    Environmental education in the National armed forces

    The Ministry of Defence and the structures subbordinated to it, whose primary purpose is to ensure the defence of the state, is at the same time an integral part of Latvian society. In peacetime, they like the rest of society, have to ensure the observance of the demands of ecological security and environmental protection in military facilities and other locations of military activity. Since the main function of armed forces is the defence of the suovereignity of the state and the repulsion of military threats, in carrying out their primary function, they at the same time also take care of ecological security. War and military conflicts constitute the greatest ecological threat and risk. It is warfare that very often causes the greatest damage to the environmnet. The development of an environmental protection education system for military personnel has to be a priority for the ministry of defence and the National armed forces. Commanders of every rank have to observe environmental protection regulations. The educational process has to be precisely organized taking into account the requirements of Latvian legislation and international conventions on the environment. The Ministry of Defence and National armed forces strategy for environmental protection was endorsed on August 17, 1999 by order of the minister. According to the plan, within environmental education, the priority is placed on the development of an education system for National armed forces military environmental specialists and on environmental protection courses in the training programs of all Latvian military personnel. The aim is to give the National armed forces the necessary number of well-trained environmental experts and to educate military personnel and employees of the armed forces. This educational program is carried out both in the National Defence Academy and in the National armed forces.

It was the first time this native Latvian had visited his homeland since he fled the country with his family when he was only 9 years old because of Communist rule. As a Fulbright Fellow at the University of Latvia, Bunske taught courses in cultural principles of geography and the historical geography of the American West. Bunske taught his lectures in Latvian, a language he had forgotten but relearned as he taught. "It is wonderful to grasp the beauty of being able to use your own language. It is indescribable," he said. Last spring, he also was granted an honorary doctorate of geography by the Ministry of Education and the University of Latvia, in recognition of his contributions to education and research. Bunske said, "The country is the same as I remember it, only now it is economically and socially devastated." Bunske said his most valuable experience was "getting rid of the pain and hurt that I felt about having to flee my country. Having the privilege and good luck to go back was a payback for all wonderful things that have happened to me in the U.S.," he said.     Between 55.40 and 58.05 latitude and 20.58 and 28.14 longitude, Latvia lies on the eastern shores of the Baltic Sea on the level northwestern part of the rising East European platform. About 98% of the country lies under 200m elevation (640 ft.). The damp climate resembles New England's. With the exception of the coastal plains, the Ice Age divided Latvia into three main regions: the morainic Western and Eastern uplands and the Middle lowlands. Latvia holds over 12,000 rivers, only 17 of which are longer than 60 miles, and over 3,000 small lakes, most of which are eutrophic. Woodland, more than half of which is pine, covers 41% of the country. Other than peat, dolomite, and limestone, natural resources are scarce. Latvia holds 531km (329 mi.) of sandy coastline, and the ports of Liepaja and Ventspils provide important warm-water harbors for the Baltic littoral, although the Bay of Riga itself is rather polluted. Today, Latvia is slightly larger than Denmark, Estonia, the Netherlands, and Switzerland. Its strategic location has instigated many wars between rival powers on its territory. As recently as 1944, the U.S.S.R. granted Russia the Abrene region on the Livonian frontier, which Latvia still contests. Official Name: Republic of Latvia
