Currently over 120 state agencies file their agency procedur es and rules with the Secretary of State's Office. Each state agency proposes its own rules and regulations, seeks public comment on the proposed changes, and ultimately adopts the final rules or regulations. This process usually takes several months. The public, which is often affected by these procedures, has an important role in this process. Citizens can voice their opinions regarding proposed regulations by writing and providing comments to the state agencies. However, citizens cannot comment on the changes without knowing that changes have been proposed. For that reason, the Secretary of State's Office distributes this monthly report briefly describing the proposed procedures. Each proposed change is listed by agency with a contact person and telephone number. Credit will be given only for CLE programs approved by the Commission. Such approval normally must be sought and granted prior to the occurrence of the activity but may be given retroactively. Regulations
4.1 The following standards will govern the approval of continuing legal education activities by the Commission.
4.2 The activity must be effectively open to all attorneys licensed to practice law in the State of Mississippi, unless offered by a governmental department or agency for employees of the governmental department or agency. By making an application for approval by the Commission, the seminar sponsor consents to the seminar being listed on the calendar of upcoming CLE events disseminated by the Commission.
4.3 The activity must have significant intellectual or practical content and its primary objective must be to increase the participant's professional competence as an attorney.
4.4 The activity must deal primarily with matters related to the practice of law, professional responsibility or ethical obligations of attorneys.

Each attorney licensed to practice law in the State of Mississippi shall attend, or complete an approved substitute for attendance, a minimum of twelve (12) actual hours of approved Continuing Legal Education ("CLE") during each successive twelve (12) month period (the "CLE year") from and after August 1 of each year, of which one hour shall be in the area of legal ethics, professional responsibility or malpractice prevention (the "ethics hour"). 3.1 The number of hours required means that the attorney must actually attend twelve (12) instruction hours of CLE per CLE year, with no credit given for introductory remarks, breaks, meal breaks, keynote or luncheon speakers or business meetings.
3.2 CLE hours shall be computed by the following formula: Total minutes of actual instruction = Total hours 60 (rounded to nearest 1/10 of an hour)
3.3 No attorney shall be permitted to claim more than six (6) hours of CLE credit through the use of satellite-transmitted or electronically recorded or reproduced material, even though same is presented by an accredited sponsor. As part of the six (6) hours, an attorney may claim up to three (3) hours of CLE credit for telephone seminars. Legislative Mandate: Section 37-17-8, Mississippi Code of 1972, amended 1998 Legislative Session
(1) The State Board of Education, through the Commission of School Accreditation, shall establish criteria for comprehensive in-service staff development plans. These criteria shall: (a) include, but not be limited to, formula and guidelines for allocating available state funds for in-service training to local districts; (b) require that a portion of the plans be devoted exclusively for the purpose of providing staff development for beginning teachers within that local district and for no other purpose; and (c) require that a portion of the school district's in-service training for administrators and teachers be dedicated to the application and utilization of various disciplinary techniques. The board shall each year make recommendations to the Legislature concerning the amount of funds which shall be appropriated for this purpose. (2) Beginning with the 1998-1999 school year, school districts shall not be required to submit staff development plans to the Commission on School Accreditation for approval. However, any school district accredited at Level 1 or Level 2 shall include, as a part of any required corrective action plan, provisions to address staff development in accordance with State Board of Education requirements. All school districts, unless specifically exempt from this section, must maintain on file staff development plans as required under this section. The plan shall have been prepared by a district committee appointed by the district superintendent and consisting of teachers, administrators, school board members, and lay people, and it shall have been approved by the district superintendent.

The Program is mandated and empowered primarily by three sections of the Mississippi Code of 1972, Annotated (the Mississippi Code ): Section 27-3-52, 27-3-59 and 27-39-329 (see Appendix I for these code sections). Purpose Assessors and appraisers make up a specialized profession that requires a high level of competence.
