Saving the Night Theft is occurring nightly before our very eyes. Increasingly, our dark nocturnal canopy is falling victim to the predatory glare of excessive and misdirected lighting, known by the popular term "light pollution." This rape of the sky's quiet majesty is not just a problem of aesthetics, however; wasted light costs us money, contributes to air pollution, compromises safety and security, intrudes onto our property, and invades our privacy. And although the solution is really quite simple, it will take a concerted and cooperative effort by all of us to address the situation properly.
The culprit in this luminous larceny is misdirected light, illumination gone astray. Light intentionally directed upward, often seen lighting billboards and public buildings, is the worst offender since much of it simply splashes beyond its intended target. Other instances of misdirected lighting result from poorly shielded fixtures that still allow light to escape upward and horizontally. Such illumination not only destroys the beauty of the starry night but actually hinders the eye's ability to see by creating both glare and deep, dark shadows. In fact, poorly designed lighting installation along thoroughfares may affect a driver's vision in much the same way as do oncoming highbeam headlights.

Introduction
As we approach the millenium, most amateur astronomers are acutely aware of the problems of light pollution and the difficulties associated with observing the night sky in heavily populated areas. They also probably feel that things will only get worse.
Light pollution is a rather all-encompassing expression describing the light which hinders observation. It has several sources, including natural ones such as the light generated by the bombardment of the upper atmosphere by solar radiation. However, the most pervasive source of light pollution is the glare associated with the street lighting in built up areas. Short of moving house, there is little the individual urban amateur astronomer can do to eliminate this problem. There is some hope, however. Filtering the light pollution and viewing only the wavelengths of light of interest is one way of achieving good results.
A recent lecture at Manchester Astronomical Society illustrated the manufacturing technology which is used to make filters to reject the unwanted light. This brief paper describes the efforts under way in Manchester to make routine light pollution filtering a realistic goal.

State Commission Reports on Light Pollution
Eatontown Environmental Commission member John Batinsey, who chaired the Light Pollution Study Commission, suggests contacting the Governor's office or your legislators to encourage action on the recommendations in the report. He says that this year the NJ DOT revised its roadway lighting policy and is now maximizing the use of cutoff luminaires to improve the quality of lighting. The New Jersey Highway Authority is presently installing only cutoff lighting as new installations and replacements on the Garden State Parkway. The New Jersey Turnpike Authority continues to maintain its policy of using cutoff or equivalent luminaires. In 1993, the state legislature established the New Jersey Light Pollution Study Commission to consider the problem of light pollution, the potential for monetary savings and other benefits from reducing light pollution, and the recommended steps to address this issue. The first meeting of the Commission was held March 1995 and in April 1996 it submitted its report to the Governor and legislature. The report's introduction states:
    The causes of light pollution are many and the effects can be glare, energy waste, light trespass (nuisance light) and sky glow. Most glare can and should be prevented. Glare affects the ability of drivers to perceive objects or obstructions clearly. Particularly sensitive to this problem are elderly drivers.

Department of Astronomy, University of Padova Light pollution : measurements and means of intervention. This was the title of the meeting organized in Asiago (October 5/6 1995) by the Department of Astronomy of the University and the Astronomical Observatory of Padova, which summoned astronomers, lighting engineers, architects and technicians. They discussed the possibility of ensuring a well planned private and public external lighting disposition of high technical quality and, at the same time, such that it minimizes light dispersion outside the area to be illuminated. Very often in fact, illumination plants waste a lot of light towards the sky in such a way to greatly obstacle the efficiency of the instruments astronomers use to observe celestial objects. But the night landscape of Asiago, as everywhere else on this planet, is a preciuos gift even for naked eye observations and from a naturalistic point of view. The darkness of the skies of Asiago in the forties was one of the reasons this small town was selected as site of the Astrophysical Observatory, with the largest (at the time) telescope in Europe.

Our goal is to encourage quality lighting! We are NOT against night lighting. The 100 inch diameter telescope at Mt. Wilson Observatory, which overlooks the Los Angelas basin, is only 11% as effective as when it was built. This telescope is severely limited in its research capabilities because of light pollution. 1 billion dollars ($1,000,000,000) is wasted each year in the United States by lighting up the sky. This wasted light serves no purpose for safety, security or utility......it is simply wasted energy! We want to start NOW to preserve as best as we can the sky above Holmes Park and Hyde Observatory. Components of light pollution include:
  • Light trespass - Spill light coming from another property.
  • Glare - From seeing the bright filament of an unshielded light, troublesome and dangerous.
  • Clutter - Excessive grouping of lights, causes confusion as well.
  • Energy waste - Costing us over One Billion Dollars a year in the U.S.A. alone.
  • Urban sky glow - Domes of light over cities. Blocks out faint objects such as the Milky Way, Nebula and distant galaxies. Only a few bright stars can be seen from the city.
    SOME TYPES OF LAMPS:
    Low Pressure Sodium (LPS) fixture produces a yellow tint.

    Yerkes Observatory and Light Pollution
    The night-time sky at Yerkes has become increasingly brighter over the last 15 years, due to light pollution. Measurements made in the spring of 1998 showed the sky brightness measured at a 70 degree elevation to be about twice what they were 10 years before. I had noticed that, between 1995 and 1998, the darkness had deteriorated to the extent that I no longer needed a torch (flashlight) to walk home after sunset. In August of 1998 I took a series of horizon pictures from the catwalk of the 40-inch refractor. These pictures were taken just after midnight on a moonless night, with an f/3.5 aperture and 2-minute exposures on ISO 200 film. The pictures below show (going from left to right) the views looking (i) South-West, (ii) South-East, (iii) East and (iv) North-West. Click on a thumbnail for a larger version. As can be seen, the sky is pretty bright. The most suprising thing was to find that the darkest part of the horizon is looking towards the South-East, which is the direction of Chicago! Clearly our light pollution problem is dominated by light from the local communities. In February of 1999 I approached the Williams Bay village board to see if I could give them a presentation on this problem. Williams Bay had a section in its building code on lighting, but it was very limited in its scope and was largely being ignored. In March I gave a presentation to the Village Board which received a favourable response. Over the spring and summer of 1999 I drafted a lighting ordinanace with their input, and this was adopted by Williams Bay in September of 1999.

      Villains and Heroes of Lights and Lighting Fixtures If we are to reduce the effects of light pollution, we must learn about the types, both good and bad, of fixtures used in outdoor lighting. Some of these are heroes: They save energy, direct light to where it is needed, and add to the ambiance of our nighttime environment. Others are villains that waste energy, spill light in all directions, produce glare, and ruin the beauty of the night. the Villains Globes and similar fixtures. These usually consist of a transparent or translucent "ball" or cylinder with a lamp bulb inside, sitting atop a pole. They look attractive in the daytime when they are not turned on. In fact, this type of fixture is often chosen for this very reason. These lights are villains because when turned on at night, they radiate not only in the direction where illumination is needed, but in all directions - more than half the light is directed upward to add to the sky glow and sideways to cause glare. Much of the rest is not doing any useful work in helping us see the things we need.

    Cherry Springs is a favorite camping and picnicking spot. A yearly Woodsman's Show is the highlight of the summer. The park is nearly as remote and wild today as it was two centuries ago. Cherry Springs State Park is named for the large stands of native black cherry trees in the park.     Recreational Opportunities
    Camping: Rustic sites
    Thirty (30) campsites and a sanitary dump station are available. The campground is open from the second Friday in April and closes at the end of antlerless deer season in December. All sites include a picnic table, lantern hanger and fire ring. Reservations are not accepted. Go to camping for more information.
