Remarks by the President in Address to the United Nations General Assembly New York, New York Fact Sheet: U.S. Rejoins UNESCO A Decade of Deception and Defiance 10:39 A.M. EDT THE PRESIDENT: Mr. Secretary General, Mr. President, distinguished delegates, and ladies and gentlemen: We meet one year and one day after a terrorist attack brought grief to my country, and brought grief to many citizens of our world. Yesterday, we remembered the innocent lives taken that terrible morning. Today, we turn to the urgent duty of protecting other lives, without illusion and without fear. We've accomplished much in the last year in Afghanistan and beyond. We have much yet to do in Afghanistan and beyond. Many nations represented here have joined in the fight against global terror, and the people of the United States are grateful.

The Universal Declaration of Human Rights:
A Magna Carta for all humanity
Some 50 years have elapsed since the Universal Declaration of Human Rights was adopted by the United Nations on 10 December 1948. The Declaration was one of the first major achievements of the United Nations, and after 50 years remains a powerful instrument which continues to exert an enormous effect on people's lives all over the world. This was the first time in history that a document considered to have universal value was adopted by an international organization. It was also the first time that human rights and fundamental freedoms were set forth in such detail. There was broad-based international support for the Declaration when it was adopted. It represented "a world milestone in the long struggle for human rights", in the words of a UN General Assembly representative from France. The adoption of the Universal Declaration stems in large part from the strong desire for peace in the aftermath of the Second World War. Although the 58 Member States which formed the United Nations at that time varied in their ideologies, political systems and religious and cultural backgrounds and had different patterns of socio-economic development, the Universal Declaration of Human Rights represented a common statement of goals and aspirations a vision of the world as the international community would want it to become. Since 1948, the Universal Declaration has been translated into more than 200 languages and remains one of the best known and most often cited human rights documents in the world. Over the years, the Declaration has been used in the defense and advancement of people's rights. Its principles have been enshrined in and continue to inspire national legislation and the constitutions of many newly independent states. References to the Declaration have been made in charters and resolutions of regional intergovernmental organizations as well as in treaties and resolutions adopted by the United Nations system.

This booklet focuses on acid rain and its impact on our Nation's capital. Rain in Washington, D.C., has an average acidity of 4.2, about as acid as a carbonated drink and more than ten times as acid as clean, unpolluted rain. This booklet will define acid rain, explain what effects it has on marble and limestone buildings, and show, on a walking tour, some of the places in our Nation's capital where you can see the impact of acid precipitation.

The Southern Appalachian Mountain region is known worldwide for its great beauty and biological diversity. Why does this area have such beautiful scenery and such a diversity of plants and animals? How do the mountains, and the rocks and minerals of which they are made, affect the lives of people? How do people affect the mountains? To address these questions, we need to understand what took place millions of years ago and how these geologic events have influenced the landscape, climate, soils, and living things we see today.

You've probably realized by now that there are many ways to add real-time capabilities to Linux based systems. Certainly, one method is to throw hardware at the problem, by running faster processors or employing specialized hardware. For example, specialized peripheral controllers and digital signal processors (DSPs) can offload critical real-time tasks from the main system CPU. However, assuming you want to use the main system processor to manage real-time system events, there are a great many options from which to choose.
Given the somewhat bewildering variety of alternatives, we've assembled the LinuxDevices.com "Real-time Linux Quick Reference Guide" which we hope will assist you in locating Linux-based solutions that match your system requirements. Included within this guide is information about . . .

II. PURPOSE A. Background On July 1, 1997, as part of the Administration's Framework for Global Electronic Commerce, the President directed the Secretary of Commerce to privatize the management of the domain name system (DNS) in a manner that increases competition and facilitates international participation in its management. On June 5, 1998, the DOC published its Statement of Policy, Management of Internet Names and Addresses, Fed. Reg. 31741(1998) (Statement of Policy). The Statement of Policy addressed the privatization of the technical management of the DNS in a manner that allows for the development of robust competition in the management of Internet names and addresses. In the Statement of Policy, the DOC stated its intent to enter an agreement with a not-for-profit entity to establish a process to transition current U.S. Government management of the DNS to such an entity based on the principles of stability, competition, bottom-up coordination, and representation. Research on Near Earth Objects (Asteroids or Comets)
A number of minor bodies in the Solar system (asteroids and comets) exist whose orbits intersect or pass close to that of the Earth (Near Earth Objects or NEOs). The possibility therefore exists that some of these bodies may impact on Earth sometime in the future, as has happened a number of times in the past as shown by the geological record. The existence of such a risk is attracting increasing attention from the public and the media. The scientific reality is that the number, orbits, sizes, and physical properties of NEOs are poorly known at this time. Although estimated time scales for impacts with catastrophic consequences range from hundreds of thousands to millions of years, there are good reasons, scientific as well as social, for conducting vigorous research programmes to improve our knowledge of these bodies. Such research has, in fact, already a long history of international cooperation, coordinated by the IAU. The general policy of the IAU with regard to research on and public information about NEOs is formulated in the Policy Statement issued by the IAU Executive Committee. The practical execution of this policy is organised by the
