Program Description Latin American and Latino studies is an undergraduate department that prepares students for bilingual and bicultural participation in a rapidly changing world. The department integrates the study of Chicano and Latino communities in the United States with analysis of the histories, politics, cultures, and societies of Latin America and the Caribbean. Both Latin America and U.S. Latino communities are being transformed by globalization, while deep historical legacies continue to be very present. Latin American and Latino studies courses deal with changing political, social, economic, and cultural realities, including immigration and transnational communities; gender, racial, and ethnic identities; social movements; diverse forms of cultural expression; ongoing political and economic restructuring in Latin America; and the challenges of political and economic empowerment for Latino communities in the U.S. To understand these processes, we draw from interdisciplinary perspectives including both the social sciences and the humanities.

News Bulletin Mission Statement The Latin American Public Health Council is a voluntary assembly of advocates, professionals, and community members that seeks to develop an agenda for eliminating health disparities and improving the health status of Latin Americans in Massachusetts. Why Now? The Federal Government's Healthy People 2010, America's health agenda for this decade, has two overarching goals: 1) to increase the quality and number of years of healthy life, and 2) to eliminate disparities in health status among the diverse groups that inhabit the Nation. Compelling evidence that race and ethnicity correlate with persistent, and often increasing, health disparities among populations demands the Commonwealth's attention. Indeed, despite notable progress in the overall health of the Commonwealth, there are continuing disparities in the burden of illness and death experienced by Latin Americans, American Indians, African Americans, Asians and Pacific Islanders compared to the population as a whole. Achieving the goal of eliminating health disparities will require a major commitment to identify and address the underlying causes of higher levels of disease and disability in racial and ethnic minority communities. These include poverty, lack of access to quality health services, and environmental hazards in homes and neighborhoods, among other things.

WASHINGTON, Dec 1 (Reuter) - Over 5,000 Latin Americans of
German, Italian and Japanese ancestry were taken into custody
and detained in U.S. internment camps during World War Two, an
NBC television programme reported.
NBC said its report on ``what might be one of the biggest
kidnappings in recent history'' was based on thousands of once-classified documents in the National Archives. It said the actions were part of a plan carried out by U.S. Army Chief of Staff General George Marshall, who would later be known as the author of the Marshall Plan, which helped rebuild Europe and Japan after the war ended.

A BILL To establish a commission to review the facts and circumstances surrounding injustices suffered by European Americans, European Latin Americans, and European refugees during World War II. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the `Wartime Treatment of European Americans and Refugees Study Act'. SEC. 2. FINDINGS. Congress makes the following findings: (1) The United States has long encouraged other nations to acknowledge their wartime offenses against civilians. Now, the United States Government should fully assess its treatment of European Americans and European Latin Americans during World War II and its effect on Italian American, German American, and other European American communities.

Background: It is quite well-known among historians that Peruvian Japanese were interned in the United States during World War II. However, it is not common knowledge (and at times even historians deny) that Peruvian Germans, and Germans from other Latin American countries were deported to and interned in the United States. Purpose: The purpose of this web site to help bring down the "wall of silence" on the heretofore well-kept secret of the kidnapping, arrest, internment, and deportation by the United States Government (Department of Justice and Department of State), during and after World War II, of Latin Americans of German ancestry. Facts: During the hearings before the U.S. Commission on Wartime Relocation and Internment of Civilians, Edward J. Ennis, the Director of the Alien Enemy Control during World War II, on November 3, 1981 testified: Mr. Macbeth [a member of the Commission]: Did you have any experience with the internment of enemy aliens who were outside of the United States. Mr. Ennis: Oh yes, we had two programs...Now the other program was taking alien enemies from other countries in South America...If we couldn't get the [Latin American] countries to intern them we had to transmit them to the United States for internment...It was an aborted program, I don't think it accomplished anything. It had a security purpose to do in these countries [Latin America] what we were doing in the United States, about 5,000 German aliens were interned, and a few hundred German aliens in Cuba and in other countries in South America. Graham Greene's classic tale The Quiet American, released this week in cinemas starring Michael Caine in a potentially Oscar-winning role, is still stirring up controversy over its apparent anti-Americanism. The 1955 novel tells how a British journalist duels with an American official, Alden Pyle, for the affections of a woman in Vietnam. But the story of deception and espionage also reveals how Pyle is secretly organising terrorist acts and plotting to establish a puppet government friendly to the Americans. Greene's fiction has often riled Americans, but it appears that in real life too, his views caused the US government some concern.

Former U.S. Surgeon General David Satcher will be the inaugural speaker for the spring 2003 University Lectures at Syracuse University. While Surgeon General, Satcher earned a reputation for being outspoken on controversial issues of public health policy, such as sex education, infant mortality, and cancer. He will speak in Hendricks Chapel on Wednesday, Feb. 5 at 7:30 p.m. All of the lectures are free and open to the public. By bridging the diverse interests of the University community, the University Lectures series has established a tradition of bringing to Syracuse individuals of exceptional accomplishment in the areas of architecture and design, the humanities and the sciences, and public policy, management and communications. "The University Lecture series has helped to energized the intellectual life of this community," says Vice Chancellor and Provost Deborah A. Freund. History of SER-Jobs for Progress Much has been written concerning the background of Operation SER. It is common knowledge that this program is rooted in the concern expressed by the then existing equal employment opportunity program of the Department of the Navy over the inadequate sources of recruiting and development among the proverty stricken people of the Southwest. It is known that the then Director of the Navy's program, Girard P. Clark, agreed with Roberto Ornelas, then Director of Mexican American Programs for the Navy's EEO program and with George Roybal, Industrial Employment Policy Specialist, that such a program was not only needed, but should be developed and authorized them to direct their efforts toward this end. Much has been written of the invitation extended to the American G.I. Forum by LULAC to join together and pool their resources in a regional manpower program to be called Operation SER. What followed this historic agreement - the proposal prepared by George Roybal, IEPS, Department of the Navy, which was submitted to the U.S. Department of Labor and the Office of Economic Opportunity - the creation of a national board - the funding of the proposal and the beginning of what is considered to be the most outstanding manpower program in this country is now history. But, what has never been written is the tremendous amount of time, effort, energy and dedication that led to the creation of SER, of the dreams and disillusions, of the successes and failures of those who for too long have remained unnamed, and whose contributions should never be forgotten.
