Remote sensing scientists for years have been monitoring and mapping natural resources and manmade features. These studies have also utilized Geographic Information Systems (GIS) to manage these resources. A GIS combines computer hardware and software designed especially to digitally merge and analyze diverse, geo-referenced data sets. The tools used by these natural resource managers can now be applied to planned economic development. This paper described how the authors, preliminary remote sensing scientists, have conducted various development applications using GIS's. We have found that many economic development specialists, both in government and private industry, use socio-economic data and associated forecasting models to target areas for development. It appears that a combination of spatial data (e.g., natural resources, infrastructure, and political boundaries) and socio-economic data (e.g., income, age, job sector) create a more complete package.

Today, office market research is not merely part of a package required by lenders and syndicators, but a critical part of the new reliance on professional ex-ante market analysis. Suddenly research is not only performed for cosmetic appearance, but for real content and input into key development, investment, and ownership decisions. Supply and demand conditions for office markets have proven extremely difficult to forecast with accuracy. This difficulty arises, in part, on the supply side where speculators/investors make planning decisions with very limited information sometimes overshooting demand. The demand side is also quite lumpy. There may be substantial shifts in requirements, creating structural changes in the space market.

State and Local Tax Revenue Losses from E-Commerce ABOUT THE STUDY Using forecasts of e-commerce sales for 2001 through 2011 provided by Forrester Research, the University of Tennessee’s Center for Business and Economic Research has estimated the amount of sales tax revenue state and local governments will lose because the tax is not collected on remote online purchases. The September 2001 study was commissioned by the Institute for State Studies, a nonprofit center for public policy research focused on the viability of the states in the 21st century. The Institute is based at Western Governors University in Salt Lake City. State and local revenue losses from e-commerce sales are measured by estimating the reductions in the sales tax base and then multiplying the lost tax base by the state-specific effective state and local sales tax rate. Key inputs to estimating the tax base loss for e-commerce transactions are forecasts of e-commerce sales, identification of the sales taxable components of these sales, assumptions about what share of taxable sales could be collected in the absence of e-commerce and estimates of the share of taxes due that can be collected. OVERALL FINDINGS In 2001, state and local governments are estimated to lose $13.3 billion in sales tax revenue due to the inability to collect taxes from remote online purchases. This is 41 percent higher than the $9.4 billion projected for 2001 in an April 2000 study from the same researchers.

Grambling State University "Where Everybody Is Sombody" General Information Historical Sketch Grambling State University emerged from the desire of African American farmers in rural north Louisiana who wanted to educate Black children in the northern and western parts of the state. In 1896, the North Louisiana Colored Agricultural Relief Association was formed to organize and operate a school. After opening a small school west of what is now the town of Grambling, the Association requested assistance from Booker T. Washington of Tuskegee Institute in Alabama. Charles P. Adams was sent to aid the group in organizing an industrial school. Under Adams' leadership, the Colored Industrial and Agricultural School opened on November 1, 1901. Four years later, the school moved to its present location and was renamed the North Louisiana Agricultural and Industrial School. By 1928, the school was able to offer two-year professional certificates and diplomas after becoming a state junior college. The school was renamed Louisiana Negro Normal and Industrial Institute. In 1936, Ralph W.E. Jones became the second president. The program was reorganized to emphasize rural teacher education. It became internationally known as the "Louisiana Plan" or "A Venture in Rural Teacher Education". Professional teaching certificates were awarded when a third year was added in 1936, and the first bachelor of science degree was awarded in 1944 in elementary education.
