Monetary Statistical Release No. 4/2003 - February 2003
Broad money, M3, which consists of currency in circulation and residents’ deposits with the banking system, declined by Lm15 million, or 0.5%, during February. As a result, the annual growth rate of M3 decelerated to 8.1% from 10.2% in the previous month. Prof. Guido de Marco, President of Malta, on the 24th January 2002, just a few days after the St. Thomas Bay incident, has strongly pronounced himself on the matter. The President spoke about this case during the presentation of the re-print of the book, 'Wildlife of the Maltese Islands', which was published by Bird Life and Nature Trust. As I am very certain you are aware of, these two environmental lobby groups enjoy a very high profile in Malta. Therefore H.E. the President of Malta was one of the first to express his views on what had happened on the 20th January 2002 at St. Thomas Bay. I believe that the fact that His Excellency chose to comment about the incident, whilst addressing the presentation evening, jointly organised by Bird Life and Nature Trust, shows very clearly His concern and interest in this particular matter.

BASIC INFO. GEOGRAPHY GOVERNMENT ... MALTA Malta is a republic within the British Commonwealth, with executive authority vested in a Maltese president. The president appoints as prime minister the leader of the party with a majority of seats in the House of Representatives. The president also nominally appoints, upon recommendation of the prime minister, the individual ministers to head each of the government departments. The cabinet is selected from among the members of the unicameral House of Representatives. This body consists of between 65 and 69 members elected on the basis of proportional representation.     Malta Government Responds to EU's Pro-Abortion Recommendation Malta The Maltese government yesterday wrote to the secretary general of the European Parliament on the resolution taken recently about "sexual and reproductive health and rights," making clear its stand against abortion. Malta's Permanent Delegate to the EU, Ambassador Victor Camilleri, outlined the government's position on abortion. The letter was written in response to another by the secretary general of the European Parliament drawing attention to a number of resolutions adopted by the European Parliament, including the one about abortion. The European Parliament had recommended that abortion be made legal and accessible to all. Mr Camilleri wrote that the government's position was clear and unequivocal and that "not only is abortion illegal in Malta, but succesive governments... have been strongly committed to retaining the legal prohibition and have held this position also in the context of European and international fora, not least at the level of the United Nations". The letter also notes that the issue of whether or not abortion should be legalized is a domestic one in which the European Union, in terms with its acquis communautaire and in line with the principle of subsidiarity, "has no competence to act, decide or legislate".
