Title Index The panoramic map was a popular cartographic form used to depict U.S. and Canadian cities and towns during the late nineteenth and early twentieth centuries. Known also as bird's-eye views, perspective maps, and aero views, panoramic maps are nonphotographic representations of cities portrayed as if viewed from above at an oblique angle. Although not generally drawn to scale, they show street patterns, individual buildings, and major landscape features in perspective. The majority of items presented here are documented in PANORAMIC MAPS of Cities in the United States and Canada Albert Ruger, Thaddeus Mortimer Fowler, Lucien R. Burleigh, Henry Wellge, and Oakley H. Bailey who prepared more than fifty-five percent of the panoramic maps in the Library of Congress. Additional panoramic maps will be added throughout 1998. The mission of the Library of Congress is to make its resources available and useful to Congress and the American people and to sustain and preserve a universal collection of knowledge and creativity for future generations. The goal of the Library's National Digital Library Program is to offer broad public access to a wide range of historical and cultural documents as a contribution to education and lifelong learning. The Library of Congress presents these documents as part of the record of the past. These primary historical documents reflect the attitudes, perspectives, and beliefs of different times. The Library of Congress does not endorse the views expressed in these collections, which may contain materials offensive to some readers.

ast week's terrorist attacks on the World Trade Center will force companies to rethink how they are organized, said Joel Kotkin , a writer who studies how the technology revolution is changing American cities. Kotkin , who wrote The New Geography: How the Digital Revolution Is Reshaping the American Landscape, spoke Thursday morning at a breakfast sponsored by the New Economy Council of Greater Kansas City. The organization was formed by the Kansas City Area Development Council to attract technology companies and workers to the area. The Sept. 11 attack on New York's tallest building will cause many companies to look at dispersing employees and executives to a variety of locations, Kotkin said. "We are going to see new ways of managing risk," he said. "You are going to have to think about: Are you going to risk putting your complete intellectual capital in one building?" The terrorist attacks may accelerate a technology-driven trend already under way in the United States, Kotkin said. The Internet and sophisticated telecommunications networks are allowing companies to reorganize. Companies no longer have to be headquartered in a major city and have workers in central locations.

hroughout the past decade, Kansas City, Mo., has been one of the most notable, if largely unheralded, high-tech success stories in the U.S. While much of the Midwest has remained dependent on traditional manufacturing industries, the 1.7-million-person Kansas City region emerged as a leading player in the evolving telecommunications revolution. Today, at a time when many midwestern cities are concerned with declines in traditional manufacturing, Kansas City's current real-estate blues follow more of a Silicon Valley theme. Telecom firms, big and small, have poured new space into the market, while the rapid ramp up of companies such as Sprint Corp. seems to have halted. "When the telecom market dried up, it hurt us," suggests E. Gibson Kerr, vice president at Tower Properties based in downtown Kansas City. "We were so well positioned for telecom. The new glut of sublease space could really hurt us." The most recent numbers show how quickly things have turned in the Kansas City market. In December 1999, for example, occupancy in the Kansas City area office market despite the addition of some 2 million square feet of space stood at a healthy 91%, according to Reis, with net absorption running over 1.7 million square feet. Yet by June, occupancies had dropped to 87.4%, with reports by Reis of the negative net absorption of 412,000 square feet through the first half of this year.
