Financial Aid for Native American Students This page provides information about financial aid for Native American students, compiled with the assistance of Donovan Gomez , Executive Director of the San Juan Pueblo Department of Education. Eligibility For a student to be eligible for many Native American scholarships, such as BIA scholarships, the student should be an enrolled member of a federally recognized tribe. Otherwise funding will most likely be denied. A Certificate of Indian Blood (CIB) card or document is generally accepted proof of membership in a federally recognized tribe. Native American students with at least 50% Indian blood who were born in Canada are eligible for Title IV federal student aid under the jurisdiction of the Jay Treaty of 1794, subsequent treaties, and US Immigration Law. They are not required to obtain documentation from the Immigration and Naturalization Service (INS). Because of the limited number of Title IV aid applicants who are eligible under the Jay Treaty, the citizenship question on the FAFSA (question #15-16) does not have a separate response for such students. Such students should report on the FAFSA that they are "eligible non-citizens" and leave the question about the Alien Registration Number blank. They will then be required to provide the financial aid administrator at the school they attend with proof that they have 50% Native American blood and were born in Canada. This can be demonstrated by any of several documents:
  • A "band card" issued by the Band Council of a Canadian Reserve, or by the Department of Indian Affairs in Ottawa.

    Overcoming Climate, Terrain and Economics to Deliver Higher Education in Tribal Communities If “distance learning” is a matter of using technology to deliver education at a distance, Alaska is possibly the best classroom on earth. The state has more than its share of challenges in bringing higher education to its rural residents: Vast areas that cannot be reached by surface roadway or terrestrial telephone lines. Arctic temperatures that pile snow in satellite dishes and knock out microwave equipment. Permafrost too hard to allow installation of underground cables. Sparse native populations living on tens of thousands of square miles of wilderness, making build out of the network problematic.

    The Carnegie Foundation for the Advancement of Teaching has released a new study on the nation's tribal colleges with 10 recommendations outlining how the federal government, state agencies, the mainstream educational community, foundations, and corporations can increase their support. It also suggests what schools throughout the country should include in their curriculum to educate non-Indian students about Native American heritage, contemporary life, and governmental powers. The release of the report, Native American Colleges: Progress and Prospects, in May created a flurry of media attention and caught the attention of several foundations, just as the previous Carnegie report on the colleges had eight years ago. At a dinner at the Library of Congress where the report was released, Little Big Horn College President Janine Pease-Pretty on Top spoke about the hope that the Carnegie attention brought to the Crow Reservation in Montana. "We live in a remote part of the country where people don't like us very much....where racism cuts us to the quick sometimes, where we're just the margin of error in someone's report. We made friends because of the Carnegie report....We've been places where people slammed the doors in our face, but Dr. Ernest Boyer, a giant of a man, invited us to the table. They listened to our voice," she said. The late Ernest L. Boyer was president of the Carnegie Foundation and a commissioner of education.

    A statue of an Apache stands on the campus of Haskell Indian Nations University in Lawrence, Kan. photo by Ben Johnson On the Trail of the Tribal Colleges When senior history major Ben Johnson stepped onto the campus of the Diné College in Tsaile, Ariz., in the middle of the huge Navajo reservation, his first sight — sheep droppings — reminded him how far he was from Northwestern. On the rolling college lawn nestled in between rugged mountainsides, elderly Navajo women, known as "grazing grannies," herded their sheep.
    The American Indian Higher Education Consortium counts 32 tribal colleges serving more than 24,000 undergraduates in the United States. Johnson traveled to Arizona, Kansas, Montana, Nebraska and New Mexico to visit five of the colleges. The schools, usually located in impoverished rural communities, serve Native American youths and adults who want to further their education but do not have the money or desire to leave their reservations.
    One of the first places Johnson visited, Haskell Indian Nations University in Lawrence, Kan., was not in a rural setting, of course, but it provided a striking image from the past of the changes in relations between this country and Native Americans. Founded in 1884, the college was originally a U.S. government assimilation boarding school for Native American children who studied under the slogan "Kill the Indian to Save the Man."
