The New Orleans Archdiocese of the Catholic Church already is at work drafting a plan to allow parents to use state funds, through a voucher system, to pay for private school tuition. The floodgates for voucher proposals were opened this summer by the U.S. Supreme Court, which upheld the use of a voucher system in the Cleveland School District as long as parents had a choice.

Civil Rights and Testing
A Louisiana parents' group has filed a civil rights complaint with the U.S. Department of Education, asking for an investigation into the "misuse and abuse of standardized tests" in the state's new high-stakes testing system. This fall, Louisiana began holding back 4th and 8th grade students who fail the state's new standardized tests. As many as 18,000 students in the two grades were retained. "Not one of the other 50 states has implemented such a scheme for grade school children," notes the complaint by the parents' group, Parents for Educational Justice. "There is good reason [for this]- it has proven to be an educational disaster for children in minority and poor schools." Susan Bowers, acting assistant deputy secretary, said the Office of Civil Rights has received four complaints - involving North Carolina, Texas, Ohio and Nevada - prior to the one from the Louisiana parents. These were resolved by adding summer school and accelerated programs geared toward the tests. "What we have never done is require the state to stop using the tests," Ms. Bowers said. Parents for Educational Justice tried unsuccessfully in federal court last spring to prevent the state from using the test to determine a students' academic fate.

Accreditation is important as a way of validating a given school, or department within a school; it proves the organisation has been thoroughly investigated by a group of impartial experts and found worthy of approval. Accrediting agencies will investigate the mission statement of the organisation, require proof that the school is living up to its mission goals, met its academic standards, and also look into the financial standing of the academic institution. In most other nations, colleges and universities are chartered by their national or provincial governments. Eg., the UK the Open and Distance Learning Quality Council assesses distance learning programs. But the bad news is that investigating accreditation of US schools can be really confusing, like opening a can of worms. There are many different accrediting agencies. Also beware that many "unaccredited" US schools call themselves accredited in their prospectuses and websites.. You really need to understand what the recognised accrediting agencies are. For example, the Department of Education does not accredit any school or institution, it merely "licenses" it or approves it as fulfilling certain legal requirements in order to exist at all, ranging from incorporation to certification or other state approval. Many schools which call themselves accredited private schools are in fact "licensed" schools.

Education will be a top priority for Louisiana's next governor

The gubernatorial candidates attended a forum held Friday by the Louisiana School Boards Association, which is holding its annual convention at the Monroe Civic Center. The candidates who participated in the Friday forum included Lt. Gov. Kathleen Blanco, former state Senate President Randy Ewing, state Attorney General Richard Ieyoub, former congressman Buddy Leach, former Legislative Auditor Dan Kyle and state Treasurer John Kennedy.
"I would demand education be funded first before anything else," Blanco said. "That's a way to make education a top priority."
Ewing said the state's government and Minimum Foundation Program funding should be restructured. Ewing also supports limited use of vouchers for failing schools. "Classroom expenditures must be prioritized," Ieyoub said. "There's still a terrible gap between the schools that are passing and those that are failing." Kennedy supports maintaining the state's accountability program and would try to pass a law that all state officeholders serve a short time as a substitute teacher in a public school, which he believes would encourage legislators to solve the problem of low teacher pay. Kennedy also doesn't support the use of vouchers as an option for students who attend academically struggling schools.
