    Abstract:
This article describes what a GIS is and its implications for incorporation into a library environment. It raises a variety of questions regarding staffing needs, choice of a GIS product or array of products, and the level of service that will be provided that need to be answered before deciding to make GIS available in your library. Any relational database allows for queries to determine what records in a dataset meet criteria decided upon by a user. That is, an individual can run a query that uses particular parameters that must be met in order to be included in a subset of the original dataset. Spatial queries allow an operator to select one or more features (individual records in a dataset) in a given theme or layer of information by using the features of another theme. This process allows for a resolution of issues like proximity, containment, and adjacency. Questions like the following might be answered by a spatial query: What communities does a particular freeway pass through? How many nesting sites are within a breeding area? Which privately owned parcels are adjacent to county parklands? Where are the instances of the outbreak of a particular disease caused by airborne agents that are within a mile of manufacturing plants storing toxic materials?

    The quiet revolution: Inter-library
    loan and document delivery

A recent seminar at the National Library of Australia raised some critical issues on high-performance Inter-Library Loan (ILL) and Document Delivery (DD). The National Resource Sharing Working Group (NRSWG) arranged the presentation as part of its role to raise the focus of ILL/DD issues and ensure that a robust, reliable and cost-effective interlending system, built on cooperation and agreed service standards and policies, is in place to serve Australian libraries and their users. The seminar was presented in October by Mary Jackson of the Association of Research Libraries (ARL) in the US. She presented key findings of the Interlibrary Loan and Document Delivery Performance Measures Study she had undertaken for the ARL. Ms. Jackson was Principal Investigator of the two-year investigation of the performance of ILL operations in 119 North American research and college libraries. She has since been running a series of institutes around the US and speaking to people worldwide to publicize findings of the study and to use them as a mechanism for improving ILL/DD practices. She indicated that the study investigated four main performance measures, namely: direct cost, turnaround time, fill rates and user satisfaction, to discover the characteristics of high-performing borrowing and lending libraries.

To provide 4X improvements in time-to-market, life-cycle cost, and design quality, Lockheed Martin's Martin Marietta Laboratories is uniquely combining the three elements of the RASSP technology triad methodology, Model Year Architecture, and design environment into an integrated, rapid prototyping environment.
    1. Problem
Today's military designs are the product of a long, serial design cycle that has limited ability to respond to changing requirements and technology. Current practice surveys as detailed by V.K. Madisetti in the last issue of the RASSP Digest indicate that today's developments require anywhere from 37 to 73 months. Commercial processor technology offers significant capability upgrades every two to three years, yet typical military development/deployment cycles are more than five years. The result-technology in the fielded system is one to two generations behind the state-of-the-art at the time of deployment.
Technology obsolescence is further exacerbated over the life cycle of the system. The platform life cycle for military systems is often more than twenty five years, and the DoD focus is on further extending life cycles. Systems can thus be upgraded 8-10 times over their operational lifetime, with about half of these required to meet new operational requirements.

Dolphin Technology 0.13-micron Library Added to Growing List of Libraries Pre-qualified for Magma Flow
CUPERTINO, Calif., July 11, 2002 Magma Design Automation Inc., (Nasdaq: LAVA), a provider of chip design solutions, today formalized a program to pre-qualify libraries for customer-owned tooling (COT) flows based on Magma's integrated circuit (IC) implementation system. With its FixedTiming ? methodology, gain-based synthesis and unified data model architecture, only Magma's IC implementation system can leverage the pre-qualified libraries to deliver significantly improved performance. Magma has been working for years with leading library vendors and foundries to analyze and optimize libraries to maximize the quality of design results and minimize the design closure cycle for Magma users. As a result of these efforts, Magma has developed a comprehensive qualification process that includes generation and verification of parasitic, design, antenna and electromigration rules as well as routability analysis. Through this qualification process Magma ensures that libraries are complete, include correct design rules and are ready for immediate use in the Magma flow. Dolphin Technology, Inc., a leading provider of high-performance Semiconductor Intellectual Property (SIP) blocks that include embedded memory and memory compiler products, high performance and standard IOs and high-performance standard cell libraries, is the most recent partner to benefit from Magma's library qualification process. Dolphin's 0.13-micron library targeted to a leading foundry process is available now.

