History and Government
History: Prior to the 19th century, the region now known as Liberia was inhabited by tribes originating from the Sudan. These tribes fall into three main groupings: the Kru group, who have a seafaring tradition; the Mande-speaking group, who have a rich and influential reservoir of tribal traditions; and a third grouping with a farming tradition. Modern Liberia came into existence as a result of negotiations conducted between local rulers and the representatives of settlers from the USA, mostly freed black slaves who were encouraged to resettle in the lands of their forebears and were aided by various philanthropic organisations in the USA. They controlled Liberia almost exclusively for more than 100 years from the early 19th century.

Government: The Constitution accepted in the 1995 political settlement is largely based on the 1986 version. It allows for a bicameral legislature comprising a 26-strong Senate, whose members are directly elected for nine-year terms in two-seat constituencies, and a House of Representatives with 64 members directly elected to serve six-year terms in single-seat constituencies. Executive power is vested in the president, who is also elected for a six-year term of office, assisted by an appointed cabinet of ministers.

It has long been the case that people who point out the country's poor human rights record live under constant threat. Some have been forced to flee the country in fear for their lives. In late 1998, James Tohr , executive director of FOCUS, a child rights group, was arrested and beaten in detention. He was forced to flee for his own and his family's safety. In March 2001, James Nyepan Verdier executive secretary of the Catholic Justice and Peace Commission, received continued threats after publishing a report exposing human rights violations. In November 2000 the Center for Democratic Empowerment was stormed by "war veterans" in an attempt to stop activists from campaigning on democracy and arms transfer issues. The proliferation of small arms, such as rifles, handguns and landmines, is the main focus of attack by the Democratic Empowerment Commission.

Demands, Expresses Concern at Threat to Regional Stability
Deeply concerned about the threat to regional stability posed by the situation in Liberia, the Security Council this afternoon condemned the failure of the Government of that country, other States and non-State groups to comply with the arms embargo and other provisions of its resolution 1343 of 2001.
Through a wide-ranging statement read out by its President, Alfonso Valdivieso of Colombia (document S/PRST/2002/36), the Council expressed particular concern over recent violence that included armed attacks by the Liberians United for Reconciliation and Democracy (LURD) rebel group, which was producing widespread refugee flows and displacement within the country, exacerbating the humanitarian situation and fuelling the movement of irregular combatants and weapons throughout the region.  The statement noted the continuing import of weapons in breach of the arms embargo.
The Council proposed the development of a comprehensive strategy among the international community to address the situation, according to the statement, and was considering an assessment mission to the region in the first half of 2003.  As part of the comprehensive strategy, the Council would maintain its support for the Rabat Process, under the sponsorship of the King of Morocco, and it strongly encouraged Guinea, Sierra Leone and Liberia to follow up on measures towards confidence-building and security.

January 22, 2003 COUNTRY DESCRIPTION: Liberia is a western African country that is suffering from continuing instability and war. An elected government was installed in August 1997, but little progress has been made toward the following goals: resettlement of refugees and displaced persons, reintegration of former combatants, reconstruction of the country's infrastructure, respect for human rights and the rule of law, a stable environment for economic development, and the elimination of corruption. By most measures, it is one of the poorest countries in the world. Tourism facilities are poor or, in many cases, nonexistent. The capital is Monrovia. The official language is English. ENTRY/EXIT REQUIREMENTS: A passport and visa are required, as is evidence of a yellow fever vaccination. There is a US $40 airport tax on departing passengers. For persons who are traveling from countries that do not have a Liberian embassy or consulate, an airport entry visa may be obtained, but the Liberian Bureau of Immigration and Naturalization must authorize the visa in advance of arrival. March 26, 2003 This Travel Warning is being issued to reflect an expansion in the area of fighting in Liberia, the inability of U.S. diplomats to access and provide emergency services in much of the country, and statements by Liberian officials that could incite violence against Americans. Together these factors represent a deterioration in the security environment. This supersedes the January 17, 2003, Travel Warning for Liberia. The Department of State reaffirms its warning to U.S. citizens against traveling to or remaining in Liberia due to the unstable security situation throughout the country. During the last year, rebels have clashed with government troops in a number of areas, including the counties of Bomi, Bong, Gbarpolu, Grand Cape Mount, Grand Gedeh, Lofa, and Margibi. The fighting may spread to other areas without warning. While fighting tends to increase during the dry season, acts of organized violence can occur at any time. Due to the fighting, principal roads to Sierra Leone and Guinea, and from Monrovia to the western part of the country, are closed. Other roads may also close. There is also a high threat of common crime. The presence of heavily armed government security personnel can constitute a serious danger as well. Military roadblocks throughout the country serve as potential flash points. Furthermore, inflammatory statements by senior Liberian government officials regarding U.S. policies and presence in Liberia could incite violence against American interests.

    Up to 80,000 Liberians fled their homes during the year, while some 2,000 refugees repatriated to Liberia.
    At least 60,000 refugees from Sierra Leone remained in Liberia at the end of 2001.
    Pre-2001 Events
    More than 80 percent of all uprooted Liberians have returned home, but sustained peace has eluded the country. Insurgent attacks in remote northern Lofa County began in 1998 and intensified during 2000, pushing an estimated 50,000 persons from their homes. Under the guise of fighting insurgents, Liberian government forces committed widespread abuses against local populations.
    2001 Politics and Violence
    The number of Liberian casualties remained unknown. Government troops killed, detained, or raped local residents during the year, according to Human Rights Watch. Residents in the conflict zone reported that government soldiers forcibly conscripted young males. Government troops tortured suspected dissidents, Amnesty International charged.
    The UN Security Council slapped sanctions on Liberia in mid-2001 to block Liberian diamond sales, restrict international travel by top Liberian officials, and sustain the arms embargo. A UN investigation found, however, that Liberian officials were effectively circumventing the arms embargo.

    Liberia : Forest destruction backed by the government Liberia hosts the last two significant blocks of the remaining closed canopy tropical rainforest within what is known as the upper Guinea Forests of West Africa, which spans Ghana, Cote d’Ivoire, Liberia, Guinea and Sierra Leone. The original extent of tropical rainforest in the upper Guinea forest is estimated at 727,900km , but has shrunk to about 92,797km , which represents only 12.7% of its original size. Liberian forests account for 44.5% of the remaining 92,797km followed by Cote d’Ivoire with 29.1%. This region holds a rich biodiversity, with over 2000 species of plants of which 240 are valuable timber species (see WRM Bulletin 44). In January 2000 the government announced it was cancelling all concession agreements and that only applications for concessions of more than 300,000 acres would be granted. While the FDA insisted that this new measure was aimed at maximizing national income and promoting the sustainable utilization of the forest, it is now apparent that the actual motive was to grant larger concessions to few foreign giant logging companies. This is proven by the fact that areas seized from smaller companies were immediately redistributed amongst giant companies. The OTC agreement has been and still is subject of much speculation and criticism. Ownership of the OTC is yet somewhat uncertain, and while some believe that the Indonesian Djan Djanti Group is the OTC’s parent company in Asia, others point at the Hong Kong-based Global Star Group.
