In a liberal arts institution, value is placed on essential skills such as writing, communication, the ability to analyze and cope with a changing world. This is why we need people like Henry Doermann of the Bush Foundation. Through the Bush Foundation, Doermann has long been an advocate of public liberal arts education and the arts. His work has been so appreciated in the state of Minnesota that yesterday on this campus he was conferred an honorary Doctor of Laws degree, the highest honor offered by the University of Minnesota. He has made himself known recently as a critic of those who would push the two-year vocational and technical schools in favor of public four-year liberal arts colleges. Broad participation in the liberal arts is essential to society. Baccalaureate graduates are more capable of becoming comfortable in a variety of positions, assuming leadership roles in family, business, and government, at any level. Children began arriving from all over the Midwest from such tribes as the Dakota, Oneida, Pottawatomie, Arickarree, Sac and Fox. As was typical of federal Indian vocational schools, students usually spent half their day in the classroom and the other half learning occupations such as farming, blacksmithing, masonry, carpentry, cooking, baking, and nursing. The training of students in these industrial skills was resented by many Indians who saw this essentially as menial chores. As government programs changed, funding decreased, and the role of the Indian school diminished until 1953 when the school was closed. When Southwestern Vocational Technical Institute opened in 1976, nearly all of the original Indian School buildings were removed or destroyed. However, the Superintendent's Residence survived and was used as a private residence until 1983. Since that time the building has been the property of Minnesota West Community College (although the name has been changed several times) and used for storage.

Question 23 I am a Career Counselor with a 4 school service area. My question is - how do the school districts propose to plan, develop and initiate all inclusive student School-to-Work programs without qualified (career) personnel to work with their student populations? Seems just as School-to-Work has come into being the school districts have cut back on staff trained to work with this very important program. I can list at least 15 schools in my area that have hired "technicians" or classified staff to man career and college centers in high schools. Any ideas on how to get districts to re-allocate funds for qualified people? STW Wizard Strategies Strategy 1 I think there are two realities at work here... 1) There is MUCH work to be done to effectively prepare communities to implement STW experiences for all learners, and the management/coordination of those experiences cannot be left to one or two people. In other words, it can't just be one or two people's "job." Rather, conceivably ALL personnel may need to be charged with "shepherding" learners so they have equal opportunity to participate in STW activities. For example, each homeroom teacher might coordinate the experiences of 20 learners, in a variety of areas, rather than assign one individual to "manage" the experiences of 400 learners. 2) "Changing the way we do business" will not happen overnight... there will be districts that won't appreciate the potential power of the above scenario, and will want to continue within the modes of operation they're accustomed to. Those districts may want to call on their business communities to ask them to "lobby" on behalf of the notion to commit salary dollars to one or two positions as mentioned in the question.

THE EDUCATION-GOVERNMENT-BUSINESS TRIAD: PART II Career Clusters Transform Secondary Schools into Job Training Centers by Jean Swenson October 2001 Editor's note: The Saint Paul and Minneapolis school districts are currently transforming their secondary schools into "small learning communities," which is the latest euphemism for career clusters. A U of M nursing school graduate is grateful her family moved to America, because in England she couldn't have become a nurse. Why? England tests children to determine their vocational track, and her track didn't allow for nursing degrees. Students in Minnesota may soon face the same predicament. As stated in the St. Paul Public Schools Education Blueprint, "students will participate in structured career education starting in elementary school." They will be directed into a career focus by eighth or ninth grade and spend their remaining high school years in one of five or six "career clusters;" examples include health services, human services, and business. This restructuring will limit students' choice of courses and change the focus of education to job training. This isn't just limited to St. Paul schools, but is a trend we're seeing in various stages of implementation around the state. For example, The Caledonia Argus states in January 2000, "students plan their four year high school career beginning with registration in the eighth grade." The principal added in a letter parents received the day after the above newsletter arrived: " there will be no changes made once the final schedule is in place."

By Susan Strauss Incident: Groups of boys, sometimes as many as 30, greeted the girl at the front door of the school where they would accost her with sexually graphic remarks about her breasts. Throughout the day in the hallways, the boys harassed the girl with mooing sounds. Incident: At their high school’s annual homecoming pepfest, the boys in the lettermen’s club were dressed in their usual attire for the event – tight short shorts, T-shirts cropped at the midriff and obscene labels hanging in front of their genitals. As the music began, the boys danced onto the gym floor gyrating and thrusting their hips suggestively as students, faculty and parents looked on. Incident: A list of “The 25 Most F-able Girls” was posted on a high school’s bathroom wall and circulated among students. In vile language, the list described the girls’ genitals and the type of sexual behavior each would enjoy, including being tied down.
