images of chainsaws and forest destruction, violent conflict, and displacement of people. This article challenges that view and points out that the relationship is complex; new concepts and perspectives are needed before making definitive conclusions about population change.

Environmental Groups Sue EPA
On January 17, 2001, a coalition of environmental groups filed suit asking the Federal Court to compel the U.S. EPA to immediately reclassify the Atlanta region's air quality non-attainment status from "serious" to "severe." The lawsuit is the latest move in the intensifying dispute over resolving the notorious air pollution and transportation problems in the Atlanta area. In 1998, under pressure from environmental groups, the EPA cut off federal highway monies to several counties in the Atlanta area. Numerous highway projects were delayed or put on hold as a result. The Atlanta region also failed to meet the November 15, 1999, federal deadline to attain federal clean air standards. Georgia later submitted a plan to EPA to reduce air pollution which emphasized mass transit and included annual vehicle emission testing. EPA subsequently lifted the 18 month ban on federal highway funds.

Employees of the Natural Resources Conservation Service (NRCS) work with farmers, ranchers, and other landowners in 3,000 conservation districts across America to help reduce soil erosion; protect water quality; and conserve rangelands, wetlands, and wildlife habitat. They help farmers adopt such conservation practices as terracing, contour farming, and crop residue management. This work has resulted in dramatic reduction of soil erosion on cropland. Less erosion means cleaner water, improved fish and wildlife habitat, and land protected from the damage caused by wind and water erosion.
But NRCS does not work just with farmers. It works with landowners in rural and urban communities, State and local governments, Earth Team volunteers, agricultural and environmental groups, and professional societies. For example, NRCS has developed new plants and shrubs for planting next to roadways. These plantings keep the sides of highways from eroding and add beauty as well. NRCS also provides the science and new technologies that are the keys to good land management. The agency oversees a national soil survey, a national resources inventory, and computer models that predict soil erosion and water pollution. These data bases are available to farmers and land use planners on their own computers.
