UN Boss Reports On Liberia Calls for Non-Violent Engagement By Jerome Dalieh News (Monrovia) November 4, 2002 United Nations Secretary-General Kofi Annan says he does not believe that a sustainable solution to Liberia's multiple challenges can be found through military means. Mr. Annan has therefore urged the United Nations (UN) Security Council to remain engaged with the Liberian Government and its people. The UN Security General made these observation recently in his report to the Security Council regarding the crisis in Liberia. In his report, Mr. Annan also observed that "peace in Liberia is vital not only for efforts to put an end to the suffering of the Liberian people, but also to help consolidate the important gains made in Sierra Leone within the wider framework of promoting sustainable peace and security in the subregion." Mr. Annan then told the security Council that he regards as encouraging recent indication by the Government that it is prepared to engage in dialogue with the dissident Liberians United for Reconciliation and Democracy (LURD), as long as that group agrees to stop fighting. The LURD had been engaged in military warfare to unseat the Liberian Government since 1999. In addition to the rebel war, a UN Security Council's sanction regime remains imposed on the Liberian Government on suspicion that the Government had been a principal source of support to the defunct RUF rebels in Sierra Leone. Although the Liberian Government had persistently denied the allegations, international travel restrictions were placed on all senior Government officials, including their associates, and a ban on diamond exports.

The report which relied almost exclusively on inputs from ECOWAS, UNAMSIL and UNOL, however, fell shot of calling for the lifting of sanctions imposed on Liberia since April 2001. In the report released May 6, 2002 Dr. Annan said the review of the report received from ECOWS, UNAMSIL (UN Military Mission in Sierra Leone) and the United Nations office in Liberia (UNOL), indicated that there was no proof that Liberia was involved with the destabilization of neighboring Sierra Leone or any other country in the region. Even though the reporting organizations acknowledged that they lack "the appropriate capacity to provide independent confirmation of the claims by the government of Liberia regarding its compliance with the demands "they were unanimous that there were reversible peace gains in Sierra Leone.

He is the prime suspect named by the US for the terror attacks at the World Trade Center and the Pentagon. Police Director Paul Mulbah said anyone now involved with the photos would be treated as "terrorists". Bin Laden has denied any responsibility. Arrest for Liberians selling or buying Bin Laden posters The weekend directive followed a brisk trade by newspaper vendors and street sellers in the capital of pirated and copied photographs of Saudi dissident Bin Laden. The Police Director said although people buying the pirated photographs of Bin Laden were doing so "out of mere curiosity", it could give a negative interpretation of the situation. Thousands fled He said if the sales were left to go on unchecked, it would appear as if Liberians were happy with the Saudi-born "terrorist."

Liberia (Notes) Liberia - Government and Political Conditions (Notes) GOVERNMENT AND POLITICAL CONDITIONS Doe's government increasingly adopted an ethnic outlook as members of his Krahn ethnic group soon dominated political and military life in Liberia. This caused a heightened level of ethnic tension leading to frequent hostilities between the politically and militarily dominant Krahns and other ethnic groups in the country. Political parties remained banned until 1984. Elections were held on October 15, 1985 in which Doe's National Democratic Party of Liberia (NDPL) was declared winner. The elections were characterized by widespread fraud and rigging. The period after the elections saw increased human rights abuses, corruption, and ethnic tensions. The standard of living, which had been rising in the 1970s, declined drastically. On November 12, 1985, former Army Commanding General Thomas Quiwonkpa invaded Liberia by way of neighboring Sierra Leone and almost succeeded in toppling the government of Samuel Doe. Members of the Krahn-dominated Armed Forces of Liberia repelled Quiwonkpa's attack and executed him in Monrovia. On December 24, 1989, a small band of rebels led by Doe's former procurement chief, Charles Taylor invaded Liberia from the Ivory Coast. Taylor and his National Patriotic Front rebels rapidly gained the support of Liberians because of the repressive nature of Samuel Doe and his government. Barely 6 months after the rebels first attacked, they had reached the outskirts of Monrovia.
