Why is Indoor Air Quality (IAQ) in Schools Important?
Poor indoor air quality can hasten building deterioration. One study of an elementary school showed that if $8,140 had been spent over 22 years on preventive maintenance, $1.5 million in repairs could have been avoided1. In addition, poor indoor air quality can contribute to the closing of schools, create liability problems, and strain relationships among parents, teachers, and the school administration.

Minneapolis says it must slash $31.5 million; St. Paul, $20 million. All over Minnesota, school districts are cutting teaching jobs, increasing students' walking distance and raising athletics fees to deal with less-than-expected revenues and rising costs. Yet those districts are spending more money than ever nearly $6.3 billion in 2000-01 An increasingly skeptical public from Gov. Jesse Ventura on down wonders how the money is spent. A new Minnesota Poll found that while most Minnesotans don't think the Legislature gives enough money to K-12 education, they are split over whether schools spend that money wisely. In an effort to begin cracking the books of education finance in Minnesota, the Star Tribune analyzed five years of spending data from every school district.

Model Pesticide Notices
The Minnesota Legislature passed a new law called the Parents Right To Know Act of 2000 ( M.S. 121A.30 ). This law requires public and non-public K-12 schools, that plan to apply pesticides specified in the law, to provide notices to parents and employees. This law also requires the Minnesota Department of Health (MDH) to develop and make available model notices for schools to use, if they choose to do so. Schools are required to provide notification only if they apply the pesticides specified in the law. These pesticides are (1) toxicity categories I, II, and III pesticides, which are classified by the US Environmental Protection Agency (EPA), and (2) restricted use pesticides, defined by federal law. Study: How Safe Are Minnesota Schools?
Report Suggests Many High School Students Have Witnessed Violence, But Most Feel Safe
ST.PAUL, April 27, 1999, Posted 5:15 p.m. Most Minnesota students feel safe in schools, but few of those who do experience or witness violence report it, according to a survey released Tuesday by Attorney General Mike Hatch. Overall, 70 percent of students said they felt "safe" or "very safe" in their school, which largely mirrors the trend in recent years. But the survey was conducted in October and November, meaning last week's school shooting in Littleton, Colo., did not factor into student responses. "What is important is not trends, but a general pattern of perception," Hatch said. Sixty percent of those surveyed witnessed a violent act at least once within the past year. Violence was defined broadly to include name-calling, pushing, shoving, or using a knife or gun. "That is a level of violence we would never tolerate in the workplace," said House Crime Prevention Chairman Rich Stanek, R-Maple Grove.

Survey Distribution Return Rate Seventy-eight percent (78%) of the schools returned their surveys accounting for a total of 1,060 student responses. Fifteen percent (15%) of the respondents reported that they attend urban schools (Minneapolis/St. Paul), forty percent (40%) said suburban schools and forty-five percent (45%) indicated that they attend school in Greater Minnesota. Friday December 15, 2000 Annual report focuses on how students feel about school violence, types of violence that occurs and the factors behind violence at school Although last year the crime rate continued to drop in our nation’s schools, 60% of high school students across the country believe it is possible that a violent event on the scale of 1999’s Columbine tragedy could happen at their school. These national findings mirror the results of the 2000 Minnesota Student Survey. The state survey, conducted in January and February 2000, found that fewer students feel "very safe" in school than ever before (19 percent), and that twenty-two percent (22%) of students perceived that school violence increased in the last year. "Parents, teachers and community leaders are at the forefront of prevention efforts to fight school violence at all levels," said Attorney General Hatch. "My hope is that today’s report will be a helpful resource to keep our students safe." The 2000 Minnesota Student Survey shows that important work still remains, because too many students are physically and emotionally victimized in our schools. Worse, many of these students appear unwilling to seek help. Only two percent (2%) report that students try to find an adult if a violent act occurs at school, and only nine percent (9%) reported a violent incident that happened to them.

The District comprises eighty-six square miles in the suburban south metro area of the Twin Cities.     Executive Summary
    Minnesota's students tend to do well - test scores are higher, dropout rates lower, post-secondary education enrollment higher than the national average. But Minnesota's education system is not working fine for many of its constituents, and we believe that the system can do better - and must do better - for all students. In today's globally-competitive information economy, workers must have more knowledge and more advanced skills than in the past. The state's recent Basic Skills Tests show that too many students are reaching eighth grade without the most rudimentary reading and math skills. The public education system¹s record with students of color and students in poverty is appalling. And despite the good news of a budget surplus, Minnesota's fiscal future will require the education system to produce better-educated students without substantially more resources. The 1997 Legislature should concentrate on the following agenda:
    • Allocate resources and provide incentives for schools, districts and programs that demonstrably improve student
