General Information
The Indiana University School of Law - Indianapolis is one of two law schools in the Indiana University system. With an enrollment of approximately 850 students, it is the largest law school in the state of Indiana. Occupying a spacious new, technologically advanced building in the city of Indianapolis, the school is located on the campus of Indiana University - Purdue University at Indianapolis, which has an enrollment of 28,000 students.
The School has enjoyed great success for over one hundred years in preparing students for legal careers. One important measure of this success is the prominent positions graduates have obtained in the judiciary and other branches of government, business, positions of civic leadership, and law practice. Background

Section 27 of the Federal Deposit Insurance Act ("FDI Act") ( 12 U.S.C. 1831d
("section 1831d") establishes the maximum rates that insured state-chartered depository institutions and state-licensed insured branches of foreign banks (collectively, "State banks") may charge their customers for most types of loans. Section 1831d is patterned after and has been construed in pari materia with section 5197 of the Revised Statutes (12 U.S.C. 85) ("section 85" of the National Bank Act ("NBA")). Like section 85, section 1831d has been construed to provide State banks with "most favored lender" status and to permit State banks to "export" interest charges allowed by the state where the lender is located to out-of-state borrowers.
Since the enactment of the Riegle-Neal Interstate Banking and Branching Efficiency Act of 1994, Pub. L. 103328, 108 Stat. 2338 (1994) ("Riegle-Neal Act") and the Riegle-Neal Amendments Act of 1997, Pub. L. 10524, 111 Stat. 238 (1997) ("Riegle-Neal Amendments Act") (collectively, "Interstate Banking Statutes") questions have arisen regarding the appropriate state law for purposes of section 1831d that should govern the interest charges on loans made to customers of a State bank that is chartered in one state (the bank's home state) but has a branch or branches in another state (the host state) (an "Interstate State Bank"). These questions have not previously been addressed by the Legal Division. Therefore, this General Counsel's Opinion sets forth the Legal Division's interpretation of section 1831d as it relates to the Interstate Banking Statutes to provide guidance in this area to State banks and the public.

Finland has a mixed presidential/parliamentary system with executive powers divided between the president, who has primary responsibility for national security and foreign affairs, and the prime minister, who has primary responsibility for all other areas. Constitutional changes made in the late 1980s strengthened the prime minister who must enjoy the confidence of the parliament (Eduskunta) at the expense of the president. Court House The Legislative Branch has the power to make laws. Maine's Legislature is a bi-cameral Legislature made up of the Senate and the House of Representatives. The Senate has 35 members who are elected every 2 years, and the House has 151 members who are also elected every two years. In Maine, no Senator or Representative may serve more than four consecutive terms. For a Bill to become a law, it must pass through four steps in both the House of Representatives and the Senate; 1st reading, 2nd reading, engrossment and then enactment. If the House members vote to enact a bill, it is sent to the Senate for enactment and then to the Governor to sign into law. The Governor may either approve or veto any law. The Legislature however, can override a veto by a two-thirds majority vote by members of both the Senate and the House. The Executive Branch is responsible for execution of the laws created by the legislature. This branch is headed by the Governor, whose powers include the ability to call the Senate and House of Representatives into session and to either approve or veto any bills that may be passed by these two branches of the legislature. The Governor is elected every four years, and no individual may serve more than two consecutive terms in this office.