Appendix D Revenue and Cost Reduction Initiatives I. Cost Reduction Opportunities Tier I Suggestions: a) Encourage schools and public libraries to jointly plan and utilize local telecommunication facilities. Possible savings are $20 million b) Encourage the use of Community Colleges, Vocational Schools and the State University system to develop a program whereby technical students can provide support to K-12 schools for the installation and maintenance of the technology system. Possible savings are $5000 per year per school, for a five year total of $57 million c) Develop a program whereby teachers, students, librarians and administrators can pay a portion of the purchase price of the computers, and own the computers after a predefined period of using the equipment on behalf of the schools or libraries. If the split were to be 50-50 for lap top computers only, the savings would amount to approximately $40 million d) In the context of a NJ Board of Public Utilities proceeding, seek approval of preferential rates and/or discounted tariff rates with all telecommunication providers for services offered to schools and libraries. Plan assumes a 15% reduction in overall tariff network charges.

County law libraries in Washington State were established in 1919 by RCW 27.24 to provide access to legal information to the courts and the bar, and also to the public in counties which have the staff available to assist the public. It is our collective mission to provide the best possible service to our communities, by connecting people to the information they need to effectively participate in the justice system. We do this by maximizing available resources through our in-house collections of legal materials in print and in CD-ROM, through resource sharing with other libraries, through Internet resources, and through referral to other agencies as needed. We strive to serve as a community access point for legal information.

We are passionate about our work at SIGNITEK. Identify the optimal tool for the job! It's no accident that professional construction workers use power tools extensively and so should you. We believe in asking "could this job be done more efficiently with another language, vendor or operating system?" Make no mistake! Some jobs require hand crafting with hand tools like assemblers. Other jobs that don't require portability can be done with Visual Basic. Still others can use Java. Be aware of what tools are in the tool chest. Always identify perils, merits and alternatives! Unlike other consultants, we are not going to sugar-coat anything. If you have chosen to employ or receive training on a particular product, programming language or operating system, we believe we owe it to you to identify both the perils and merits of that choice. And we will also identify alternative approaches. Alternatives will help give you the big picture and provide backup strategies. They also help you understand if you are trying to accomplish something the inventors of the technology never anticipated a precarious place to be. Knowing the perils is more important than the merits!

This paper outlines a series of quantitative and qualitative models for understanding and evaluating the use of electronic scholarly journals, and summarizes data based on the experience of Project Muse at Johns Hopkins University and early feedback received from subscribing libraries. Project Muse has been produced from the outset for usability, with a focus on user-centered features. This has evolved as a participative and interactive process, soliciting input and feedback from users, and integrating user guidance components into the system. An online survey is available to all users and libraries are providing information about the local implementation and the results of campus and community focus group discussions on Project Muse. As the number of subscribing libraries expands and the activity grows, a valuable database of user experiences, attitudes and behaviors will accumulate. A new feature will be the ability to track and analyze individual search sessions and to observe closely user activities. This will enable monitoring the impact of new capabilities and the efficiency of searching practices.

    http://www.chiefsymbols.com/3Drevolve.html
Part I: 3D Revolve GENERAL PRINCIPLES
There isn't really a "Revolve" command in Chief whereby you can, using standard 3D modeling techniques, revolve a profile around an axis to create a new surface or solid. You can, however, make Chief behave as though there is one with the new moulding tools in Chief Architect v7.0. One of the keys to maximizing Chief’s potential is to not limit the functionality of objects by their standard names. As such, manually created roof planes can serve as ramps when placed on the ground; windows with small diagonal lites can serve as chain link fence or latticework; and soffits can serve as just about anything basically cubic or rectangular, as well as being able to represent many sloped objects. With the advent of Chief v7.0, soffits and cabinets can now bear mouldings – but that doesn’t mean they have to be used as cabinets or soffits. Cabinet and soffit objects can be reduced in their various dimensions so that they serve merely to “carry” the mouldings they bear – and the mouldings can be offset in height so as to conceal the carriers to which they’re attached. Cabinets are very useful items to serve as carriers for mouldings - much more so often than soffits, because cabinets can be rounded whereas soffits can only have straight sides.
