Initial In-State/Out of State Teacher Certification

Michigan Teacher Certification for In-State Candidates In Michigan, there are two types of teaching certificates that are currently being issued: 1. Provisional Certificate (Initial) The initial teaching certificate issued in Michigan upon successful completion of an approved Michigan teacher preparation program. Valid for up to 6 years during which the holder is expected to gain experience as a successful practicing professional, and to acquire additional professional development through advanced study (completion of at least 18 semester hours in a planned course of study) as a prerequisite for the next level of certification. Can be renewed for up to 3 years with the completion of 10 semester credit hours in a planned program at an approved teacher preparation institution. A second 3-year renewal requires completion of 18 semester hours in a planned program at an approved teacher preparation institution. 2. Professional Education Certificate (Advanced)

Urban Teacher Certification Program Eastern Michigan University has a post-baccalaureate initial teacher certification program to prepare teachers in the Detroit and Flint areas. The goal of the program is to provide non-certified teachers the opportunity to complete a set of required courses and field experiences leading to certification while remaining employed. Some students in the program are non-certified teachers in Detroit and Flint area schools while others simply have an interest in or commitment to urban teaching. The courses in the Urban Teacher Certification Program are designed to accommodate the work and travel schedules of working students. A substantial portion of the courses will be offered in the Detroit and Flint areas. However, certain courses in the program are only offered on the Ypsilanti campus. How Will Potential Students Be Identified?

Learning to Teach Elementary Education Michigan Test for Teacher Certification Candidates for Michigan teacher certification must pass tests designed by the State of Michigan to ensure that certified teachers have the necessary basic skills and content knowledge to perform effectively in Michigan schools. The competency exams are known as the Michigan Test for Teacher Certification (MTTC). The required tests include: The Basic Skill Test This test must be taken and all subtests passed by all candidates for Michigan certification before being admitted to the certification program. The test includes sub-tests in reading, writing, and math. If one or more subtests is failed, the particular subtest(s) can be retaken. Michigan State University students are encouraged to take the Basic Skills Test during their freshmen year but the test should be taken no later than the fall of the sophomore year. Subject Area Test Students must pass the required State of Michigan certification tests for elementary teaching or the appropriate major and minor subject area tests for secondary teaching prior to the internship year.

Elementary Program Secondary Program Students Interesting Places ... Albion College home page Special Advisory In October, 1988, House Bill No. 5718, specifically Act No. 339, was approved by the Governor and filed with the Secretary of State. The Act requires that all certification applicants pay a fee of $125.00 for the issuance of a Michigan teaching certificate. Albion College is not involved in the collection of the fee. A Detroit bank will bill the student, who then remits payment to the State of Michigan. The delay in payment will not extend the validity span of the certificate. Albion College can only recommend a student for certification (the State does not certify until the student sends the fee). In accordance with Public Act 96 of the Public Acts of 1995, it is a criminal offense to use or attempt to use, a college or university transcript that is fraudulently obtained, altered, forged, or other fraudulent credentials to obtain a teacher, school administrator, or school psychologist certificate, or other State Board approval.

Standards and Assessment Student learning standards and assessments, especially at the secondary level In summer 1990, the Michigan Legislature passed and the Governor signed into law Public Act 25 (PA 25), a complex education reform package. Among other provisions, PA 25 called for the Michigan State Board of Education to develop and publish a set of "model core curriculum outcomes" that state what all students should know, know how to do, and be motivated or disposed to do. In keeping with this legislation, the board's model outcomes, published in spring 1991, were based in part on the board's revised set of Essential Goals and Objectives in mathematics (1989) and science (1991). The Essential Goals and Objectives also provide the basis for the Michigan Educational Assessment Program (MEAP), the state's criterion-referenced assessment program (MSSI Grant Proposal, 1991). The MEAP exams are given in grade 4 (reading and mathematics), grade 5 (science), grade 7 (reading and mathematics), grade 8 (science), and grade 10 (reading and mathematics). In September l993, the Michigan Legislature passed and the Governor signed into law the state aid bill for 1993-94 (PA 175, 1993). Section 104a of PA 175 pertains to the state-endorsed diploma the proficiency examination. For a pupil scheduled to graduate in 1994, 1995, or 1996 to be eligible for a state endorsement in one or more of the subject areas of communication arts, mathematics, or science, the pupil must achieve at least one of the following:

Program Information
The College of Education, in collaboration with eight other MSU colleges, provides a teacher education program for elementary, secondary, and special education teachers. Students preparing for careers in education follow a five-year program that includes a baccalaureate degree with disciplinary majors or minors, 12 graduate credits, and a full-year internship leading to recommendation for Michigan teacher certification. Program admission, which occurs once a year in the fall, is limited and highly competitive. Most students apply in the fall semester of their sophomore year. Each year, several hundred students are admitted to to the elementary teacher certification program (which includes both special education and those preparing to work in early childhood programs) and the various majors in the secondary education program. Teacher education graduates are recommended for Michigan teacher certification which is accepted in most states and by many schools overseas. Recruiters from school districts throughout the nation seek to employ MSU graduates. For the eighth consecutive year, U.S. News and World Report ranked MSU's graduate programs in elementary and secondary education as best in the United States.

Siena Heights University is approved by the Michigan Department of Education to recommend candidates for secondary teacher certification. In Michigan, the term "secondary" refers to grades 7 through 12. All students seeking secondary teacher certification must successfully complete an academic major and an academic minor. Upon certification, students are authorized to teach their academic major and minor in grades 7 through 12. To become certified as secondary school teachers, students must complete: the general education component, a certifiable academic major, a certifiable academic minor, and the professional teacher education sequence. The professional teacher education sequence must be taken at Siena Heights University at both the Monroe and Adrian campuses.
