Despite exponential increases in Internet investment and access, Latin America's e-commerce consumer market figures to remain largely untapped for years to come, according to analysts specializing in the region. For example, the number of Latin Americans with Internet access is expected to quadruple over four years but only to six percent of the total population. That figure will look stark next to the 70 percent of U.S. citizens that are expected to have online access by 2003, according to International Data Corp. Internet analyst Marc Alexander. "Clearly, just getting the masses of users onto the Net is a huge hurdle," Alexander told the E-Commerce Times. Credit Where Credit Is Due The prohibitive cost of Internet access and security fears have often been cited for depressing the Latin American online population. However, one reason that has been downplayed, according to Jan Smith, managing director and co-founder of market research firm InfoAmericas, is the remedial status of payment technologies in the region. "For consumer purchases to take off," Smith told the E-Commerce Times, "even if the concerns of fear were overridden and consumers got confidence and overnight said, 'We're gonna start buying,' and you had this massive surge in consumer purchasing, the infrastructure of consumer sites is not ready."

Senator Fulbright:
Appraisal of US Policy in the Dominican Crisis, September 15, 1965
U.S. policy in the Dominican crisis was characterized initially by over-timidity and subsequently by over-action. Throughout the whole affair it has also been characterized bv a lack of candor. These are general conclusions I have reached from a painstaking review of the salient features of the extremely complex situation. These judgments are made, of course, with the benefit of hindsight and, in fairness, it must be conceded there were no easy choices available to the United States in the Dominican Republic. Nonetheless, it is the task of diplomacy to make wise decisions when they need to be made and U.S. diplomacy failed to do so in the Dominican crisis. . . . I am frankly puzzled as to the current attitude of the U.S. Government toward reformist movements in Latin America. On the one hand, President Johnson's deep personal commitment to the philosophy and alms of the Alliance for Progress is clear; it was convincingly expressed, for example, in his speech to the Latin American Ambassadors on the fourth anniversary of the Alliance for Progress-a statement in which the President compared the Alliance for Progress with his own enlightened program for a Great Society at home. On the other hand, one notes a general tendency oil the part of our policy makers not to look beyond a Latin American politician's anti-communism. One also notes in certain Government agencies, particularly the Department of Defense, a preoccupation with counterinsurgency, which is to say, with the prospect of revolutions and means of suppressing them...

Globalization, the environment and sovereignty in Latin America
For those of us monitoring the link between social justice and the environment, ISLA’s monthly publication has become a well that never runs dry. Articles abound, particularly in our Andean service. Nevertheless, there is much more to say and we have included relevant articles from alternative sources in the Special Reports section of this website. The Special Report segment begins with the prophetic words of Vandana Shiva, found while combing the internet for tidbits on genetically modified crops in Latin America. Her quote characterizing World Trade Organization’s regulations on intellectual property rights as a form of colonialism accurately sums up the current state of affairs. In fact, as if made to order, the conquistador mentality rears its ugly head in an August 2002 Miami Herald article included in ISLA’s Peru service. It reads “A new ‘slipper orchid’ found in Peru could be the most important orchid discovery of the past 100 years, and it’s turning the highly competitive industry into even more of a hothouse.” Discovery?! It was purchased at a roadside stand in Peru. Now the orchid is named for its “founder” –leaving the reader with visions of Christopher Columbus. It is entirely possible that Peru has become the global epicenter of food sovereignty issues. Efrain Zunia Molina of the Association of Maca Producers of the Mantaro Valley dubbed the Andean region “the world capital of biopiracy” (Farmers and Indigenous People Denounce Patents on Maca, ISLA web-site, Special Reports segment). Numerous articles appearing in ISLA’s monthly publication have demonstrated this to be true. Perhaps the most moving article documents the resistance of farmers in Tambogrande, Peru to the threats and bribes of Manhatten Minerals (ISLA, June 2002, page 169.)

