Dr. Bauer is an Assistant Professor of Educational Administration. He holds bachelors, masters, and doctoral degrees from Cornell University in organizational behavior. His research and teaching interests focus on the application of the principles of organizational behavior and development to the study of school leadership, organizational change and restructuring, program evaluation, and research methodology. Dr. Bauer's most recent work deals with designing and implementing site based decision making systems, the application of total quality management in educational contexts, and the development of theoretical models to capture restructuring and reculturing processes. Prior to joining the faculty in August 1996, Dr. Bauer was Principal Consultant at Organizational Analysis and Practice, Inc., a research and consulting firm he co founded in 1984.

  • Sexual harassment is topic of focused educational assistance. The SCCE began a focused educational assistance activity with a Texas district regarding sexual and racial harassment and nondiscrimination in schools. The district has made a commitment to the Office for Civil Rights to ensure that racial and sexual harassment do not occur on school campuses and that appropriate procedures are put into place to address such matters when they occur. As a part of its assistance, SCCE trained district administrators and central office staff in their responsibilities under the law. These initial sessions were followed by staff development for teachers and other authorized personnel on individual campuses to ensure that they were informed of their responsibilities regarding nondiscrimination.

    Hepatitis B Vaccination of Adolescents California, Louisiana, and Oregon, 1992-1994
    Although hepatitis B vaccine has been available in the United States since 1982, acute and chronic hepatitis B virus (HBV) infection remains a public health problem (1). The comprehensive national strategy to prevent HBV transmission includes hepatitis B vaccination of adolescents, particularly in communities with high rates of injecting-drug use, teenage pregnancy, and/or sexually transmitted diseases (STDs) (2). However, vaccination of adolescents may be difficult because of their lack of routine health-care visits. This report describes hepatitis B vaccination programs for adolescents and preadolescents in schools and other settings in California, Louisiana, and Oregon during 1992-1994. California During the 1992-93 school year, the San Francisco Department of Public Health and the San Francisco Unified School District began a voluntary, school-based hepatitis B vaccination program with free vaccine provided to students in two middle schools; two additional schools participated during the 1993-94 school year. None of the selected schools had preexisting health services or school nurses. Overall, 2115 seventh-grade students were eligible for vaccination since the beginning of the program. Most students were aged 11-13 years. During the 1992-93 school year, 577 (91%) students returned signed forms to accept or refuse vaccination; 418 (91%) of the students who had signed forms to accept vaccination completed the vaccine series (

The program is designed to build basic academic skills, better communication skills, improve self-esteem, and improve study skills. Because students learn at different rates, the curriculum includes teacher-directed instruction, self-paced computer assisted instruction, and independent study. This format allows high school students to earn credits and middle schools students to work within a prescribed curriculum at an appropriate rate, in an appropriate manner, and without time constraints. The primary purpose of the program is to provide services to meet the needs of students that are at risk of dropping out of school because of family problems, pregnancy, lack of motivation, discipline problems, attendance requirements, academic achievement, and various other reasons.

Somehow it just didn't work out." Thurston Nesbit, who dropped out after a discouraging journey through school. School tracks its missing students By Deb Kollars Bee Staff Writer (Published Nov. 29, 1998) When The Bee asked area high schools to explain why there is such a discrepancy between graduation and dropout rates, one school Oak Ridge High in El Dorado County chose to play detective and find out where all the kids had gone. The school's experience shows how much students are moving around these days and how hard it is for schools to keep track of them. But it also shows how illuminating it can be when a school stops to take stock of its student body. Oak Ridge's numbers were typical of schools in the Sacramento area. The campus had 419 freshmen in 1993 and 333 graduates four years later giving it a 79.5 percent graduation rate. Yet the school had an official four-year dropout rate of just 2 percent.