Crime, disease and moral decline threaten societies COMMENTING FROM WASHINGTON
The more than 38,000 people interviewed in the Global Attitudes survey are overwhelmingly dissatisfied with the way things are going in their countries today. Solid majorities in nearly every country in every region surveyed say they are unhappy with the state of their nation.
Although just 4-in-10 Americans (41 percent) have a positive view of national conditions, people in the United States rank as one of the more contented populations in the world. Canada is the only country in the West where a majority of those surveyed (56 percent) is satisfied with the way things are going. The other relatively happy publics are in less open societies: China, Pakistan, Uzbekistan and Vietnam.
There are great disparities in national satisfaction within and between regions. People in Canada and the United States are four times more likely than Latin Americans to express satisfaction with the state of their nation. There is a smaller but still substantial divide in Europe. People in Western Europe are twice as likely as those in most East European nations to give a positive rating to national conditions, though Czechs have more in common with the west than the east on this question.
Similarly, respondents in China and Vietnam are much more satisfied with their country than are people in most other parts of Asia. In Africa, satisfaction is highest in Tanzania, Angola, Uganda and Mali. All of these countries have economically outperformed their regional counterparts in recent years.

Professor Emeritus : Hani I Fakhouri Anthropology is the study of human culture in past and contemporary societies. Anthropology includes the sub-fields of archaeology, physical/biological anthropology, linguistic anthropology, and socio-cultural anthropology. The discipline of anthropology is a holistic study of humanity, our ancestors, and non-human primates. Archaeology examines the role of material culture to reconstruct culture history, including technological, stylistic, and organizational changes in past cultures. Physical anthropology is concerned with the relationships between biology and culture, including human variation and adaptation, and incorporates concerns of disease, nutrition, and forensics. Linguistic anthropology deals with the relationships between language and culture, especially the ways in which language both reflects and influences perception and world view.

The biggest minority, still underserved
Like others, Latinos need their public television Originally published in Current, Feb. 10, 2003
It’s official. Hispanics are now the largest minority group in the United States, according to figures released in January. These results from the 2000 census signal a seismic shift in the American population and should prompt a comparable change in the way public TV perceives its audiences. PBS has a golden opportunity to serve these viewers and earn their loyalty.
An all-American story told on public TV in The Fight in the Fields : Chavez and the United Farm Workers strikers, 1966 (Photo: George Ballis/Take Stock, courtesy of ITVS.) PBS must diversify its programming to survive. The system has lost both viewers and members. It’s suffering not only from cable competition but also from a major change in the country’s demographics. PBS must reel in the quarter of the population that is not only of color, but also younger on average than the traditional PBS viewer. The median age for the Anglo population is 38; for African-Americans, it’s 29; for Latinos, 25. It is clear from the many initiatives well under way that executives at CPB and PBS are pushing to create a public TV system that reflects the changing face of America, both in staffing and programming. But it is not clear that the system is responding.

Send it to a friend! AWARDS FOR WORLD MUSIC 2003 Feature: Americas Latin Links by Jon Lusk If there's one thing this year's four nominees for the Americas section have in common, it's the issue of identity. All of them have used music as a kind of psychic divining-rod in their respective quests to uncover more about their roots. And in turn, they make music which echoes this search, conveying a vivid sense of place. In a post-colonial world where globalisation and cultural homogenisation are steadily increasing, music that does this has more and more appeal to audiences looking for alternatives to bland manufactured corporate McMusic. Paradoxically, that doesn't mean these artists are oblivious to foreign influences. Quite the opposite. Los de Abajo's music has an almost schizoid quality, combining aspects of Mexican roots with internationally popular styles like ska, reggae and rock. This mix-and-match approach is typical of many twentysomething artists the length and breadth of Latin America, and their drummer Yocu Arrellano explains it thus: 'Maybe because we are looking for something, you know, maybe because Mexicans and Latin Americans, we don't have a strong nationality or a strong identity. I don't know what I am. I am half Spain, half from Mexico. So we are just looking. I think the Mexicans, we have a tradition of no nationality, of we don't know about who we are and for centuries ago, and the music of course (reflects) this thirst.'

Narco News has now confirmed: The censorship of the Burn web site by the University of California
The Narco News Bulletin has obtained copies of the e-mail correspondence between university officials and the individuals who called for censorship of the site.
Today we publish those private e-mails so that all the world can see what kind of errors in thinking and dark human prejudices lead to censorship and drug wars alike.
To make it crystal clear who is speaking, the following report is color-coded:
Copies of the emails appear in black type.
E-mail addresses appear in blue.
Narco News Commentary, in red.
Headlines placed by Narco News between the e-mails are in maroon.
Furthermore, it will be obvious that more than censorship has been at play at the University of California.
The over-reaction and fear by university officials, as stated in the correspondence below, reveals a deep, inherent and unjustifiable racism on their part against Latin Americans in general, and Colombians in particular.
This is the anatomy of censorship.
